DURBAN, Afrika Selatan (9 Desember, 2011)_Dukungan finansial untuk proyek REDD+ untuk melindungi hutan di negara-negara berkembang semakin bertambah dengan adanya negara baru yang menyatakan keikutsertaannya dan peningkatan komitmen bantuan dari beberapa donor yang sudah ada, menurut pejabat Bank Dunia.<\/p>\n

\u201cDalam dua tahun belakangan ini kita telah melihat kontribusi donor yang cukup besar bagi inisiatif REDD+ multilateral,\u201d kata Kenneth Andrasko dari Carbon Finance Unit, Bank Dunia. Walaupun lambat, telah ada kemajuan lanjutan menuju sebuah sistem berbasis kinerja bagi karbon hutan, katanya di sela-sela acara perundingan iklim PBB di Durban. \u201cKonsep tersebut mendapat dukungan semakin luas.\u201d<\/p>\n

Beberapa program internasional pengurangan emisi dari deforestasi dan degradasi hutan (REDD+) telah bermunculan sejak skema tersebut mendapat perhatian pada Konferensi Para Pihak (COP) ke-13 di Bali empat tahun yang lalu. Program-program terbesar dikelola oleh Bank Dunia, yaitu Forest Investment Program (FIP), yang telah menerima komitmen dukungan dana sebesar US$577 juta, dan Forest Carbon Partnership Facility (FCPF) dengan komitmen US$436 juta.<\/p>\n

Namun, krisis keuangan global tampaknya akan mempengaruhi pembiayaan iklim, kata Andrasko. \u201cKami mulai melihat tanda-tanda awal bahwa beberapa donor tradisional memiliki batasan (finansial),\u201d katanya. Seberapa jauh dan sampai kapan dampak ini akan berlangsung masih belum jelas, tambahnya.<\/p>\n

Dokumen-dokumen dari situs web FCPF menunjukkan bahwa sejak November 2010, fasilitas yang terdiri dari Readiness Fund (Dana Kesiapan) dan Carbon Fund (Dana Karbon), telah menerima donor baru seperti Kanada dengan kontribusi sebesar CAD40 juta (US$41,4 juta) dan Italia dengan komitmen sebesar US$5 juta. BP dan CDC Climat juga bergabung dengan FCPF dengan kontribusi masing-masing sebesar US$5 juta. Norwegia telah meningkatkan komitmen dukungannya menjadi US$90 juta, Jerman menambahkan EUR30 juta (US$40 juta), sementara Swiss dan Australia juga meningkatkan kontribusinya kepada FCPF.<\/p>\n

Pembiayaan bilateral langsung juga berlimpah-limpah, melampaui pendanaan multilateral, dengan Norwegia berkomitmen mendukung sebanyak-banyaknya US$1 miliar untuk masing-masing Indonesia dan Brazil untuk mengurangi deforestasi. Kerja sama bilateral mendominasi dukungan finansial kepada negara-negara pemilik hutan bagi pengembangan kapasitas, membangun proyek percontohan, dan menyediakan \u201cdukungan untuk mengembangkan program ke skala besar,\u201d menurut laporan yang dipublikasikan pada bulan November 2011 oleh Overseas Development Institute (ODI) dan Heinrich Boll Stiftung.<\/p>\n

Namun, baik kerja sama bilateral dan multilateral, \u201ccenderung ingin mencapai tujuannya sendiri menurut standar, prosedur dan safeguards<\/em>-nya sendiri,\u201d kata penulis laporan bertajuk REDD+ finance delivery: lessons from early experience<\/em>. Sebuah evaluasi FCPF dari pertengahan tahun ini juga mengungkapkan keprihatinan yang sama dan mengatakan bahwa perbedaan-perbedaan dalam panduan operasional dan persyaratan safeguards<\/em> oleh FCPF dan UN-REDD \u201ctelah menciptakan kebingungan bagi negara-negara di mana program REDD+ dilaksanakan\u201d. Kedua laporan merekomendasikan harmonisasi aturan di seluruh pendanaan untuk meringankan beban bagi negara pelaksana. Dokumen Common Approach to Environmental and Social Safeguards for Multiple Delivery Partners<\/em><\/a> yang diadopsi pada bulan Juni 2011, yang mencakup panduan bersama FCPF\/UN-REDD tentang kerja sama para pemangku kepentingan, membahas masalah-masalah ini secara detil.<\/p>\n

Pengalaman pelaksanaan di lapangan juga menunjukkan betapa sulitnya menyeimbangkan tujuan-tujuan pendanaan, menurut laporan ODI tersebut. \u201cContohnya, pencairan dana secara cepat melalui proses singkat dapat bertentangan dengan standar uji yang ketat dan aplikasi safeguards<\/em> yang menyeluruh.
