DURBAN, Afrika Selatan (6 Desember, 2011)_Sektor swasta melihat \u201ccelah optimisme\u201d yang dapat mendorong mereka melakukan investasi di proyek-proyek percontohan REDD+, setelah Australia dan California mengeluarkan undang-undang yang melihat nilai moneter dimasukkan pada nilai karbon, ungkap seorang bankir investasi.<\/p>\n

Sinyal-sinyal kebijakan ini sangat penting karena absennya kebijakan itu di UNFCCC yang mengakui karbon hutan dalam kerangka kerja kepatuhan, jelas Brer Adams, Associate Director Macquarie Global Investments, kepada peserta Forest Day 5<\/a> yang baru-saja diselenggarakan bertepatan dengan pertemuan tingkat tinggi iklim di Durban. \u201cSaat ini semua orang tengah menunggu munculnya kebijakan tersebut.\u201d<\/p>\n

Kurangnya pengakuan dari UNFCCC membuat para pengembang REDD+ tidak mendapatkan manfaat penjualan kredit karbon pada skema perdagangan emisi Uni Eropa (ETS), yang menguasai 97 persen pasar dunia, serta diperkirakan bernilai US$142 milyar tahun lalu. Saat ini, keterlibatan sektor swasta dalam REDD+ terbatas pada penjualan karbon hutan di pasar sukarela, mendukung dana untuk konservasi hutan atau menanam pohon, sebagian dari tanggung jawab sosial perusahaan.<\/p>\n

Macquarie telah bermitra dengan International Finance Corporation, salah satu badan pengurus keuangan Bank Dunia, dan Global Forest Partners untuk menggalang dana sebesar US$25 juta<\/a> bagi investasi proyek-proyek REDD+. Dana tersebut, yang dikelola oleh anak perusahaan Macquarie, Bio Carbon, berfokus pada proyek-proyek di Asia tenggara, khususnya di Indonesia.<\/p>\n

Macquarie memutuskan untuk tidak lagi mengumpulkan dana karena kompleksitas REDD, skema yang masih berkembang, kata Adams. Alasan lain yaitu tidak banyak kegiatan percontohan yang cocok bagi investasi swasta, yang mengharuskan mereka memenuhi standar yang seperti yang dituntut oleh pasar karbon sukarela untuk menjual kredit, tambahnya. \u201cSebelum kami mulai melihat laporan keberhasilan dimana sektor swasta dapat berinvestasi dalam proyek percontohan, maka sulit untuk membayangkan skala perluasannya.\u201d memperluasnya dengan cepat.\u201d<\/p>\n

Ecosystem Marketplace<\/a> melaporkan bahwa karbondioksida setara dengan 30,1 juta metrik ton berasal dari hutan telah dikontrak di seluruh pasar karbon tahun lalu dengan nilai total diperkirakan mencapai US$178 juta. Harga rata-rata dalam pasar karbon hutan primer naik sebesar 22 persen menjadi rata-rata US$5,5\/ton di tahun 2010 dari US$4,5\/ton tahun sebelumnya, menurut laporan tersebut. Angka-angka tersebut mencakup karbon dari proyek-proyek pengurangan emisi dari deforestasi dan degradasi hutan, juga dari aforestasi dan perbaikan manajemen hutan. California baru-baru ini menyetujui skema emisi cap-and-trade<\/em> wajib yang pertama di Amerika Utara, yang akan berlaku pada tahun 2013 dan telah menunjukkan bahwa perusahaan dapat membeli kredit karbon dari luar Amerika mulai tahun 2015. Menurut laporan media<\/a>, ETS EU dan empat propinsi di Kanada saat ini sedang mempertimbangkan suatu koneksi ke pasar karbon California.<\/p>\n

Bulan lalu, Australia mengeluarkan undang-undang yang akan mengenakan pajak pada pembangkit listrik tenaga batubara dan pencemar polusi utama lain mulai pertengahan tahun depan. New Zealand<\/a> juga telah memperkenalkan ETS-nya tahun lalu, yang akan diperluas ke semua sektor di tahun 2015.<\/p>\n

Proyek-proyek REDD+ harus menyediakan peluang yang \u201csangat professional dan berorientasi pada hasil akhir\u201d bagi sektor swasta guna menarik investasi, kata Virgilio Viana, CEO dari Amazonas Sustainable Foundation (FAS)<\/a>. Sekitar 93 persen dana yang diinvestasikan oleh organisasi konservasi Brasil berasal dari perusahaan-perusahaan swasta, sebagai imbalan guna mendapatkan citra korporasi yang lebih baik dan memenuhi tanggung jawal sosial mereka, tambahnya.<\/p>\n
