Eles oferecem um mecanismo para empresas e indiv\u00edduos compensarem sua pr\u00f3pria pegada de carbono.<\/p>\n<p>Os cr\u00e9ditos de carbono dos chamados projetos<a href=\"https:\/\/unfccc.int\/topics\/land-use\/workstreams\/redd\/what-is-redd\" target=\"_blank\" rel=\"noopener noreferrer nofollow\"> REDD+<\/a> \u2013 que reduzem emiss\u00f5es resultantes do desmatamento e da degrada\u00e7\u00e3o florestal \u2013 s\u00e3o emitidos comparando a cobertura florestal observada nas \u00e1reas dos projetos com cen\u00e1rios de \u201clinha de base\u201d de desmatamento na aus\u00eancia de REDD+. A diferen\u00e7a entre os dois \u00e9 conhecida como \u201cadicionalidade\u201d, abordada no Artigo 6 do Acordo de Paris.<\/p>\n<p>A compra volunt\u00e1ria de cr\u00e9ditos REDD+ destina-se a ajudar a conservar as florestas atrav\u00e9s de um melhor monitoramento e fiscaliza\u00e7\u00e3o, da promo\u00e7\u00e3o de pr\u00e1ticas sustent\u00e1veis, do engajamento das partes interessadas locais e outras atividades. No entanto,<a href=\"https:\/\/www.pnas.org\/doi\/10.1073\/pnas.2004334117\" target=\"_blank\" rel=\"noopener noreferrer nofollow\"> estudos<\/a> acad\u00eamicos recentes, amplificados por<a href=\"https:\/\/www.theguardian.com\/environment\/2023\/jan\/18\/revealed-forest-carbon-offsets-biggest-provider-worthless-verra-aoe\" target=\"_blank\" rel=\"noopener noreferrer nofollow\"> reportagens<\/a> na m\u00eddia, levantaram algumas d\u00favidas sobre a efic\u00e1cia desses projetos, especialmente sobre quantas redu\u00e7\u00f5es de emiss\u00f5es \u201cadicionais\u201d desencadearam, para al\u00e9m do que teria acontecido sem os projetos.<\/p>\n<p>Em um<a href=\"https:\/\/arxiv.org\/abs\/2301.03354\" target=\"_blank\" rel=\"noopener noreferrer nofollow\"> artigo<\/a> publicado recentemente na revista <em>Science<\/em>, meus colegas e eu examinamos pela primeira vez esses impactos na conserva\u00e7\u00e3o florestal em uma amostra pantropical. Analisamos os efeitos de 26 projetos de REDD+ em seis pa\u00edses: Peru, Col\u00f4mbia, Rep\u00fablica Democr\u00e1tica do Congo, Tanz\u00e2nia, Z\u00e2mbia e Camboja. Todos os projetos geraram cr\u00e9ditos nos mercados volunt\u00e1rios de carbono, certificados pela entidade privada norte-americana Verra.<\/p>\n<p>Descobrimos que a maioria dos projetos de nossa amostra n\u00e3o reduziu significativamente o desmatamento. Para aqueles que alcan\u00e7aram algumas redu\u00e7\u00f5es, essas foram substancialmente inferiores ao que foi reivindicado atrav\u00e9s dos cr\u00e9ditos de carbono florestal gerados.<\/p>\n<p>Em vez de fazer previs\u00f5es de adicionalidade no in\u00edcio do projeto, nossas avalia\u00e7\u00f5es de impacto analisam o desempenho do projeto anterior. Concentramo-nos nos cortes observados no desmatamento, em compara\u00e7\u00e3o com algumas \u00e1reas de \u2018controle\u2019 pr\u00e9-selecionadas que \u2013 excluindo a interven\u00e7\u00e3o REDD+ \u2013 t\u00eam caracter\u00edsticas semelhantes \u00e0s das \u00e1reas do projeto. Essas \u00e1reas de controle s\u00e3o monitoradas simultaneamente \u00e0 interven\u00e7\u00e3o de REDD+. Ao comparar o desempenho da conserva\u00e7\u00e3o, a diferen\u00e7a de tend\u00eancias entre projetos e controles pode, portanto, ser atribu\u00edda \u00e0s a\u00e7\u00f5es de REDD+.<\/p>\n<div class='short-link'>\n\t\t\t<a class='GTMshortLink' href='https:\/\/www.forestsnews.org\/84752\/o-que-acontece-depois-que-os-pagamentos-para-a-conservacao-sao-encerrados?fnl=en' target='_blank'>\n\t\t\t\t<span class='short-link__box'><span>Leia tamb\u00e9m:<\/span><\/span>\n\t\t\t\t<span class='short-link__desc'>O que acontece depois que os pagamentos para a conserva\u00e7\u00e3o s\u00e3o encerrados?<\/span>\n\t\t\t<\/a>\n\t\t<\/div>\n<p>Nossas estimativas sugerem que apenas 5,4 milh\u00f5es (6,1%) dos 89 milh\u00f5es de cr\u00e9ditos de carbono esperados dos projetos REDD+ no estudo estariam provavelmente associados a redu\u00e7\u00f5es adicionais de emiss\u00f5es de carbono.