Dalam benak banyak pengamat dan pegiat lingkungan, hasil KTT iklim COP26<\/a> sudah bisa diduga \u2013 perundingan dirancang untuk gagal akibat ketidakmampuan perunding menyepakati cara untuk menyelamatkan bumi.<\/p>\n

Komitmen pendanaan<\/a> sebesar 100 miliar dolar AS per tahun dari negara kaya ke negara miskin pada COP15 2009<\/a> tidak terwujud pada 2020.<\/p>\n

Dokumen yang bocor<\/a> mengungkap bahwa Panel Perubahan Iklim PBB<\/a> berada dalam tekanan dari sebagian negara yang mengabaikan kebutuhan untuk mengurangi bahan bakar fosil, yang bertanggung jawab terhadap 70 persen<\/a> emisi pemanas bumi.<\/p>\n

Memperburuk skandal dan kekacauan itu, prinsip dasar proses iklim PBB \u2013 memperlambat dan menghentikan kenaikan suhu lebih dari 1,5 hingga 2 derajat Celsius di atas pra-industial \u2013 juga terancam.<\/p>\n

Pengurangan emisi negara-negara melalui Komitmen Kontribusi Nasional<\/a> di bawah Perjanjian Paris<\/a> tidak akan mampu mencapai<\/a> target 1,5 derajat. Bulan lalu, pemimpin PBB Antonio Guterres telah mengingatkan, kegagalan memotong emisi global berarti menempatkan dunia dalam jalur bencana<\/a> dengan pemanasan 2,7 derajat Celsius.<\/p>\n\n

Menurut ahli Pusat Penelitian Kehutanan dan Wanatani Internasional (CIFOR-ICRAF), membalikkan efek merusak dari penyebab emisi kedua terbesar \u2013 segitiga pertanian, deforestasi dan perubahan pemanfaatan lahan lain (AFOLU), yang menghasilkan 30 persen emisi \u2013 sembari mendukung upaya konservasi hutan dan keanekaragaman hayati akan memberi momentum signifikan dalam proses ini.<\/p>\n

Sejumlah surat kabar melaporkan<\/a> presidensi Inggris pada COP26 mengarah pada inisiatif ambisius pendanaan publik dan wasta<\/a> untuk menghentikan deforestasi pada 2030, selain meminta produsen dan pedagang komoditas pertanian utama menyetop aktivitas penggundulan lahan.<\/p>\n

\u201cKami berharap, keputusan tingkat tinggi terkait alam akan menekankan pada kebutuhan meningkatkan pendanaan publik untuk melindungi dan merestorasi ekosistem alam secara paralel \u2013 dan tidak sebagai pengganti bagi \u2013 dengan penghapusan bahan bakar fosil,\u201d kata Stephen Leonard, pakar hukum dan kebijakan iklim, serta penasihat CIFOR-ICRAF. \u201cIni memang bukan solusi tunggal atas tantangan lingkungan yang dihadapi bumi, tetapi bisa sangat mendukung aksi mendesak yang diperlukan.\u201d<\/p>\n

Dialog seharusnya tidak hanya fokus pada transforamsi pertanian, serta konservasi dan restorasi hutan dan ekosistem, tetapi juga menekankan peran masyarakat adat dan lokal, sistem pangan regeneratif dan berkeadilan.<\/p>\n

\u201cSejalan dengan Panduan Paris<\/a>, transparansi aksi di sektor lahan harus berbasis hak, dibangun di atas mekanisme bagi manfaat berkeadilan dan mempertimbangkan inklusi sosial,\u201d kata Leonard.<\/p>\n

CIFOR-ICRAF yang berkecimpung dengan masyarakat adat dan hak asasi menunjukkan bahwa efikasi inklusi sosial dalam manajemen hutan berkelanjutan. Akan tetapi, diskusi emisi nol-bersih, dan ekspektasi pasar karbon global yang mencakup alam, memicu risiko bahwa perdagangan karbon secara offset menggunakan alam akan mendorong penundaan penghapusan energi fosil, tambah Leonard. \u201cKita perlu menghindari ini \u2013 dan insentif harus ada pada dekarbonisasi dan upaya melindungi ekosistem tersisa dunia, serta meningkatkan resotrasi yang juga mampu mendukung keanekaragaman hayati.\u201d<\/p>\n

Menetapkan target untuk mewujudkan emisi nol-bersih \u2013 salah satu tujuan tertulis<\/a> COP26 \u2013 membutuhkan peralihan dari energi dan teknologi abad pertengahan yang tidak menghasilkan gas rumah kaca. Upaya yang dilakukan harus mencakup perlindungan ekosistem bumi tersisa, menghapus batu bara, beralih ke kendaraan listrik dan meningkatkan investasi energi terbarukan.<\/p>\n

Mobilisasi pendanaan merupakan tujuan kunci lainnya pada COP26. Lembaga finansial ditekan untuk mengeluarkan triliunan dolar<\/a> dari sektor swasta dan pemerintahan.<\/p>\n

\u201cKita melihat sinyal kuat dari beberapa bagian sektor swasta untuk lebih terlibat dengan pemerintah dalam mendukung langkah maju masa depan lebih hijau,\u201d kata Christopher Martius, direktur pelaksana CIFOR Jerman, yang bertahun sebelumnya memimpin tim Energi dan Pembangunan Rendah Karbon.<\/p>\n

CIFOR-ICRAF telah menjadi tuan rumah bersama<\/a> pada hampir 30 acara COP, dengan rentang topik mulai dari hak lahan bagi perempuan, pendanaan REDD+ yang jujur dan berkeadilan, upaya adaptasi di benua Afrika, hingga kesehatan tanah, transformasi energi berkelanjutan, serta pembangkitan energi biomasssa dan restorasi lahan.<\/p>\n
