Meskipun memiliki peran esensial dan potensial, pemerintah berbagai negara masih harus mencapai target perubahan iklim dan pendanaan internasional, demikian menurut sebuah <a href=\"https:\/\/forestdeclaration.org\/press-release-new-study-national-climate-plans-at-risk-of-falling-far-short-on-forests\/\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">laporan terbaru<\/a>.<\/p>\n<p>Meski Target ke-7 di bawah <a href=\"https:\/\/forestdeclaration.org\/\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">Deklarasi Hutan New York<\/a> (NYDF) bersifat suka rela dan tidak mengikat yang disepakati negara anggota PBB pada 2014, dan telah tercapai melalui pengakuan peran vital hutan dalam agenda iklim internasional atas kapasitasnya menyimpan karbon, upaya yang dilakukan belum cukup untuk mengatasi deforestasi dan pemanfaatan lahan tidak berkelanjutan.<\/p>\n<p>Asesmen tahunan NYDF terakhir yang disusun oleh mitra NYDF dan dikoordinasikan oleh <a href=\"https:\/\/www.climatefocus.com\/\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">Climate Focus<\/a> menyatakan bahwa meski sebagian laju deforestasi turun di 32 negara kunci serta kebijakan dan kelembagaan diterapkan, pemerintah di berbagai negara telah gagal untuk secara tepat mengatasi deforestasi dan pemanfaatan lahan tidak berkelanjutan.<\/p>\n<p>Tujuan untuk mengakhiri deforestasi tidak akan tercapai pada tahun 2030, tulis laporan tersebut. Saat ini, laju deforestasi global sekitar 10 miliar hektare setahun dan deforestasi harus diturunkan sekitar satu juta hektare per tahun untuk mencapai target.<\/p>\n\n<p>Dampak keseluruhan <a href=\"https:\/\/unfccc.int\/process-and-meetings\/the-paris-agreement\/nationally-determined-contributions-ndcs\/nationally-determined-contributions-ndcs\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">Komitmen Kontribusi Nasional<\/a> (NDCs) yang merupakan komponen dari strategi <a href=\"https:\/\/unfccc.int\/process-and-meetings\/the-paris-agreement\/the-paris-agreement\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">Perjanjian Paris<\/a> PBB untuk mencegah laju temperatur pasca-industri meningkat 1,5 derajat Celsius atau lebih. Dalam perjanjian tersebut, setelah menandatangi NDC setiap negara diharuskan memasok data emisi gas rumah kaca dan target penurunannya untuk mencapai pasca-2020.<\/p>\n<p>Sebanyak 32 negara yang dinilai dalam laporan mewakili 82 persen potensi mitigasi total penurunan deforestasi, 68 persen untuk peningkatan manajemen hutan dan 66 persen restorasi hutan. 10 negara yang mengkuantifikasi target hutan hanya akan mencapai 50 persen dari keseluruhan potensi mitigasi hutan mereka. Jika target penanaman pohon India dikeluarkan, target kolektif yang akan tercapai hanya 16 persen dari gabungan potensi mitigasi hutan.<\/p>\n<p>\u201cSayangnya, laporan ini menunjukkan bahwa kita masih jauh dari mencapai Target ke-7,\u201d kata Robert Nasi, Direktur Jenderal Pusat Penelitian Kehutanan dan Wanatani Internasional (CIFOR-ICRAF). \u201cDunia saat ini berada pada lintasan 2,7 derajat Celsius. Kita membutuhkan lebih banyak lagi aksi nyata di luar perjanjian jangka panjang, jika kita ingin beada dalam rentang \u2018aman\u2019 kenaikan temperatur pada 2030.\u201d<\/p>\n<div class='short-image short-image--left'>\n\t\t\t\t<a class='fancybox-image GTMshortImage' href='' target='_self'>\n\t\t\t\t\t<div class='short-image__thumb'>\n\t\t\t\t\t\t<img src='' width='260'>\n\t\t\t\t\t<\/div>\n\t\t\t\t\t<div class='short-image__type'><h3><\/h3><\/div>\n\t\t\t\t\t<div class='short-image__title'><h4><\/h4><\/div>\n\t\t\t\t<\/a>\n\t\t\t<\/div>\n<p>Secara fundamental, target mitigasi hutan berbeda dengan sistem ekonomi yang mengasumsikan produksi, konsumsi tak terbatas dan mendukung perambahan tak berkelanjutan untuk pertanian, pertambangan dan ekstraksi sumber daya alam, tulis laporan tersebut.<\/p>\n<p>Untuk mewujudkan secara penuh potensi mitigasi hutan, pemerintah harus \u201cmenghijaukan\u201d ekonomi dengan menjauhi subsidi yang menyokong produksi tidak berkelanjutan, menetapkan dan mewajibkan standar sertifikasi hutan, dan mendukung pendekatan cerdas iklim dan pertanian regeneratif.