<\/p>\n<p>No entanto, muitos cr\u00e9ditos baseados em projetos j\u00e1 foram usados por compradores de carbono que tentam compensar suas emiss\u00f5es de carbono.<\/p>\n<p>A discrep\u00e2ncia entre os cr\u00e9ditos reivindicados e o impacto confirmado deve-se principalmente a previs\u00f5es exageradas de emiss\u00f5es evitadas a partir de cen\u00e1rios de<a href=\"https:\/\/unfccc.int\/files\/focus\/mitigation\/application\/pdf\/options_and_methodologies_for_developing_baselines_.pdf\" target=\"_blank\" rel=\"noopener noreferrer nofollow\"> linha de base de \u2018neg\u00f3cios como de costume\u2019<\/a> que esses projetos adotaram, de acordo com nosso estudo. Essas previs\u00f5es est\u00e3o sendo extrapoladas a partir de tend\u00eancias hist\u00f3ricas locais de desmatamento, com grande flexibilidade para escolher entre linhas de base substancialmente diferentes. Esse \u201cel\u00e1stico\u201d de linhas de base iniciais infla facilmente em \u201car quente\u201d, o que significa cr\u00e9ditos de carbono que n\u00e3o s\u00e3o reais. Al\u00e9m disso, as linhas de base podem tornar-se irrealistas ao longo do tempo, quando as condi\u00e7\u00f5es econ\u00f4micas ou pol\u00edticas mudam substancialmente \u2013 porque \u00e9 dif\u00edcil prever o futuro.<\/p>\n<p>Al\u00e9m disso, muitos projetos de REDD+ optaram por atuar em \u00e1reas florestais que, desde o in\u00edcio, eram \u2018altas e distantes\u2019 \u2013 ou seja, localizadas longe de estradas, mercados, pessoas e amea\u00e7as reais de desmatamento. As \u00e1reas \u2018altas e distantes\u2019 eram um fruto f\u00e1cil para a conserva\u00e7\u00e3o florestal. Mas quando comparamos a conserva\u00e7\u00e3o florestal com \u00e1reas de controle semelhantes, as diferen\u00e7as foram normalmente insignificantes: o suposto esfor\u00e7o de prote\u00e7\u00e3o n\u00e3o p\u00f4de ser substanciado por um melhor desempenho.<\/p>\n<p>Como tais falhas poderiam ocorrer? Os<a href=\"https:\/\/www.offsetguide.org\/understanding-carbon-offsets\/carbon-offset-programs\/\" target=\"_blank\" rel=\"noopener noreferrer nofollow\"> esquemas de certifica\u00e7\u00e3o<\/a> existem supostamente para salvaguardar a integridade das compensa\u00e7\u00f5es. Mas, os nossos resultados indicam que as metodologias atualmente aprovadas s\u00e3o muito vari\u00e1veis e amplas para garantir a integridade das redu\u00e7\u00f5es reais de emiss\u00f5es.<\/p>\n<p>Conclu\u00edmos que, em vez de jogar fora o beb\u00ea REDD+ juntamente com a \u00e1gua do banho, \u00e9 fundamental desenvolver m\u00e9todos novos e rigorosos para a constru\u00e7\u00e3o de linhas de base de desmatamento cred\u00edveis para interven\u00e7\u00f5es volunt\u00e1rias de REDD+, e avaliar adequada e regularmente a sua contribui\u00e7\u00e3o para a mitiga\u00e7\u00e3o das mudan\u00e7as clim\u00e1ticas. Pessoalmente, eu teria pelo menos algumas conjecturas.<\/p>\n<p>Uma possibilidade \u00e9 usar institui\u00e7\u00f5es independentes para estabelecer linhas de base de refer\u00eancia \u2013 por exemplo, no \u00e2mbito da Conven\u00e7\u00e3o-Quadro das Na\u00e7\u00f5es Unidas sobre Mudan\u00e7a do Clima \u2013 integrando a melhor ci\u00eancia dispon\u00edvel. Em segundo lugar, os futuros compradores de cr\u00e9ditos de carbono poder\u00e3o procurar cr\u00e9ditos baseados em redu\u00e7\u00f5es observadas em retrospectiva, em vez de se basearem apenas na adicionalidade esperada anteriormente. Isso pode exigir que os projetos ou bancos de cr\u00e9dito agregados em grande escala \u2018protejam\u2019 n\u00e3o s\u00f3 os riscos naturais (como os inc\u00eandios florestais), mas tamb\u00e9m amea\u00e7as mais complexas \u00e0 adicionalidade do projeto.<\/p>\n<p>Um novo pensamento radical pode ser necess\u00e1rio para reformar os mercados volunt\u00e1rios de carbono, a fim de inspirar mais confian\u00e7a, \u00e0 medida que as sociedades do Norte Global se tornam cada vez mais c\u00e9ticas em rela\u00e7\u00e3o \u00e0s compensa\u00e7\u00f5es por emiss\u00f5es de carbono.
