Tetapi, bagaimana kita bisa melakukannya dalam konteks meningkatnya permintaan global atas pangan, bahan bakar dan serat? Banyak negara beralih pada sumber daya biologis untuk memenuhi kebutuhan ini. Sistem yang dibangun mungkin baru, tetapi sudah bernama: bioekonomi.<\/p>\n<div class='short-image short-image--left'>\n\t\t\t\t<a class='fancybox-image GTMshortImage' href='' target='_self'>\n\t\t\t\t\t<div class='short-image__thumb'>\n\t\t\t\t\t\t<img src='' width='260'>\n\t\t\t\t\t<\/div>\n\t\t\t\t\t<div class='short-image__type'><h3><\/h3><\/div>\n\t\t\t\t\t<div class='short-image__title'><h4><\/h4><\/div>\n\t\t\t\t<\/a>\n\t\t\t<\/div>\n<p>Gerakan ini tampaknya tepat waktu. Meski selalu ada potensi timbal balik, dan pertaruhan. Mengubah lahan pertanian dari tanaman pangan menjadi energi, misalnya, malah akan mempengaruhi pasokan pangan dan penghidupan petani, serta mungkin mendorong produksi pangan masuk ke kawasan berhutan. Jadi, saat menimbang kelayakan berbagai strategi transisi menuju ekonomi berbasis bio, sangat penting menjaga hutan \u2013 dan masyarakat yang tinggal di dalam dan sekitar hutan \u2013 agar tak hilang dari pandangan.<\/p>\n<p>Terkait hal tersebut, proyek penelitian \u201cHutan dalam Bioekonomi Global\u201d dilakukan dengan tujuan mengembangkan pengetahuan dalam memperkaya informasi pada dialog kebijakan dan prosesnya. Upaya ini merupakan hasil kolaborasi antara <a href=\"http:\/\/www.cifor.org\/\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">Pusat Penelitian Kehutanan Internasional<\/a> (CIFOR), <a href=\"https:\/\/www.zef.de\/zefhome\/\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">Pusat Penelitian Pembangunan<\/a> (ZEF) di Bonn dan <a href=\"https:\/\/www.ipb.ac.id\/\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">Institut Pertanian Bogor<\/a> (IPB). Proyek ini terutama fokus pada pengalaman Brasil dan Indonesia, sebagai produsen kunci biomassa global dengan cadangan hutan tropis besar.<\/p>\n<p>Pada Oktober, para pengambil kebijakan dan peneliti berkumpul di ZEF pada diskusi panel terbuka mengenai peran hutan tropis dalam bioekonomi global, dan jenis kebijakan yang diperlukan untuk transformasi berkelanjutan berbasis-bio.<\/p>\n\n<p><strong>ISU HARGA DAN KELAPA SAWIT: PENGALAMAN INDONESIA<\/strong><\/p>\n<p>Indonesia menargetkan pemanfaatan sumber daya hutan untuk mewujudkan kedaulatan pangan, air dan energi pada 2045. Demikian dikatakan Nur Hygiawati Rahayu dari <a href=\"https:\/\/www.bappenas.go.id\/\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">Badan Perencanaan Pembangunan Nasional<\/a> saat panel tersebut. Melalui <a href=\"http:\/\/ditjenpp.kemenkumham.go.id\/arsip\/terjemahan\/2.pdf\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">Kebijakan Energi Nasional<\/a>, Indonesia akan memenuhi 23 persen energinya dari sumber energi baru dan terbarukan pada 2025 (meningkat 4 persen pada 2014), dan menjadi 31 persen pada 2050. Meski fokus utama tetap pada pengembangan sumber baru (matahari, panas bumi dll.), terdapat peluang mengembangkan bioenergi dengan meningkatkan produksi biodiesel cair dari kelapa sawit, dan elektrifikasi berbasis kayu.<\/p>\n<div class='short-image short-image--left'>\n\t\t\t\t<a class='fancybox-image GTMshortImage' href='' target='_self'>\n\t\t\t\t\t<div class='short-image__thumb'>\n\t\t\t\t\t\t<img src='' width='260'>\n\t\t\t\t\t<\/div>\n\t\t\t\t\t<div class='short-image__type'><h3><\/h3><\/div>\n\t\t\t\t\t<div class='short-image__title'><h4><\/h4><\/div>\n\t\t\t\t<\/a>\n\t\t\t<\/div>\n<p>Hambatan utama peningkatan bioekonomi  dalam konteks ini, menurut peneliti CIFOR Ahmad Dermawan, adalah ekonomi. Saat ini bioenergi jauh lebih mahal dibanding energi tak-terbarukan, dan pemerintah tidak memberi cukup subsidi untuk mengubahnya.