<\/p>\n<p>Sejak 2010, berbagai negara telah menghabiskan rata-rata 2,4 miliar dollar AS setahun untuk hutan dan target iklim pada tingkat nasional dan internasional, antara 0,5 hingga 5 persen dari kebutuhan melindungi dan merestorasi hutan, sekira 460 miliar dollar AS per tahun.<\/p>\n<p>\u201cSaat ini, dana tersedia sangat kecil dibanding kebutuhan,\u201d kata Michael Brady, ilmuwan utama CIFOR-ICRAF, ketua tim Rantai Nilai, Finansial dan Investasi. \u201cJika kita meningkatkan investasi pada perlindungan dan manajemen berkelanjutan hutan, emisi akan turun dan manfaat lain seperti udara bersih, air, serat, pangan, penghidupan dan keanekaragaman hayati teramankan untuk generasi nanti.\u201d<\/p>\n<p>Pendekatan terintegrasi diperlukan, termasuk pengakuan dan pengamanan hak masyarakat adat dan masyarakat lokal, memperkuat tata kelola hutan dan pemanfaatan lahan, mendorong kolaborasi pemangku kepentingan sebagai bagian dari pendekatan yurisdiksional, menyelaraskan insentif dengan target iklim hutan, menjamin pemantauan dan penghitungan hutan yang kokoh, serta mengembangkan pengukuran sisi-kebutuhan pemerintah yang mengimpor komoditas terkait hutan.<\/p>\n<p>Sebagian pemerintahan sudah bergerak ke arah yang benar, kata Thuy Thu Pham, ilmuwan senior CIFOR-ICRAF. Lebih dari seratus negara telah menerapkan sistem pemantuan hutan yang kuat, mendorong forum multipihak dan menciptakan mekanisme insentif finasial baru, termasuk Pembayaran Jasa Lingkungan, <a href=\"https:\/\/www2.cifor.org\/gcs\/\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">REDD+<\/a> (Reduksi Emisi dari Deforestasi dan Degradasi hutan) dan <a href=\"https:\/\/leafcoalition.org\/\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">LEAF<\/a> (Mengurangi Emisi dengan Mempercepat Pendanaan Hutan, katanya.<\/p>\n<p>\u201cBagaimanapun, masih diperlukan asesmen kuat untuk efektivitasnya \u2013 apa yang berhasil, di mana, dan bagaimana,\u201d tambahnya.<\/p>\n<p>Di Vietnam, target pengurangan deforestasi diintegrasikan dalam kebijakan perencanaan pembangunan dan pemanfaatan lahan. Di Laos, moratorium ekspor kayu berhasil mengurangi perdagangan ilegal. Meskipun kekhawatiran seputar implementasi moratorium masih ada terkait celah legislasi.<\/p>\n<p>Sejak 2002, Republik Demokratik Kongo memiliki moratorium konsesi baru penebangan, di atas 70 juta hektare lahan berhutan. Kini, pemerintah menimbang untuk mencabutnya untuk memperluas konsesi kayu, yang akan menambah 35 juta ton karbon per tahun, tulis laporan. Di Indonesia, moratorium konsesi baru dalam hutan primer dan lahan gambut telah diterapkan.<\/p>\n<p>\u201cBeberapa negara berkomitmen pada target baru untuk lebih mengurangi emisi,\u201d kata Pham. \u201cMeski tidak cukup untuk mengubah dunia, kasus positif tersebut seharusnya didorong dan digunakan sebagai contoh bagi negara lain.\u201d<\/p>\n<p>Sebagai respon atas kehilangan hutan dan lahan gambut setelah <a href=\"https:\/\/news.globallandscapesforum.org\/31961\/improve-peatland-management-to-protect-climate-say-glf-delegates\/\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">krisis kebakaran dan asap<\/a> pada 2015, Indonesia <a href=\"https:\/\/chainreactionresearch.com\/report\/indonesian-moratoria-palm-oil-deforestation\/\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">menerapkan larangan penebangan hutan<\/a>, sebuah moratorium penerbitan izin baru perkebunan sawit, dan mengetatkan regulasi lahan gambut \u2013 kebijakan revolusional yang dipertahankan hingga saat ini.<\/p>\n<p>Menerjemahkan kemauan politik dan komitmen politik menjadi aktivitas nyata menjadi vital dalam menjamin masa depan hutan, kata Pham.<\/p>\n<p>\u201cBerbagai inisiatif harus menguatkan perubahan transformatif dalam kerangka regulasi menuju kebijakan dan model bisnis bebas deforestasi, menyuntikkan pendanaan yang cukup untuk kebijakan dan tindakan dalam mengatasi deforestasi dan degradasi hutan, serta menciptakan kondisi yang mendorong pengambilan keputusan inklusif dan berbasis gender,\u201d tambahnya.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Hutan di seluruh dunia berada dalam tekanan besar diikuti tren emisi pemanasan bumi yang terus meningkat.
