Hutan tropis menyimpan kekayaan berharga, mulai dari kayu, kayu bakar, hingga daging satwa liar. Semua ini adalah sumber daya bersama (common-pool resources): jumlahnya terbatas, dipakai banyak orang, dan tidak ada pemilik tunggal. Kalau setiap orang hanya mengejar kepentingan pribadi, sumber daya ini akan cepat terkuras. <\/span><\/p>\n

Lalu, apa yang membuat orang mau menggunakan sumber daya itu secara adil dan berkelanjutan serta ikut menjaga agar orang lain melakukan hal yang sama?<\/span><\/p>\n

Itulah pertanyaan utama yang dijawab dalam studi terbaru oleh Arild Angelsen dan Julia Naime<\/a>, peneliti dari Center for International Forestry Research dan World Agroforestry (CIFOR-ICRAF) bersama Norwegian University of Life Sciences (NMBU).<\/span><\/p>\n

<\/p>\n

Berbagi sumber daya itu mirip dengan membagi kue di pesta ulang tahun anak-anak: kita sering dihadapkan pada pilihan sulit yaitu ambil sebanyak-banyaknya sekarang, atau sisakan untuk orang lain dan untuk dinikmati nanti?<\/span><\/p>\n

Inilah yang dikenal sebagai <\/span>\u201ctragedi sumber daya bersama\u201d<\/span> (<\/span>tragedy of the commons<\/span>). Tetapi, seperti ditulis Arild Angelsen dan Julia Naime, tragedi ini sebenarnya bukan sesuatu yang pasti terjadi.<\/span><\/p>\n

Mempelajari cara mencegahnya justru sangat penting bagi upaya konservasi global terutama di daerah terpencil dan pedesaan, di mana lembaga formal dari luar sering kali sulit menjangkau secara efektif.<\/span> <\/span>

Saat hukuman bertemu dengan kerja sama<\/strong><\/h2>\n

Untuk menjaga sumber daya bersama tetap lestari, sebuah kelompok butuh dua hal: cukup banyak orang yang mau bekerja sama, dan aturan tegas bagi mereka yang memilih jadi \u201cpenumpang gratis\u201d (free-rider).<\/span><\/p>\n

<\/span><\/p>\n

Masalahnya, hukuman sering menimbulkan perlawanan. Mereka yang berani menegur bisa jadi sasaran balas dendam\u2014baik dari yang dihukum, maupun dari free-rider lain yang lolos.<\/span><\/p>\n

Ingat masa sekolah? Hampir tak ada yang mau dicap sebagai tukang mengadu, meski teman sekelasnya bikin ulah.<\/span><\/p>\n

<\/p>\n

Hal yang sama terjadi di dunia orang dewasa. Banyak yang akhirnya memilih diam, meski tahu itu merugikan kepentingan bersama.<\/span><\/p>\n

Pembelajaran dari tiga negara<\/strong><\/h2>\n

<\/p>\n

Untuk melihat bagaimana budaya memengaruhi keputusan bersama, Arild Angelsen dan Julia Naime melakukan eksperimen lapangan berbasis skenario (framed field experiments\/FFE). Eksperimen ini berbentuk permainan peran dengan taruhan uang nyata: setiap keputusan individu maupun kelompok menentukan berapa besar pembayaran yang mereka terima.<\/span><\/p>\n

Sebanyak 720 pengguna hutan skala kecil ikut serta, tersebar di tiga wilayah kaya hutan tropis: Par\u00e1 (Brasil), Kalimantan Tengah (Indonesia), dan Ucayali (Peru).<\/span><\/p>\n

<\/p>\n

Dalam permainan, enam orang dalam satu kelompok harus mengambil keputusan sulit: berapa banyak hutan bersama yang akan mereka ubah menjadi lahan pertanian.<\/span> <\/span>

Dilema muncul: menjaga hutan memberi manfaat lebih besar bagi kelompok karena ada skema pembayaran jasa lingkungan (payment for ecosystem services\/PES). Tapi menebang hutan memberi keuntungan lebih besar bagi individu, meski itu berarti kehilangan manfaat kolektif dari PES.<\/span><\/p>\n

<\/p>\n

Para peserta diminta mengambil dua keputusan. Pertama, berapa banyak petak hutan yang mereka ubah jadi lahan pertanian. Kedua, setelah hasil diumumkan, apakah mereka ingin menghukum anggota lain yang dianggap menebang terlalu banyak hutan \u2014 atau karena alasan lain.<\/span><\/p>\n