<\/p>\n<p>\u201cAda ketidaksesuaian antara biaya produksi bioenergi dengan kemauan pemerintah untuk membayarnya,\u201d paparnya. Bagi produsen, memasuki sektor bioenergi menghadapi risiko bisnis yang signifikan, dan risiko itu belum terkompensasi dengan sistem pembelian bioenergi saat ini. Namun, ia mencatat, sudah ada skema yang berjalan dalam sektor biodiesel untuk menutupi disparitas harga. Diskusi tengah berlangsung untuk menyusun skema serupa dalam sektor listrik.<\/p>\n<p>Menurunnya kebutuhan internasional juga menjadi tantangan dalam peningkatan produksi. Merebak kekhawatiran bahwa perkebunan kelapa sawit merambah hutan rimba tropis, dan baru-baru ini Uni Eropa menyapakati <a href=\"http:\/\/europa.eu\/rapid\/press-release_STATEMENT-18-4155_en.htm\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">penghabusan biodiesel berbasis pangan<\/a> pada 2030. Banyak unit pengolahan biodiesel di Indonesia kini menganggur, kata Arya Hadi Dharmawan dari IPB saat memberikan paparannya. Sementara <a href=\"https:\/\/en.tempo.co\/read\/news\/2018\/09\/01\/056921270\/Extended-Mandatory-B20-Takes-Effect-No-Change-in-Fuel-Price\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">pemerintah Indonesia menargetkan kewajiban campuran 20 persen energi pada September 2018<\/a> untuk mendorong permintaan biodiesel domestik, produsen biodiesel perlu meningkatkan praktik berkelanjutan di seluruh tahapannya. Dharmawan menegaskan, produsen juga perlu membuktikannya: sertifikat berkelanjutan merupakan bagian penting. Inovasi seperti menghasilkan bioenergi dari limbah cair kelapa sawit, tambah Dharmawan bisa memberi keuntungan, dan ramah lingkungan.<\/p>\n\n<p><strong>KEDELAI DAN TANTANGAN BIOENERGI BRASIL<\/strong><\/p>\n<p>Saat ini, 28,2 persen energi Brasil didapat dari sumber biologis, seperti kedelai, tebu, kayu bakar, arang dan lainnya. Brasil merupakan produsen kedelai terbesar dunia, dan sangat menggantungkan sektor bioenerginya dari tanaman ini. Namun, kedelai juga dikenal sebagai penyebab utama <a href=\"https:\/\/journals.plos.org\/plosone\/article?id=10.1371\/journal.pone.0155222\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">deforestasi di Brasil<\/a>.<\/p>\n<p>Tantangan yang dihadapi Brasil dalam produksi energi berkelanjutan, menurut Dharmawan, mirip dengan Indonesia. \u201cMeski pemerintah Brasil menerapkan sejumlah langkah untuk membantu menghentikan deforestasi, seperti <a href=\"https:\/\/journals.plos.org\/plosone\/article?id=10.1371\/journal.pone.0176168\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">moratorium kedelai<\/a>\u201d lanjutnya, \u201cefek tidak langsung pemanfaatan lahan adalah sesuatu yang tidak selalu dipertimbangkan pengambil keputusan kunci.\u201d Memperhatikan perubahan tidak langsung dari pemanfataan lahan (ILUC) menjadi penting, terutama dalam konteks <a href=\"https:\/\/eur-lex.europa.eu\/legal-content\/EN\/TXT\/HTML\/?uri=CELEX:52016PC0767R(01)&amp;from=EN\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">usulan arah energi terbarukan UE<\/a> yang saat ini sedang dibahas.<\/p>\n<p>Mengintensifkan hutan industri menjadi elemen penting menjaga tegakan hutan rimba, menyangga bioekonomi dan berkontribusi pada mitigasi perubahan iklim. Demikian dikatan Pedro Alves Corr\u00eaa Neto dari <a href=\"http:\/\/www.agricultura.gov.br\/\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">Kementerian Pertanian, Peternakan dan Pangan<\/a> Brasil. Hal ini sejatinya bermakna, \u201cmakin banyak pohon pada lahan yang makin sempit\u201d. Pembibitan selektif merupakan satu komponen kunci proses ini, sebagaimana pendekatan \u2018mosaik perkebunan\u2019 yang mencakup koridor untuk keragaman hayati, tambahnya.
