DURBAN, Afrika Selatan (5 Desember, 2011)_Pemimpin badan PBB untuk perubahan iklim menggambarkan pertemuan tingkat tinggi tahunan tentang pemanasan global sebagai upaya besar untuk menorehkan \u201csuatu rencana bisnis global bagi bumi\u201d.<\/p>\n

\u201cHal ini adalah tugas yang sangat besar,\u201d kata Christiana Figueres<\/a>, Sekretaris Eksekutif UNFCCC, pada pidato penutupan sesi pleno Forest Day 5<\/a> kemarin, yang diselenggarakan bersamaan dengan Pertemuan Para Pihak (COP) ke-17 di Durban, Afrika Selatan. Tugas yang ada adalah \u201cmenurunkan emisi dengan cepat, meningkatkan adaptasi dan ketahanan dengan cepat dan menerima fakta bahwa kemiskinan yang ada di seluruh dunia benar-benar tidak dapat diterima di jaman sekarang,\u201d ujarnya.<\/p>\n

Negara-negara anggota United Nations Framework Convention on Climate Change (UNFCCC), yang sekarang berjumlah 194, sejak tahun 1995 secara rutin mengadakan pertemuan tahunan untuk berdiskusi mengenai cara menurunkan konsentrasi gas rumah kaca di atmosfir untuk memperlambat pemanasan global. Uni Eropa telah mengatakan bahwa mereka hanya akan menyetujui periode komitmen kedua Protokol Kyoto jika Durban dapat menghasilkan suatu peta jalan (road map<\/em>) sebagai dasar ikatan hukum kerangka kerja iklim berikutnya serta mencakup semua negara (lihat tayangan video di sini<\/a>). Namun tidak semua negara, seperti Jepang dan Kanada menyatakan setuju dengan komitmen ini.<\/p>\n

Perjanjian iklim di masa depan diharapkan mencakup pengurangan emisi dari deforestasi dan degradasi hutan, dikenal sebagai REDD+, dengan tujuan memberikan insentif bagi negara-negara berkembang untuk melindungi hutannya. Rancangan teks pembiayaan terbaru, yang akan dibawa untuk disetujui di sesi pleno, menunda keputusan ke tahun depan dan mengkaji ulang sumber-sumber dana bagi kegiatan-kegiatan tertentu.<\/p>\n

Rancangan teks lain dibuat oleh sub komite SBSTA juga \u201csangat lemah<\/a>\u201d memberikan proteksi bagi masyarakat lokal, masyarakat adat dan keanekaragaman hayati, kata Louis Verchot, peneliti perubahan iklim utama di Center for International Forestry Research (CIFOR). Rancangan tersebut mengurangi persyaratan yang awalnya meminta pengumpulan data dan pengukuran dampak REDD+ menjadi sekedar pelaporan bagaimana para pengembang melaksanakan safeguards, <\/em>lanjut Verchot, dalam wawancara terdahulu.<\/p>\n

Susunan teks itu disesuaikan sebab banyak negara minim pengalaman dalam pelaksanaan safeguards, <\/em>khususnya di proyek REDD+, yang pengerjaannya di lapangan baru mulai belakangan tahun ini, ujar Antonio La Vi\u00f1a<\/a>, fasilitator negosiasi REDD+ pada perundingan iklim tingkat tinggi UN. \u201cKita seperti terbang buta dalam hal ini,\u201d lanjutnya, menambahkan bahwa mungkin diperlukan satu tahun atau lebih untuk mengumpulkan berbagai pengalaman sebelum membuat rincian panduan.<\/p>\n
