Apa artinya bagi hutan? <\/strong><\/p>\n<p><strong>A<\/strong>: \u201cDi balik target \u2013 termasuk NYDF dan ABT 5 \u2013 untuk merawat bumi dengan memotong separuh deforestasi pada 2020 \u2013 hutan primer tetap menyusut meski lajunya melambat.<\/p>\n<p>Menurut asesmen FAO, yang sepengetahuan saya akan dipublikasikan secara penuh akhir tahun ini, dunia telah kehilangan 10 juta ha hutan per tahun sejak 2015 hingga 2020 dan 12 juta ha per tahun sejak 2010 hingga 2015.<\/p>\n<p>Data detail negara memang belum ada, dan laporan penginderaan jarak jauh global dijadwalkan keluar pada 2021. Namun sejumlah informasi berharga ada dalam temuan awal ini.<\/p>\n<p>Saat ini, terdapat 4,06 miliar hektare hutan, atau 31 persen dari total area permukaan. Total kehilangan hutan bersih (jumlah seluruh kehilangan hutan dan pembentukan hutan) antara 1990 dan 2020 diperkirakan sebesar 178 juta hektare. Angka ini menunjukkan ada penurunan substansial 40 persen dari 7,8 juga ha per tahun antara 1990 dan 2000 menjadi 4,7 juta ha per tahun antara 2010 dan 2020.<\/p>\n<p>Ini tampak tidak terlalu buruk bagi pencapaian Target 5 Keanekaragaman Hayati Aichi.<\/p>\n<p>Namun, menggali sedikit lebih dalam data itu, ada peluang untuk mendapatkan gambaran lengkap apa yang sebenarnya terjadi.\u201d<\/p>\n<p><strong>T: Apa pesan kunci yang menurut Anda bisa kita ambil dari sini?<\/strong><\/p>\n<p><strong>A:<\/strong> \u201cDunia telah kehilangan 420 juta ha tegakkan hutan sejak 1990, meski laju deforestasi melambat di beberapa daerah, terutama di Amerika Selatan. Dunia telah kehilangan 16 juga ha per tahun antara 1990 dan 2000, dibandingkan dengan 11 juta per tahun antara 2010 dan 2020 terdapat penurunan sekitar 31 persen dari laju deforestasi tahunan.<\/p>\n<p>Dunia mendapatkan sekitar 242 juga ha hutan pada periode 1990-2020. Menggunakan triangulasi dari data yang ada, tampak bahwa 111 juta ha diperoleh dari pertumbuhan kembali dan hutan sekunder, serta sekitar 131 juta ha penambahan dari sejumlah hutan tanaman yang mencakup 3 persen dari hutan dunia.<\/p>\n\n<p>Namun, meski berperan memasok kayu dan serat, <a href=\"https:\/\/www.forestsnews.org\/47752\/green-deserts-or-functional-forests?fnl=\">perkebunan<\/a> bukan lah tegakkan hutan yang menyangga keragaman hayati dan jasa ekosistem. Oleh karena itu, data \u201ckehilangan bersih hutan dalam laporan FAO memancing sejumlah pertanyaan, karena seperti mencampur apel (tegakkan hutan alami) dengan jeruk (hutan tumbuh, hutan sekunder) dengan pisang (perkebunan).<\/p>\n<p>Pesan kunci yang seharusnya kita ambil dari data ini, deforestasi terus terjadi dan harus dihentikan. Tegakkan hutan harus dilindungi. Dalam rangka mewujudkan seruan Sekjen PBB, Antonio Guterres untuk memotong separuh deforestasi tahun ini, dibutuhkan upaya lebih. Kita juga perlu meningkatkan pengelolaan hutan tanaman untuk menjamin <a href=\"https:\/\/www.efi.int\/publications-bank\/seeing-wood-forests\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">kebutuhan masa depan<\/a> bioekonomi seraya menjaga tegakkan hutan.\u201d<\/p>\n<p><strong>Q: Bagaimana pandangan anda mengenai hutan dan keanekaragaman hayati terkait laporan ini?<\/strong><\/p>\n<p><strong>A<\/strong>: \u201cLaporan ini menyatakan 726 juta ha hutan berada dalam kawasan lindung (PA) dan 191 juta hektare ditetapkan statusnya sejak 1990. Kini, 18 persen hutan dunia berada di dalam kawasan lindung. Amerika Selatan memiliki bagian terbesar, yaitu 31 persen dan Eropa terkecil, 6 persen.<\/p>\n<p>Saya membaca, Pejabat Kehutanan Senior FAO, Anssi Pekkarinen, yang menjadi koordinator asesmen <a href=\"http:\/\/www.fao.org\/news\/story\/en\/item\/1273924\/icode\/)\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">menyatakan<\/a>: \u2018Dalam soal hutan, ini artinya dunia telah mencapai dan melampaui,<\/p>\n<p><a href=\"https:\/\/www.cbd.int\/sp\/targets\/\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">Target 11 Aichi<\/a> untuk melindungi sedikitnya 17 persen area permukaan pada 2020,\u2019<\/p>\n<p>Meski mewujudkan <a href=\"https:\/\/www.cbd.int\/sp\/targets\/rationale\/target-11\/\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">ABT 11<\/a> merupakan pencapaian sangat besar, laporan pendahuluan asesmen FRA 2020 tidak menunjukan jenis lahan yang dilindungi, dan apakah secara optimal memitigasi kehilangan keragaman hayati.