ADDIS ABABA, Ethiopia (27 Februari, 2012)_Ekonomi hijau yang mengedepankan konservasi hutan untuk mendorong pembangunan di salah satu negara termiskin Afrika menjadi inti inisiatif terbaru yang diluncurkan pemerintah Ethiopia menjelang perundingan Rio+20.<\/p>\n

\u201cKehutanan adalah pilar sentral strategi sehingga perencanaannya pasti akan memberi pengaruh penting dan positif bagi hutan dan agroforestri,\u201d kata Habtemariam Kassa, peneliti CIFOR yang berbasis di Ethiopia.<\/p>\n

Perundingan Rio+20 pada Bulan Juni bertujuan untuk memperbaharui komitmen dan kemajuan politik dalam mengembangkan ekonomi hijau global. Walaupun hutan tidak dimasukkan dalam tujuh isu yang akan didiskusikan pada perundingan tersebut, Ethiopia berupaya agar peran vital hutan bagi transisi Ethiopia ke ekonomi hijau mendapat perhatian lebih besar, kata Habtemariam. Kata \u2018forest\u2019 disebut 345 kali dalam dokumen strategi tersebut, jelasnya.<\/p>\n

Empat inisiatif yang dipilih oleh pemerintah untuk pelaksanaan jalur cepat meliputi: menggali potensi tenaga hidro besar Ethiopia; promosi skala besar bagi teknologi masak canggih bagi masayarakat di pedalaman; peningkatan efisiensi rantai nilai ternak; dan Pengurangan Emisi dari Deforestasi dan Degradasi Hutan (REDD).<\/p>\n

\u201cInisiatif-inisiatif ini memiliki peluang terbaik untuk meningkatkan pertumbuhan sesegera mungkin, menangkap potensi pengurangan dalam jumlah besar, dan menarik dana iklim untuk pelaksanaannya,\u201d menurut strategi Climate Resilient Green Economy (CRGE)<\/a> yang diluncurkan pada konferensi perubahan iklim PBB baru-baru ini di Durban.<\/p>\n

Ethiopia berencana mengembangkan teknologi-teknologi energi terbarukan dan melindungi hutan, sebuah strategi ganda yang bertujuan untuk mendorong pertumbuhan ekonomi dan melawan perubahan iklim.<\/p>\n

\u201cKita memiliki peluang untuk mendemonstrasikan bahwa pada abad 21, sebuah bentuk baru pertumbuhan hijau adalah mungkin, dimana kita dapat mencegah kesalahan yang dilakukan dunia maju dan pada saat bersamaan menciptakan jalur menuju kemakmuran yang lebih besar bagi jutaan orang Ethiopia,\u201d kata Perdana Menteri Ethiopia Meles Zenawi pada peluncuran strategi tersebut.<\/p>\n

Kementerian Pertanian setelah itu telah mengumumkan sebuah fasilitas CRGE yang akan segera dibangun untuk mengkoordinir dan memimpin upaya-upaya nasional untuk melaksanakan strategi-strategi yang menjadi garis besar dokumen CRGE tersebut.<\/p>\n

\u201cYang membuat strategi ini unik adalah pengakuan eksplisit bahwa bagian penting dari kenaikan produksi pertanian berasal dari ekspansi pertanian ke hutan dan daerah berhutan, dan membiarkannya berlangsung terus justru akan mempertinggi laju deforestasi dan degradasi lahan,\u201d kata Habtemariam. \u201cJika tidak diperbaiki, hal ini akan meningkatkan tingkat emisi gas rumah kaca pada tahun 2030 meningkat lebih dari dua kali lipat dibanding pada tahun 2010.\u201d<\/p>\n

Diantara strategi-strategi yang diidentifikasi sebagai prioritas dalam pilar kehutanan dari strategi CRGE adalah penurunan kebutuhan kayu bakar dengan mempromosikan peningkatan penggunaan kompor hemat bahan bakar dan kompor listrik atau biogas. Rencana ini juga mendorong pengelolaan hutan yang lebih baik untuk meningkatkan penyerapan karbon pada pepohonan dan daerah-daerah berhutan.<\/p>\n

Lebih dari 85% emisi gas rumah kaca Ethiopia saat ini berasal dari pertanian dan deforestasi, dan mayoritas penduduk Ethiopia menggunakan arang kayu dan kayu sebagai sumber energi. Dalam rencana ini, energi yang berasal dari tenaga hidro, sinar matahari, angin dan panas bumi akan dimanfaatkan untuk mengurangi emisi karbon diperkirakan sebesar 250 juta ton setiap tahun dan meningkatkan peluang kerja hijau di salah satu negara dengan perekonomian paling tertinggal di Afrika.<\/p>\n

Meles mengatakan Ethiopia merencanakan investasi sebesar $150 milyar untuk menciptakan ekonomi dengan pertumbuhan nihil karbon pada dua dekade mendatang, menarik dana dari Dana Iklim Internasional (International Climate Fund) dan pasar perdagangan karbon.<\/p>\n

Norwegia dan Inggris mengatakan bahwa mereka akan menyediakan dukungan finansial untuk melaksanakan rencana CRGE Ethiopia untuk menanam pohon, meningkatkan produktivitas pertanian dan mempromosikan teknologi hemat energi. Norwegia menjanjikan USD 60 juta per tahun untuk mendukung program tersebut.<\/p>\n
