Brasil memposisikan COP30 di Bel\u00e9m, November ini, sebagai KTT iklim bersejarah dengan menekankan aksi nyata. Melalui surat resmi Presidensi dan komunikasi sejak Februari, tiga pilar utama ditegaskan: pelaksanaan, inklusi, serta inovasi. <\/span><\/p>\n

COP30 hadir dengan ekspektasi tinggi. Tepat sepuluh tahun setelah lahirnya Perjanjian Paris, konferensi ini akan menjadi titik evaluasi: menelaah kemajuan, mengukur komitmen baru, dan melihat bukti capaian. Namun, urgensi yang melingkupi pertemuan ini lebih dari sekadar simbol waktu. Dari banjir hingga kebakaran hutan, krisis iklim<\/a> yang kian parah sudah nyata menghantam masyarakat, ekonomi, dan alam di seluruh dunia. <\/span><\/p>\n

Presidensi COP30 Brasil menetapkan 10 fokus utama dalam agenda konferensi di Bel\u00e9m\u2014mulai dari isu pembiayaan iklim hingga kepemimpinan akar rumput: <\/span><\/p>\n

1. Seruan untuk menyatukan masyarakat global<\/strong><\/h3>\n

Brasil melihat COP30 sebagai momentum untuk melampaui perbedaan politik dan sektoral, dengan mengusung <\/span>Global Mutir\u00e3o<\/span><\/a>\u2014gerakan kolektif yang terinspirasi nilai-nilai masyarakat adat\u2014guna menyatukan berbagai aktor global dalam aksi nyata menghadapi krisis iklim. <\/span><\/p>\n

2. Kontribusi yang Ditetapkan Secara Global (GDC)<\/strong><\/p>\n

Sebagai tindak lanjut dari Global Stocktake,<\/a> Brasil membawa gagasan Globally Determined Contribution\u2014suatu kerangka yang lebih luas dan inklusif, yang mengikutsertakan kota, masyarakat adat, pemuda, dan sektor bisnis, di samping pemerintah nasional.<\/span>. <\/span> <\/span><\/p>\n

Harapan kami adalah menghadirkan semangat baru dalam aksi iklim global dengan mengintegrasikan peran dunia usaha, masyarakat sipil, serta semua tingkatan pemerintahan dalam sebuah gerakan terkoordinasi\u2014<\/span>global mutir\u00e3o<\/span>\u2014untuk menjalankan <\/span>Global Stocktake<\/span> seolah-olah merupakan kontribusi yang ditetapkan secara global,\u201d demikian ditulis Presiden COP30 Andr\u00e9 Corr\u00eaa do Lago dalam Surat Presidensi keempat. <\/span><\/p>\n

3. Mempercepat ambisi dengan tolok ukur jelas<\/strong><\/span><\/b><\/h3>\n

Meskipun tenggat awal Februari untuk pengajuan NDC terbaru telah diperpanjang hingga September, baru sekitar sepuluh persen dari 196 pihak penandatangan UNFCCC yang menyampaikan dokumen tersebut. Brasil menekankan pentingnya NDC yang diperkuat, sejalan dengan target 1,5 \u00b0C<\/a>, disertai komitmen untuk mengakhiri deforestasi pada 2030, menggandakan kapasitas energi terbarukan, serta meningkatkan efisiensi energi secara signifikan. <\/span><\/p>\n

4. Hutan sebagai pusat aksi iklim<\/strong><\/span><\/b><\/h3>\n

Dalam kapasitasnya sebagai rumah bagi hutan tropis terbesar, Brasil menempatkan hutan di jantung pembahasan COP30<\/a>. \u201cCOP Amazon\u201d akan menyoroti peran hutan sebagai penyerap karbon sekaligus sumber daya pembangunan yang esensial. Presidensi menekankan perlunya langkah nyata, termasuk investasi besar dan terobosan inovatif, guna menghentikan deforestasi dan memperkokoh posisi hutan sebagai mitra utama dalam mengatasi krisis iklim.<\/p>\n

5. Tropical Forests Forever Facility (TFFF)<\/strong><\/span><\/b><\/h3>\n

Brasil menempatkan <\/span>Tropical Forest Forever Fund<\/span><\/a> (TFFF) sebagai pusat strategi pembiayaan iklimnya\u2014sebuah skema berbasis kinerja yang bertujuan menghimpun hingga 4 miliar dolar AS per tahun untuk mengapresiasi negara-negara yang menjaga hutan tropis. Didukung oleh BRICS bersama Inggris dan Norwegia, dana ini menawarkan pembayaran langsung sebesar 4 dolar per hektare per tahun, dengan komitmen minimal 20 persen untuk masyarakat adat dan komunitas lokal. <\/span><\/p>\n

