{"id":80228,"date":"2022-12-09T09:54:57","date_gmt":"2022-12-09T02:54:57","guid":{"rendered":"https:\/\/www.forestsnews.org\/?p=80228"},"modified":"2022-12-09T10:59:09","modified_gmt":"2022-12-09T03:59:09","slug":"lahan-gambut-bersama-bawa-roc-dan-drc-lebih-dekat-dalam-aksi-iklim","status":"publish","type":"post","link":"https:\/\/www.forestsnews.org\/id\/80228\/lahan-gambut-bersama-bawa-roc-dan-drc-lebih-dekat-dalam-aksi-iklim","title":{"rendered":"Lahan Gambut Bersama Bawa RoC dan DRC Lebih Dekat dalam Aksi Iklim"},"content":{"rendered":"<p>Daerah Cekungan Cuvette Central Kongo yang selama ini tidak dikenal, saat ini dipandang sebagai penyerap karbon yang penting dan merupakan <a href=\"https:\/\/www.theguardian.com\/environment\/2017\/jan\/11\/worlds-largest-peatland-vast-carbon-storage-capacity-found-congo\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">lahan gambut terluas di dunia<\/a> yang belum terganggu sama sekali. Untuk pengamanan temuan yang amat berharga di kawasan perbatasan ini dibutuhkan kerja sama dan kebijakan proaktif antara Republik Kongo (RoC) dan Demokratik Republik Kongo (DRC) untuk mengantisipasi ancaman terhadap kawasan tersebut.<\/p>\n<p>Cuvette Centrale telah lama dikenal sebagai lokasi penting untuk keanekaragaman hayati. Lahan basah di lokasi tersebut merupakan rumah pertama Situs Ramsar yang bersifat lintas negara dan merupakan lokasi spesies ikon seperti gorilla dataran rendah dan gajah yang tinggal di kawasan hutan. Kawasan tersebut adalah kawasan pendukung bagi kehidupan 11,1 juta penduduk di sana. Menurut <a href=\"https:\/\/doi.org\/10.17528\/cifor\/008645\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">laporan<\/a> Center for International Forestry Research and World Agroforestry (CIFOR-ICRAF), sebagian besar penduduk menggantungkan hidupnya pada kekayaan sumber daya alam untuk kehidupan mereka.<\/p>\n<p>Namun demikian, baru pada 2017 dilakukan <a href=\"https:\/\/link.springer.com\/article\/10.1007\/s11027-017-9774-8\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">studi mendalam<\/a> yang mengidentifikasi luasan signifikan dari lahan gambut-suatu lapisan organik yang membusuk di lahan cekungan tersebut. Dalam laporan tersebut, temuan itu disebut sebagai suatu temuan penting sebagai salah satu \u201cperistiwa penting pada dekade ini untuk konservasi lahan basah\u201d. Saat ini, CIFOR-ICRAF mendukung sejawatnya di DRC dalam pemetaan lahan gambut di luar kawasan Cuvette Centrale. Laporan terakhir berisi rekomendasi penting bagi kerja sama tata kelola antara dua negara di mana kawasan tersebut berada.<\/p>\n<p>Hal yang menggembirakan yaitu pemerintah DRC dan RoC telah memiliki pengalaman bekerja bersama dalam isu lingkungan. Maka, cukup beralasan untuk merasa optimisktik tentang fungsi lahan gambut tersebut yang sekarang yaitu sebagai penyerap karbon.<\/p>\n<p>Menurut Denis Sonwa, Peneliti dari CIFOR-ICRAF, \u201cDua negara ini sudah menjadi bagian dari COMIFAC [Central African Forests Commission], CICOS [the International Commission for Congo-Oubangui-Sangha Basin] dan bekerja sama dalam isu-isu keanekaragaman hayati. Saya ingin mengatakan bahwa mereka memiliki nilai-nilai dan persepsi yang sama tentang hutan,\u201d ujarnya. \u201cSekarang nilai penting Cuvette Centrale sudah jelas, ada harapan bahwa kerja sama ini akan berlanjut.\u201d<\/p>\n<p>Kedua negara telah menandatangani Brazzaville Declaration pada 2018 yang isinya yaitu komitmen khusus untuk melindungi Cuvette Centrale. Mereka juga berpartisipasi dalam <a href=\"https:\/\/www.cafi.org\/\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">Central African Forest Initiative (CAFI)<\/a> yang berjuang untuk mengimplementasikan Kesepakatan Paris, mengatasi kemiskinan dan memenuhi Kerangka Kerja Kehati Global Paska-2020 (the Post-2020 Global Biodiversity Framework). Dengan perjanjian tersebut, DRC dan RoC masing-masing menandatangani tujuan-tujuan \u2013 yang ditekankan dalam laporan \u2013 yang dapat membantu tata kelola berkelanjutan dari lahan gambut dan mendampingi beragam komunitas yang ada di sana.<\/p>\n<p>Meski demikian, lahan gambut rentan terhadap pertambangan, deforestasi, perluasan pertanian dan konsesi-konsensi minyak dan gas (lihat gambar). Koordinasi dari penggunaan lahan yang berbeda membawa tantangan bagi pemerintah lokal dan nasional. Menurut laporan tersebut, tujuan yang baik dan kesepakatan yang ditandatangani dapat gagal karena penundaan proses pengambilan kebijakan. Tentang kebijakan iklim, tidak ada definisi yang sudah diterima secara universal tentang lahan gambut, sehingga terserah kepada pemerintah nasional bagaimana mengintegrasikan lahan gambut ke dalam <a href=\"https:\/\/www.un.org\/en\/climatechange\/all-about-ndcs#:~:text=First%2C%20what\"s%20an%20NDC%3F,update%20it%20every%20five%20years.