{"id":7196,"date":"2012-01-27T06:30:46","date_gmt":"2012-01-27T06:30:46","guid":{"rendered":"http:\/\/www.forestsnews.org\/?p=7196"},"modified":"2015-11-11T16:31:09","modified_gmt":"2015-11-11T09:31:09","slug":"indonesia-menyisihkan-45-dari-kalimantan-sebagai-paru-paru-dunia","status":"publish","type":"post","link":"https:\/\/www.forestsnews.org\/id\/7196\/indonesia-menyisihkan-45-dari-kalimantan-sebagai-paru-paru-dunia","title":{"rendered":"Indonesia menyisihkan 45% dari Kalimantan sebagai paru-paru dunia"},"content":{"rendered":"<p>BOGOR, Indonesia (27 Januari, 2012)_Menindaklanjuti moratorium pemberian ijin pembukaan hutan tahun lalu, Indonesia mengalokasikan paling tidak 45 persen lahan di Kalimantan sebagai wilayah konservasi dan hutan lindung serta berfungsi sebagai \u201cparu-paru dunia.\u201d<\/p>\n<p>Langkah ini merupakan bagian dari <a href=\"http:\/\/sipuu.setkab.go.id\/PUUdoc\/17392\/Perpres0032012.pdf\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">Peraturan Presiden no. 3\/2012<\/a> tentang rencana tata ruang Kalimantan, yang ditandatangani Presiden Susilo Bambang Yudhoyono di awal Januari dan diumumkan minggu lalu. Kalkulasi penulis menunjukkan bahwa regulasi tersebut mungkin akan melindungi 24,6 juta hektar lahan di Kalimanan, tujuh bulan setelah pemerintah mengumumkan moratorium konsesi baru selama dua tahun di seluruh Indonesia. <a href=\"\/\/www.cifor.org\/nc\/online-library\/browse\/view-publication\/publication\/3631.html\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">Kajian Center for International Forestry Research (CIFOR)<\/a> menyebutkan bahwa moratorium tersebut memproteksi 16,1 juta hektar hutan dan lahan gambut di Kalimantan. Dengan demikian, tampaknya peraturan presiden tersebut dapat menambahkan 8,5 juta hektar kawasan lindung di Kalimantan, namun diperlukan penelusuran lebih jauh untuk memastikan hal ini.<\/p>\n<p>\u201cKita perlu melihat peta dan lebih baik memahami apa arti peraturan ini dalam praktik nyata,\u201d kata <a href=\"\/\/www.cifor.org\/nc\/about-us\/cifor-scientific-staff-profile\/detail-profile.html?tx_ciforwebservice%5bscid%5d=002660\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">Louis Verchot<\/a>, peneliti utama CIFOR. \u201cJika tidak ada perlindungan tambahan akan lahan gambut, peraturan ini tidak akan banyak membantu Indonesia memenuhi target pengurangan emisi. Dari sudut pandang lingkungan hidup dan pembangunan lestari, sangat penting bahwa daerah hulu sistem sungai-sungai besar di Kawasan Jantung Kalimantan dilindungi.\u201d<\/p>\n<p>Peran lahan gambut sangat penting dalam upaya memperlambat pemanasan global karena kepadatan karbonnya bisa 5-10 kali lebih tinggi daripada hutan di tanah biasa. Peraturan baru tersebut menyebutkan bahwa pemerintah akan \u201cmempertahankan luasan dan melestarikan kawasan bergambut untuk menjaga sistem tata air alami dan ekosistem kawasan\u201d di Kalimantan, yang memiliki sekitar 5,7 juta hektar lahan gambut, termasuk 2,3 juta hektar dengan kedalaman lebih dari 2 meter.<\/p>\n<p>\u201cMelindungi lahan gambut dapat dilakukan ketika ijin penggunaan di daerah tersebut belum diserahkan\u201d untuk keperluan pertanian, pertambangan atau ijin pengalihan lahan lainnya, kata Daniel Murdiyarso, peniliti senior CIFOR dan penulis utama studi moratorium. Salah satu upaya menghindari konversi lahan adalah dengan mengijinkan perusahan merestorasi lahan gambut yang rusak serta menukar lahan gambut di daerah konsesi mereka dengan hutan yang rusak di lahan mineral, tambahnya.