Dari sini, peneliti menyusun tipologi pelaku. Hukuman disebut <\/span>pro-sosial<\/span> jika ditujukan pada free-rider, dan <\/span>anti-sosial<\/span> jika diarahkan pada anggota yang justru lebih kooperatif.<\/span><\/p>\n

Hukuman pro-sosial lahir dari dorongan menjaga keadilan: memotong keuntungan berlebih yang didapat free-rider. Sebaliknya, hukuman anti-sosial sering muncul karena rasa dengki, iri, atau bahkan dendam terhadap rekan yang lebih patuh aturan. Kadang, pemberi hukuman anti-sosial justru ikut untung karena bisa menurunkan pendapatan orang lain.<\/span><\/p>\n

Beberapa kasus anti-sosial ternyata berakar dari balas dendam \u2014 peserta yang pernah dihukum di ronde sebelumnya memilih membalas di kesempatan berikutnya.<\/span><\/p>\n

Di tiga lokasi penelitian, peneliti menemukan bahwa tipe paling umum adalah mereka yang kooperatif sekaligus memberi hukuman pro-sosial\u2014disebut <\/span>Homo reciprocans<\/span>. Sebaliknya, kelompok paling jarang adalah <\/span>Saboteur<\/span>: free-rider yang justru menjatuhkan hukuman anti-sosial. Secara keseluruhan, sekitar 70% hukuman yang dijatuhkan bersifat pro-sosial, sementara 30% sisanya anti-sosial.<\/span><\/p>\n

Ketimpangan dan perbedaan budaya<\/strong><\/h2>\n

\u201cKetika \u2018orang jahat\u2019 mulai menghukum \u2018orang baik\u2019, segalanya bisa berantakan.\u201d<\/p>\n<\/blockquote>\n

Untuk melihat bagaimana ketimpangan memengaruhi perilaku menghukum, para peneliti membagi peserta ke dalam dua kondisi: ada kelompok yang semua anggotanya mendapat jumlah petak hutan sama, dan ada kelompok lain yang mendapat bagian berbeda-beda.<\/span><\/p>\n

Hasilnya jelas: kelompok yang tidak setara lebih sering menjatuhkan hukuman. Menurut penulis, ketimpangan punya dua wajah. Ia bisa mendorong munculnya lebih banyak hukuman pro-sosial, tapi juga memicu hukuman anti-sosial.<\/span><\/p>\n

Hukuman dari rekan sebaya memang membuat perilaku free-rider jadi mahal. Hukuman pro-sosial terbukti memperbaiki kinerja kelompok karena menekan konversi hutan berlebihan. Tapi ketika porsi hukuman anti-sosial tinggi, efektivitas kelompok justru runtuh.<\/span><\/p>\n

<\/p>\n

\u201cKetika \u2018orang jahat\u2019 mulai menghukum \u2018orang baik\u2019, segalanya bisa berantakan,\u201d kata Arild Angelsen. Menariknya, peneliti menemukan perbedaan budaya yang signifikan. Peserta dari Indonesia menjatuhkan lebih banyak hukuman\u2014terutama yang pro-sosial. Kemungkinan besar ini terkait norma kesetaraan dan keadilan yang kuat, serta penerimaan yang lebih tinggi terhadap konfrontasi, baik fisik maupun verbal, terhadap pelanggaran norma.<\/span><\/p>\n

<\/p>\n

Secara umum, penelitian ini menunjukkan bahwa hukuman antar rekan sebaya bisa membantu menjaga hutan: mendorong hasil konservasi dan menekan deforestasi dalam skema pembayaran jasa lingkungan kolektif (<\/span>collective PES<\/span>). <\/span>Tapi, ada sisi lain yang tak bisa diabaikan. Hukuman semacam ini juga bisa membawa dampak negatif, baik bagi individu maupun kelompok, sehingga harus diperhitungkan dalam kebijakan pengelolaan sumber daya bersama.<\/span><\/p>\n

\u201cPenegakan aturan secara mandiri lewat hukuman antar rekan sebaya berisiko melahirkan perilaku anti-sosial. Dampaknya bukan hanya merugikan pihak yang memberi dan menerima hukuman, tapi juga bisa merusak kerja sama di masa depan,\u201d tulis para penulis.<\/span><\/p>\n<\/div>\n
