Customary land rights in Zambia are recognized through the power of chiefs to make decisions on land transfer. Low levels of legal literacy, limited downward accountability, and pressure from government or investors to allocate land for “development” have meant that rural communities are often divested of land rights with limited or uncertain benefits.
