Teknologi digital telah menjadi bagian penting dalam kehidupan manusia, termasuk sektor kehutanan. Jika sebelumnya sektor kehutanan sering dianggap sebagai bidang yang minim inovasi, teknologi telah membantu membawa perubahan, memungkinkan tata kelola hutan menjadi lebih efisien dan efektif.<\/p>\n

Robert Nasi, Direktur Utama Pusat Penelitian Kehutanan Internasional (CIFOR) dan Agroforestri Dunia (ICRAF), mengatakan pada Seminar Nasional \u201cTransformasi Digital Mendukung Inovasi Kehutanan 4.0 untuk Ekonomi Hijau dan Penyelamatan Bumi\u201d bahwa inovasi telah tiba di sektor kehutanan dan digitalisasi merupakan game changer <\/em>terpenting dalam ilmu pengetahuan dan teknologi kehutanan.<\/p>\n

\u201cTapi perlu diingat, inovasi juga mencakup elemen sosial, tidak semata teknologi,\u201d ujar Nasi dalam seminar yang diadakan di Jakarta pada 24 Maret 2022.<\/p>\n

Dari banyaknya inovasi digital yang telah digunakan saat ini, muncul pertanyaan, seberapa jauhkah sektor kehutanan Indonesia telah memanfaatkan teknologi?<\/p>\n\n

Kehutanan 4.0<\/strong><\/p>\n

Kebanyakan dari kita tentu telah akrab dengan istilah Industri 4.0, tren otomasi dan pertukaran data terkini dalam teknologi pabrik, sayangnya masih sedikit yang mendiskusikan Kehutanan 4.0.<\/p>\n

Pada prinsipnya, Kehutanan 4.0 adalah sistem pengelolaan hutan berbasis teknologi yang kontekstual, saling terhubung dan otomatisasi, yang erat hubungannya dengan pengelolaan hutan secara cerdas.<\/p>\n

\u201c[Kehutanan 4.0] adalah bagaimana kita meningkatkan efisiensi pengelolaan hutan dengan memanfaatkan berbagai teknologi yang ada,\u201d tegas Nasi.<\/p>\n

Menurut Kementerian Lingkungan Hidup dan Kehutanan (KLHK)<\/a>, pemerintahan digital merupakan sebuah keniscayaan yang harus dilakukan dalam pengelolaan hutan dan kawasan hutan dengan seluruh potensi sumber daya alamnya, manusia dan segenap aset di dalamnya, dengan tujuan mengurangi kerusakan hutan dan ekosistemnya yang berdampak pada penyelamatan bumi, berkelanjutan produksi dan konsumsi yang bersumber dari hutan maupun usaha kehutanan.<\/p>\n

Di Indonesia sendiri, KLHK telah melakukan berbagai inovasi teknologi termasuk pengembangan informasi berbasis aplikasi digital, diantaranya Sistem Informasi Penatausahaan Hasil Hutan (SIPUHH), Sistem Penerimaan Negara Bukan Pajak Secara Online (SIMPONI) dan Sistem Informasi Legalitas Kayu (SILK). Selain itu telah dirilis kebijakan Multiusaha Kehutanan, penerapan beberapa kegiatan usaha dalam satu perizinan berusaha pemanfaatan hutan (PBPH).<\/p>\n

Pada kesempatan yang sama, Sekretaris Jenderal Kementerian Lingkungan Hidup dan Kehutanan (KLHK), Bambang Hendroyono menambahkan bahwa kementerian juga telah membangun dashboard<\/em> yang dapat memantau semua yang keluar dari hutan produksi.<\/p>\n

Bambang menjelaskan bahwa langkah tersebut ditegaskan kembali oleh Keputusan Menteri LHK No. 98 tahun 2022 tentang FOLU Net Sink<\/em> 2030, sebagai tindak lanjut Perpres No. 98 tahun 2021. \u201cStrategi ke depan adalah komitmen pemerintah dan rakyat Indonesia demi tercapainya Indonesia Emas 2045, Net Zero Emission<\/em> 2060 atau lebih cepat, sehingga kita dapat selamat dari krisis iklim dan lolos dari perangkap negara berpendapatan kelas menengah [middle income trap]<\/em>,\u201d kata Bambang.<\/p>\n\n

Mengoptimalisasi Kehutanan 4.0 <\/strong><\/p>\n

Dari berbagai pemanfaatan teknologi di atas, kita dapat menilai dengan jelas berbagai keuntungan yang didapatkan oleh sektor kehutanan, seperti pengurangan biaya operasional, meningkatnya produktivitas dan efisiensi energi, pemantauan real-time,<\/em> dan masih banyak lagi.<\/p>\n

Menariknya, menurut Nasi, digitalisasi di sektor kehutanan juga dapat memikat kaum muda untuk bekerja di bidang ini. Tapi beliau memperingatkan bahwa jika tidak dimanfaatkan dengan tepat, teknologi dapat mempercepat eksploitasi, deforestasi, dan degradasi hutan. Bahkan, teknologi juga dapat menyebabkan isu sosial karena menghilangkan lapangan pekerjaan.<\/p>\n

Dalam seminar tersebut, Deputi Bidang Kemaritiman dan Sumber Daya Alam Badan Perencanaan Pembangunan Nasional (Bappenas), Arifin Rudiyanto mengatakan sistem pengelolaan Kehutanan 4.0 merupakan salah satu pilar penting yang diharapkan mampu berkembang seiring dengan kemajuan ilmu pengetahuan dan teknologi.<\/p>\n

Melihat dari situasi yang dihadapi saat ini, Nasi memberikan 10 evidence-based <\/em>rekomendasi dengan 59 opsi spesifik untuk digitalisasi di sektor kehutanan.<\/p>\n\n

Dalam hal pemanfaatan teknologi, aktivitas yang direkomendasikan adalah menggunakan inovasi teknologi untuk meningkatkan pemantauan sumber daya alam, melacak pembalakan liar, dan perdagangan ilegal hasil hutan; meningkatkan kesadaran dan mengajak masyarakat berpartisipasi dalam memantau operasional hutan; meningkatkan produktivitas dan efisiensi penggunaan sumber daya alam dan menghasilkan peluang kerja baru, serta mendukung mata pencaharian penduduk sekitar.<\/p>\n

Sementara itu, untuk mendukung peningkatan adopsi teknologi di sektor kehutanan, Nasi merekomendasikan koordinasi lintas sektor; melakukan investasi di bidang riset, penyuluhan dan pengembangan; membuat kebijakan dan regulasi yang kondusif serta memperkuat infrastruktur; mempertimbangkan faktor ekonomi ketika melakukan adopsi teknologi; mengevaluasi dampak negatif dari adopsi teknologi dan membuat rencana perlindungan sosial dan lingkungan yang sesuai, dan terakhir memperkuat kerja sama regional.<\/p>\n

Terlepas dari rekomendasi yang diberikan, Nasi menekankan pada akhirnya agar Kehutanan 4.0 bisa terjadi, kita tetap memerlukan hutan, perkebunan, dan pohon dan juga individual terampil untuk mengelola keanekaragaman hayati yang dapat memiliki penghasilan dari hutan.<\/p>\n","protected":false},"excerpt":{"rendered":"