\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">Komitmen Kontribusi Nasional (Nationally Determined Contributions-NDCs).<\/a><\/p>\n<figure id=\"attachment_79489\" aria-describedby=\"caption-attachment-79489\" style=\"width: 888px\" class=\"wp-caption aligncenter\"><img loading=\"lazy\" decoding=\"async\" class=\"size-full wp-image-79489\" src=\"https:\/\/www.forestsnews.org\/wp-content\/uploads\/2022\/10\/high-res-congo-map.jpg\" alt=\"\" width=\"888\" height=\"776\" srcset=\"https:\/\/www.forestsnews.org\/wp-content\/uploads\/2022\/10\/high-res-congo-map.jpg 888w, https:\/\/www.forestsnews.org\/wp-content\/uploads\/2022\/10\/high-res-congo-map-458x400.jpg 458w, https:\/\/www.forestsnews.org\/wp-content\/uploads\/2022\/10\/high-res-congo-map-475x415.jpg 475w, https:\/\/www.forestsnews.org\/wp-content\/uploads\/2022\/10\/high-res-congo-map-768x671.jpg 768w, https:\/\/www.forestsnews.org\/wp-content\/uploads\/2022\/10\/high-res-congo-map-206x180.jpg 206w, https:\/\/www.forestsnews.org\/wp-content\/uploads\/2022\/10\/high-res-congo-map-610x533.jpg 610w, https:\/\/www.forestsnews.org\/wp-content\/uploads\/2022\/10\/high-res-congo-map-510x446.jpg 510w\" sizes=\"auto, (max-width: 888px) 100vw, 888px\" \/><figcaption id=\"caption-attachment-79489\" class=\"wp-caption-text\">Peta luasan lahan gambut di Basin Kongo beserta ancamannya. <a href=\"https:\/\/www.grida.no\/resources\/12534\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">Nieves Lopez\/Grid Arendal<\/a><\/figcaption><\/figure>\n<p>Selain itu, belum adanya pemetaan lanskap secara mendetail di seluruh Central Africa mengisyaratkan adanya kemungkinan terdapat lahan gambut di luar Cuvette Centrale yang belum diketahui. Pengetahuan tentang lahan gambut selebihnya di luar kawasan itu akan dapat meningkatkan pengelolaan sumber daya alam di DRC dan RoC untuk mengurangi emisi karbon. Menurut Sonwa, ini merupakan area di mana para peneliti ahli dari CIFOR-ICRAF dapat benar-benar mendukung para pengambil kebijakan dalam membuat keputusan yang bijak terkait iklim dan tata guna lahan. Dia dan sejawatnya saat ini terlibat dalam pemetaan bagian lain Cekungan Kongo untuk keperluan identifikasi lahan gambut.<\/p>\n<p>Demi menatap masa depan, para Ilmuwan CIFOR-ICRAF telah mengidentifikasi beberapa arena untuk meningkatkan kerja sama tata kelola dan meningkatkan kapasitas di Cuvette Centrale. Sebagai contoh, kedua negara tersebut dapat mengimplementasikan sistem nasional untuk pemantauan lahan gambut.  Pemantauan proaktif bisa membantu pemerintah bergerak lebih cepat untuk melindungi lahan gambut yang dalam jangka pendek terancam. Sebab, informasi akan tersedia untuk mendukung pengambilan keputusan.<\/p>\n<p>Dalam jangka menengah dan jangka panjang, DRC dan RoC dapat menetapkan definisi tentang lahan gambut sehingga aksi sesuai kebijakan sebuah negara tidak mengancam yang lain. Mereka juga bisa meminta pemerintah regional dan lokal untuk berbagi beban dalam tata kelola dan membuat kerangka kerja yang lebih responsif untuk pengelolaan lahan gambut.<\/p>\n\n<p>Masih perlu banyak riset untuk bisa memahami bagaimana lahan gambut yang baru ditemukan ini akan berinteraksi dengan proses-proses REDD+ (melalui CAFI).  Para peneliti juga berupaya memahami bagaimana nilai ekonomi lahan gambut dapat direalisasikan melalui pembayaran jasa lingkungan (<em>payments for ecosystem services<\/em>-PES) atau bentuk-bentuk lain dari pembangunan berkelanjutan.<\/p>\n<p>\u201cKami masih dalam proses pemetaan dan fase analisa untuk lahan gambut ini,\u201d ujar Sonwa. \u201cKami perlu memahami bagaimana lahan gambut bisa \u2018bermanfaat\u2019 bagi agenda nasional, &#8220;bermanfaat&#8221; bagi penduduk lokal dan \u201cbermanfaat\u201d dalam agenda global sementara juga sesuai dengan tata kelola berkelanjutan dari ekosistem rentan ini.\u201d<\/p>\n<p><em>Riset yang dibahas dalam artikel ini didanai oleh Norwegian Agency for Development Cooperation (Norad) <\/em>melalui <a href=\"https:\/\/www2.cifor.org\/gcs\/\" target=\"_blank\" rel=\"noopener noreferrer nofollow\"><em>Global Comparison Study on Reducing Emissions from Deforestation and Forest Degradation (GCS-REDD+)<\/em><\/a> dan <em>the United States Agency for International Development (USAID),<\/em> melalui<em> the Sustainable Wetlands Adaptation and Mitigation Program (SWAMP).<\/em><\/p>\n<p><strong> <\/strong><\/p>\n","protected":false},"excerpt":{"rendered":"<p>Daerah Cekungan Cuvette Central Kongo yang selama ini tidak dikenal, saat ini dipandang sebagai penyerap karbon yang penting dan merupakan lahan gambut terluas di dunia yang belum terganggu sama sekali.