<\/p>\n<p>Pertama, asesmen menyatakan bahwa secara global, 424 juta ha hutan dirancang terutama untuk konservasi keanekaragaman hayati, mencakup 111 juta ha sejak 1990. Ini berarti sekitar 302 juta ha hutan dalam kawasan lindung tidak memiliki konservasi keanekaragaman hayati sebagai tujuan utamanya.<\/p>\n<p>Kedua, meski ABT 11 menonjolkan perluasan jaringan kawasan lindung global, masih sedikit bukti hal ini bisa diharapkan untuk menghadirkan keanekaragaman hayati.<\/p>\n<p>Penyusunan prioritas berbasis-kawasan berisiko menimbulkan konsekuensi buruk yang tak terencana, dan fokus target pengembangan kawasan lindung seharusnya pada kuantitas dan kualitas.<\/p>\n\n<p><strong>T: Pada 2018, sebuah artikel yang <\/strong><a href=\"https:\/\/www.nature.com\/articles\/s41559-018-0501-y\" target=\"_blank\" rel=\"noopener noreferrer nofollow\"><strong>dipublikasikan dalam Nature<\/strong><\/a><strong> dinyatakan bahwa, meski memasukkan perluasan kawasan lindung sebagai pertimbangan, kelemahan ABT 11 ini adalah terabaikannya kriteria penting menghentikan menurunnya keanekaragaman hayati. \u201cLebih dari 85 persen vertebrata langka tidak terwakili dalam PA, meningkat 5 persen lebih dari segi jumlah spesies dibanding dekade sebelumnya,\u201d kata para penulis artikel. Mereka juga menambahkan sebuah daftar kelemhan target, dengan menyoroti keterputusan antara kuantitas, kualitas dan hasil konservasi PA atau perubahan kondisi ekologis, \u201cmenghadapi tantangan substantif dalam menjamin ketercapaian target memerlukan aksi kebijakan yang layak.\u201d Apa pandangan Anda?<\/strong><\/p>\n<p><strong>A:<\/strong> \u201cMengejar tutupan PA semata tidak lantas meningkatkan konservasi keanekaragaman hayati. Sebagian ekosistem kaya-keaneragaman hayati yang terancam juga kurang terwakili dalam 18 persen itu, antara lain hutan kering, mangrove, lahan gambut dan hutan gunung tropis berselimut awan.<\/p>\n<p>Laju perlindungan juga berbeda secara regional dan nasional. Asia memiliki 13,9 persen PA, namun Bhutan 40 persen, sementara negara lain di benua itu jauh di bawah 17 persen.<\/p>\n<p>Apalagi, banyak \u2018taman kertas\u2019 \u2013 yang secara legal ditetapkan sebagai PA, namun tidak cukup upaya perlindungan bentang alam untuk menghentikan degradasi. <a href=\"https:\/\/science.sciencemag.org\/content\/360\/6390\/788\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">Sepertiga<\/a> dari kawasan lindung global terdampak tingginya intensitas aktivitas manusia. Namun, pada umumnya, tingkat keragaman hayati lebih tinggi dan laju degradasi lebih rendah pada kawasan lindung yang dikelola secara adat memiliki <a href=\"https:\/\/esajournals.onlinelibrary.wiley.com\/doi\/abs\/10.1002\/fee.2148\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">performa lebih baik<\/a>  dibanding banyak kawasan lindung yang dikelola pemerintah.<\/p>\n\n<p><strong>Q: Laporan menunjukkan bahwa sebagian besar hutan yang memiliki rencana manajemen hanya kurang dari 25 persen dari hutan di Afrika dan kurang dari 20 persen di Amerika Selatan. Apa pendapat Anda terkait ancaman deforestasi di Amazon dan Basin Kongo?<\/strong><\/p>\n<p><strong>A:<\/strong> \u201cMeski terjadi perlambatan ekonomi global akibat pandemi COVID-19, deforestasi di Amazon Brasil terus terjadi, dan menurut <a href=\"https:\/\/news.mongabay.com\/2020\/05\/amazon-deforestation-increases-for-13th-straight-month-in-brazil\/\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">laporan resmi<\/a>  dari lembaga riset luar angkasa INPE, pekan kemarin, penggundulan hutan tahun lalu tertinggi sejak ada publikasi data bulanan mulai 2007 lalu.<\/p>\n<p>Secara umum, masih sangat banyak pemerintah negara maju dan berkembang memandang hutan semata stok kayu atau hambatan pembangunan.<\/p>\n<p>Hanya perlu beberapa menit menebang pohon atau membakar hutan, namun perlu puluhan tahun untuk mengembalikan kondisinya.