\u201cDengan nilai tiga hingga empat kali lipat lebih besar dari anggaran diskresioner kementerian lingkungan di negara-negara berhutan utama, dan puluhan bahkan ratusan kali lipat lebih tinggi dari pembayaran pasar karbon sukarela, TFFF dinilai mampu mengubah arah kebijakan konservasi hutan nasional,\u201d menurut pernyataan resmi. <\/span><\/p>\n

6. Keadilan dan inklusi sebagai pilar tata kelola<\/strong><\/span><\/b><\/h3>\n

Untuk menjamin integrasi keadilan dalam aksi iklim, Brasil mengusulkan <\/span>Global Ethical Stocktake<\/span>. Presiden Lula da Silva dan Sekjen PBB Ant\u00f3nio Guterres akan memimpin inisiatif ini melalui enam dialog regional dengan masyarakat sipil. Tujuan utamanya adalah mengidentifikasi nilai, perilaku, dan tanggung jawab yang harus berubah agar komitmen iklim PBB dapat diwujudkan. Mekanisme partisipatif, termasuk <\/span>People\u2019s Circle<\/span> dan komisi masyarakat adat, tengah disusun guna memperkuat suara yang kerap terabaikan. <\/span><\/p>\n

7. Memberdayakan pemerintah subnasional<\/strong><\/span><\/b><\/h3>\n

Dengan menggandeng <\/span>Coalition for High Ambition Multilevel Partnerships<\/span> (CHAMP), Brasil berupaya membuka jalan bagi pemerintah lokal dan regional untuk memperoleh akses pembiayaan iklim dan dukungan teknis. Forum Pemimpin Lokal<\/a> yang diperkenalkan pada kesempatan ini akan menjadi ajang berbagi pengalaman ratusan pemimpin daerah\u2014dari wali kota hingga gubernur\u2014untuk menunjukkan bagaimana aksi di tingkat lokal dapat mempercepat pencapaian iklim global. <\/span><\/p>\n

8. Mengarusutamakan diplomasi iklim<\/strong><\/span><\/b><\/h3>\n

Brasil menggarisbawahi perlunya mempertahankan isu iklim sebagai prioritas global<\/a>, melampaui agenda COP tahunan. Lewat pertemuan SBSTA dan London Climate Week, Presidensi menyoroti pentingnya menyelaraskan aksi iklim dengan agenda di forum-forum strategis seperti G20, IMF, BRICS, pertemuan Bank Dunia, dan Majelis Umum PBB untuk memastikan arah kebijakan tetap konsisten. <\/span><\/p>\n

9. Agenda Strategis \u201cEnam Pilar\u201d<\/strong><\/span><\/b><\/h3>\n

Brasil membangun kerangka negosiasi COP30 di atas enam sumbu tematik yang mencakup mitigasi, adaptasi, dan sarana implementasi:<\/span><\/p>\n

  1. Transisi energi, industri, dan transportasi<\/span><\/li>\n
  2. Pengelolaan hutan, laut, dan keanekaragaman hayati<\/span><\/li>\n
  3. Transformasi pertanian dan sistem pangan<\/span><\/li>\n
  4. Ketahanan kota, infrastruktur, dan air<\/span><\/li>\n
  5. Pembangunan manusia dan sosial<\/span><\/li>\n
  6. Faktor pendorong dan akselerator, termasuk pembiayaan, teknologi, dan pembangunan kapasitas<\/span><\/li>\n<\/ol>\n

    10. Dari janji ke aksi: COP30 sebagai titik balik<\/strong><\/span><\/b><\/h3>\n

    Brasil menempatkan COP30 sebagai ajang bersejarah untuk menandai pergeseran besar dalam proses iklim dunia, ketika suara akar rumput, reformasi tata kelola, dan tindakan konkret bertemu. Usulan penghentian deforestasi, komitmen ambisius energi terbarukan, hingga peluncuran TFFF memperkuat harapan bahwa COP30 akan menjadi titik balik bagi perubahan struktural.<\/span><\/p>\n

    Walau terselip kekhawatiran mengenai logistik dan akses di Bel\u00e9m, COP30 tetap dilihat sebagai kesempatan emas.