<\/p>\n<p>Selain pelestarian lahan yang kaya dengan spesies endemik, koridor ekosistem antar wilayah konservasi di Kalimantan akan dikembangkan, kawasan lindung diperkuat dan kawasan lindung yang terdegradasi direhabilitasi, menurut peraturan baru tersebut. Pemerintah juga akan mengendalikan \u201ckegiatan budi daya yang berpotensi mengganggu kawasan berfungsi lindung.\u201d<\/p>\n<p>Luas Kalimantan mencapai lebih dari tiga perempat Borneo, pulau terbesar ketiga di dunia. Borneo terkenal sebagai tempat yang sangat kaya dengan keanekaragaman hayati  dan menjadi rumah orangutan (<em>Pongo pgymaeus<\/em>), yang merupakan salah satu ikon konservasi, serta 15,000 spesies tanaman berbunga (<em>MacKinnon et al., 1996<\/em>).<\/p>\n<p>Moratorium konsesi hutan Indonesia adalah bagian dari upaya mencapai komitmen pengurangan emisi sebesar 26% dari tingkat <em>business-as usual<\/em> pada tahun 2020 dengan usaha sendiri dan 41 persen dengan bantuan pihak luar.<\/p>\n<p>Dalam analisa moratoriumnya, CIFOR merekomendasikan bahwa pemerintah Indonesia menggunakan masa dua tahun tersebut untuk \u201cmempercepat perencanaan tata guna hutan dan bentang alam dengan menggunakan alat-alat terbaru, kapasitas yang meningkat  dan peraturan yang mengikat, dengan ditunjang dengan pengaturan institusi yang lebih kuat.\u201d<\/p>\n<p>Kementerian Kehutanan telah mengeluarkan <a href=\"http:\/\/appgis.dephut.go.id\/appgis\/petamoratorium2.html\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">peta indikatif<\/a>, yang diperbaharui setiap enam bulan sesuai dengan hasil inspeksi di lapangan, untuk memperlihatkan daerah-daerah yang tercakup dalam moratorium tersebut. <a href=\"http:\/\/www.dephut.go.id\/files\/penetapanPIPIB_revisi1.pdf\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">Revisi peta pertama<\/a> yang terbit bulan Desember tahun lalu mengurangi cakupan wilayah moratorium sebesar 3,6 juta hektar. Pengurangan ini termasuk dikeluarkannya 4,8 juta hektar lahan gambut dan dimasukkannya sekitar 1,2 juta hektar hutan primer.<\/p>\n<p>Indonesia saat ini tengah mengembangkan kebijaksanaan dan regulasi pelaksanaan Pengurangan Emisi dari Deforestasi dan Degradasi Hutan (REDD+), yaitu skema iklim yang memberikan kompensasi bagi negara-negara berkembang yang mempertahankan hutan mereka. Propinsi Kalimantan Tengah telah terpilih sebagai daerah utama untuk uji coba REDD+.<\/p>\n<p>Menurut situs pemerintah propinsi, luas <a href=\"http:\/\/www.kalbarprov.go.id\/profil.php?id=9\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">Kalimantan Barat<\/a> mencapai 14,7 juta hektar, <a href=\"http:\/\/www.kalteng.go.id\/viewarticle.asp?ARTICLE_id=215\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">Kalimanta n Tengah <\/a>15,4 juta hektar, <a href=\"http:\/\/www.kalselprov.go.id\/selayang-pandang\/letak-georafis\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">Kalimantan Selatan<\/a> 3,7 juta hektar dan <a href=\"http:\/\/www.kaltimprov.go.id\/kaltim.php?page=profile&amp;id=31\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">Kalimantan Timur <\/a> 20,9 juta hektar.
