Kebutaan akan manusia merupakan kritik lama yang ditujukan pada inisiatif konservasi yang berfokus lebih pada tumbuhan atau hewan daripada hak asasi manusia. Other Effective Area-based Conservation Measures, OECMs <\/em>(Tindakan Konservasi Berbasis Area Efektif) dianggap dapat menjadi salah satu solusi untuk konservasi yang ramah bagi manusia serta planet. Area-area yang dijangkau oleh OECM memberikan alternatif untuk kawasan lindung tradisional \u2014 seperti taman nasional \u2014 yang akan memberikan manfaat jangka panjang bagi keanekaragaman hayati dan manusia melalui inovasi dan struktur tata kelola yang inklusif.<\/p>\n

\u201cTidak diragukan lagi bahwa konservasi yang memperhitungkan manusia lebih baik dari yang tidak melibatkan manusia,\u201d ujar Anne Larson, Ilmuwan Utama di Center for International Forestry Research and World Agroforestry <\/em>(CIFOR-ICRAF). \u201cOECM mungkin lebih baik daripada model Yellowstone untuk konservasi keanekaragaman hayati, tetapi kita masih ingat sejarah inisiatif konservasi yang dipaksakan pada Masyarakat Adat dan komunitas lokal.\u201d<\/p>\n

Dukungan untuk OECM<\/strong><\/h3>\n

Kebutuhan untuk melestarikan keanekaragaman hayati semakin mendesak. Saat ini, 25 persen dari spesies yang ada terancam punah, sementara itu berdasarkan pantauan ukuran populasi vertebrata yang mengalami penurunan rata-rata 60%, menurut WWF Living Planet Report.<\/em><\/a><\/p>\n

Menanggapi hal tersebut, kerangka kerja pasca-2020 (Target 3) <\/a> yang diprakarsai United Nations Convention on Biological Diversity (CBD\u2019s) <\/em>memiliki target untuk melestarikan 30% wilayah darat dan 30% wilayah laut di kawasan lindung atau OECM pada 2030. Selain itu Laporan Kesenjangan Lahan 2022 (<\/em>Land Gap Report 2022)<\/em><\/a>,<\/em> yang dirilis pada 3 November berikrar untuk melakukan penghapusan dan konservasi karbon pada 1,2 miliar hektar lahan, imbuh Larson.<\/p>\n

Saat ini, kawasan lindung tradisional masih menjadi target utama dari inisiatif tersebut, namun mereka sering gagal melindungi keanekaragaman hayati karena kurangnya dukungan atau sistem pemantauan yang efektif. Bahkan ketika mereka bekerja untuk keanekaragaman hayati, para pembicara simposium menyoroti pemindahan dan pengurangan pendapatan Masyarakat Adat dan Komunitas Lokal. Masyarakat setempat diminta untuk mengorbankan adat mereka, struktur pemerintahan tradisional, mata pencaharian, dan bahkan tanah mereka demi keanekaragaman hayati. Hasilnya seringkali menyebabkan ketidakpercayaan kronis pada inisiatif keanekaragaman hayati eksternal.<\/p>\n

Para pendukung OECM menyatakan bahwa inisiatif ini memiliki peluang sukses yang lebih tinggi daripada kawasan lindung karena OECM di bawah Target 3 secara eksplisit mengadvokasi sistem yang \u201cdikelola secara efektif dan adil, representatif secara ekologis, dan terhubung dengan baik\u201d yang bermanfaat bagi manusia dan lingkungannya.<\/p>\n

Kerangka kerja yang belum teruji<\/strong><\/h3>\n

Namun, advokat Masyarakat Adat seperti Joji Cari\u00f1o, penasihat kebijakan senior dari Forest Peoples Programme<\/em>, khawatir bahwa implementasinya tidak akan sesuai yang dijanjikan. Meskipun terminologi OECM telah ada selama beberapa tahun, Target 3 kerangka kerja pasca-2020 masih dalam negosiasi. Selain itu, sebagian besar negara belum memetakan OECM, yang dapat mencakup apa pun mulai dari zona militer hingga kemitraan Masyarakat Adat, kata Heather Bingham, petugas program senior di Pusat Pemantauan Konservasi Dunia Program Lingkungan PBB (UN Environment Programme World Conservation Monitoring Centre, UNEP-WCMC)<\/em>.<\/p>\n

Ada juga beban pemantauan dan pelaporan yang berat di OECM. Tanah adat di bawah manajemen OECM dapat memiliki standar pelaporan yang lebih tinggi daripada taman pemerintah yang saat ini tidak dipantau sama sekali, kata Ameyali Ramos, koordinator kebijakan internasional dari Konsorsium ICCA (international policy coordinator of the ICCA Consortium).<\/em> Ini banyak pekerjaan yang harus dilakukan oleh komunitas kecil tanpa manfaat yang jelas.<\/p>\n

Merencanakan fleksibilitas<\/strong><\/h3>\n

Namun,jika OECM dapat merangkul kondisi pendukung yang berbeda dan secara memadai mengatasi masalah masyrakat adat dan komunitas lokal, OECM dapat menjadi alat yang berguna dalam program konservasi, Larson meyakini.<\/p>\n

\u201cOECM adalah kesempatan untuk berkreasi bersama, memanfaatkan apa yang sudah berhasil dilakukan komunitas lokal,\u201d kata Larson. \u201cIni bukan konsep baru di bidang konservasi, tetapi mungkin dengan setiap iterasi, kita akan menjadi semakin dekat dengan solusi yang efektif.\u201d<\/p>\n\n
