Akhir tahun lalu, Pemerintah Indonesia telah menetapkan target penyerapan karbon bersih di sektor kehutanan dan penggunaan lahan atau Forestry and other land uses<\/em> (FoLU) Net Sink pada 2030 di seluruh nusantara.<\/p>\n

Untuk mencapai target yang sangat ambisius ini diperlukan mobilisasi pendanaan iklim yang besar dan terkoordinasi. Dalam situasi seperti ini, program REDD+ yang didukung PBB untuk mengurangi emisi dari deforestasi dan degradasi hutan, dan mendorong konservasi, pengelolaan hutan lestari, dan peningkatan stok karbon hutan, dapat memainkan peranan penting \u2013 jika bisa dikembangkan lebih cepat dari fase perkembangannya saat ini.<\/p>\n

Pusat Riset Perubahan Iklim Universitas Indonesia (RCCC-UI) bersama Center for International Forestry Research and World Agroforestry<\/em> (CIFOR-ICRAF) dan mitra lainnya telah menjalankan Global Comparative Study on REDD+ (GCS-REDD+) untuk mendorong penciptaan pengetahuan bersama dan pertukaran pembelajaran di semua tingkatan, serta memastikan pembuat kebijakan dan praktisi memiliki akses dan dapat menggunakan informasi, analisis, dan alat yang diperlukan untuk merancang dan menerapkan kebijakan dan tindakan REDD+ yang efektif, efisien, dan merata.<\/p>\n

Menurut para peneliti, ada tiga elemen utama yang dibutuhkan untuk mengembangkan arsitektur REDD+: informasi, insentif, dan kelembagaan (‘3I’). Untuk itu, para peneliti telah melaksanakan serangkaian Dialog Sains dan Kebijakan yang bertujuan untuk menyesuaikan penelitian dengan kebutuhan, kebijakan, dan target tingkat negara yang berkaitan dengan mitigasi iklim berbasis hutan.<\/p>\n

Pada 25 April 2022, Dialog Sains dan Kebijakan II untuk GCS di Indonesia diadakan secara daring. Kali ini, diskusi berfokus pada elemen ‘informasi’ dari 3I. Meningkatkan informasi untuk memajukan arsitektur REDD+ sangat penting tidak hanya untuk menemukan solusi terbaik, tetapi juga untuk meningkatkan koordinasi dan mendorong kolaborasi yang lebih baik di antara semua pelaku yang terlibat dalam upaya mengurangi deforestasi.<\/p>\n

Oleh karena itu, dialog ini merupakan urusan multipemangku kepentingan, yang memberikan kesempatan bagi 30 aktor kunci pemerintah dan non-pemerintah terpilih di sektor FoLU di tingkat nasional dan daerah untuk terlibat sebagai bagian dari \u2018kelompok penasehat proyek\u2019 mengenai masalah tersebut.<\/p>\n

Tujuan utama dari diskusi kedua ini adalah untuk berbagi temuan penelitian terkini dari CIFOR dan mitra, serta untuk mendapatkan masukan mengenai hasil penelitian; untuk memastikan kegiatan yang dilaksanakan relevan dengan kebutuhan pemangku kepentingan di sektor mereka; dan untuk memanfaatkan komitmen nasional untuk mengubah sektor FoLU untuk mencapai target penyerapan karbon bersih pada 2030.<\/p>\n

Acara diskusi dibuka oleh Hanif Faisol Nurofiq, Sekretaris Direktorat Jenderal Planologi Hutan dan Tata Lingkungan Kementerian Lingkungan Hidup dan Kehutanan, yang memberikan informasi terkini mengenai kegiatan REDD+ di Indonesia dan memaparkan Rencana Operasional FoLU Net Sink 2030.<\/p>\n

Nurofiq menjelaskan bahwa pengelolaan hutan dan proses perizinan yang diperbarui telah mengakomodir berbagai perbedaan dan aktivitas yang dikontrol dalam ekosistem ini. \u201cSekarang jadi lebih jelas bagaimana kita dapat mencapai keseimbangan antara lingkungan dan ekonomi,\u201d katanya. Nurofiq juga berbicara mengenai keunggulan komparatif Indonesia sebagai negara tropis yang kaya akan ekosistem karbon tinggi seperti lahan gambut tropis dan karbon biru, khususnya hutan mangrove \u2013 dan perlunya memanfaatkan elemen-elemen ini untuk mencapai FoLU Net Sink 2030.<\/p>\n

\u201dPersyaratan lahan gambut cukup ketat, dan akan menjadi tantangan besar bagi kita untuk memastikan bahwa kita dapat mencapai target tersebut di ekosistem ini,\u201d katanya.<\/p>\n

Nurofiq juga menyebutkan pentingnya unsur-unsur lain, seperti pengawasan dan penegakan hukum dalam mendukung perlindungan dan pengamanan kawasan hutan; reboisasi di area pertambangan; konservasi keanekaragaman hayati; perhutanan sosial dan pengembangan hutan adat; serta pencegahan dan mitigasi kebakaran. Ia memperkirakan biaya operasional yang diperlukan sekitar 240 triliun rupiah (USD16,4 juta).<\/p>\n

Setelah pembukaan, peserta acara kemudian dibagi menjadi tiga sesi dialog paralel. Diskusi pertama, yang dibuka oleh Konsultan CIFOR-ICRAF Erin Swails, mengeksplorasi variabilitas spatio-temporal<\/em> fluks metana gambut dan nitro oksida, dan kontribusinya terhadap keseluruhan anggaran gas rumah kaca lahan gambut. Sementara dialog kedua, dibuka oleh Ilmuwan CIFOR-ICRAF Stibniati Atmadja, membahas bagaimana proyek REDD+ di Indonesia berkontribusi pada tujuan Perjanjian Paris. Sesi dialog ketiga, kali ini dibuka oleh Ilmuwan CIFOR-ICRAF Nining Liswanti, mengkaji dukungan terhadap hak-hak Masyarakat Adat dan komunitas lokal dalam konteks REDD+ di Indonesia.<\/p>\n

Kelompok-kelompok tersebut kemudian berkumpul kembali untuk melanjutkan diskusi dalam sesi yang dimoderatori oleh Ahli Ekonomi dan Riset RCCC-UI Sonny Mumbunan. Ilmuwan CIFOR-ICRAF Moira Moeliono, kemudian menutup diskusi tersebut dengan menyatakan bahwa \u201cperubahan iklim adalah masalah kompleks yang melibatkan banyak aktor dan kepentingan mereka; oleh karena itu, pertukaran informasi dan diskusi yang dilakukan terus menerus sangat penting untuk mengatasi isu ini.\u201d<\/p>\n

Moeliono menekankan bahwa \u201csafeguards <\/em>atau tindakan pengamanan itu penting, karena semua kegiatan FoLU memiliki implikasi sosial dan lingkungan. Sementara itu perlindungan sosial, pemberdayaan masyarakat adat dan lokal juga sangat penting, tidak hanya de jure<\/em> tetapi juga de facto <\/em>dengan cara yang terukur.\u201d Ia juga mengatakan bahwa penelitian dan kajian masih diperlukan untuk mengumpulkan data lengkap dan pemahaman tentang karbon dan anggaran GRK lainnya dalam jangka panjang, dan bahwa \u201cdalam semua kegiatan kebijakan dan penelitian, peran pemerintah daerah perlu diapresiasi dan dihormati.\u201d<\/p>\n","protected":false},"excerpt":{"rendered":"
