{"id":5690,"date":"2011-12-04T11:25:06","date_gmt":"2011-12-04T11:25:06","guid":{"rendered":"http:\/\/www.forestsnews.org\/?p=5690"},"modified":"2018-02-07T15:29:18","modified_gmt":"2018-02-07T08:29:18","slug":"penundaan-rancangan-keputusan-pembiayaan-reddpada-tahun-2012-lemah-akan-safeguards","status":"publish","type":"post","link":"https:\/\/www.forestsnews.org\/id\/5690\/penundaan-rancangan-keputusan-pembiayaan-reddpada-tahun-2012-lemah-akan-safeguards","title":{"rendered":"Rancangan teks REDD+ menunda keputusan pembiayaan ke 2012, memperlemah safeguards"},"content":{"rendered":"<p>DURBAN, Afrika Selatan (4 Desember 2011)_Rancangan teks REDD+ yang terbaru, yang akan dibawa ke sidang pleno untuk disetujui, menunda keputusan mengenai pembiayaan ke tahun depan dan memperlemah persyaratan <em>safeguards<\/em>, sehingga membuat limbung proyek-proyek REDD+ dan menghilangkan perlindungan terhadap masyarakat adat.<\/p>\n<p>Kelompok kerja ad-hoc Long-term Cooperative Action (AWG-LCA) meminta sekretariat UNFCCC menyiapkan dokumen teknis untuk meninjau jenis sumber pembiayaan apa yang sesuai untuk kegiatan REDD+ tertentu, ujar  Louis Verchot, peneliti perubahan iklim utama  Center for International Forestry Research (CIFOR). \u201cProyek-proyek REDD terpaksa harus melewati satu tahun lagi tanpa indikasi mengenai bagaimana keseluruhan sistem akan dibiayai,\u201d katanya di sela-sela pertemuan iklim PBB di Durban.<\/p>\n<p>Kekecewaan lain timbul dari \u201csangat lemahnya\u201d rancangan <em>safeguards<\/em> yang memproteksi masyarakat lokal, masyarakat adat serta keanekaragaman hayati dalam teks sub-komite SBSTA. Rancangan tersebut mengurangi persyaratan yang awalnya meminta pengumpulan data dan pengukuran dampak REDD+ menjadi sekedar pelaporan bagaimana para pengembang melaksanakan <em>safeguards,  <\/em>lanjut Verchot. \u201c<em>Safeguards<\/em> tidak bisa menjadi <em>safeguards <\/em>yang sesungguhnya.\u201d (lihat teks tersebut dalam dua bagian <a href=\"http:\/\/unfccc.int\/resource\/docs\/2011\/sbsta\/eng\/l25.pdf\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">di sini<\/a> dan <a href=\"http:\/\/unfccc.int\/resource\/docs\/2011\/sbsta\/eng\/l25a01.pdf\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">di sini<\/a>)<\/p>\n<p>Keputusan-keputusan tersebut dibuat di tengah \u201ckekosongan\u201d di mana para negosiator berjuang membuat kesepakatan tentang apa yang akan terjadi setelah Protokol Kyoto, perjanjian iklim yang mengikat namun tidak mengikutsertakan REDD+, berakhir di tahun 2012. \u201cKita tidak tahu bagaimana REDD+ akan didanai,\u201d tambah Verchot. Karena itu,&#8221;kita tidak punya tujuan, kita tidak punya sarana untuk mencapai tujuan. Kita membuat keputusan tentang bagaimana kita akan mencapai tujuan, namun kita tidak tahu ke arah mana kita akan menuju.\u201d<\/p>\n<p>REDD+ bertujuan untuk memberikan penghargaan bagi negara-negara berkembang yang mengurangi emisinya dengan cara melindungi, memulihkan dan mengelola hutan mereka secara berkelanjutan. AWG-LCA menyiapkan rancangan teks tentang pembiayaan REDD+ (lihat di halaman 30-31 <a href=\"http:\/\/unfccc.int\/documentation\/documents\/advanced_search\/items\/3594.php?rec=j&amp;priref=600006676&amp;suchen=n\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">di sini<\/a>) sementara Subsidiary Body of Scientific and Technological Advancement (SBSTA) membuat rekomendasi kepada Konferensi Para Pihak (COP) tentang bagaimana mengukur, melaporkan dan memverifikasi emisi karbon dan <em>safeguards<\/em>.<\/p>\n<p><strong>Keputusan pembiayaan di tahun 2012<\/strong><\/p>\n<p>AWG-LCA ingin mengetahui sumber  pembiayaan apa  saja, baik dari publik dan pasar, yang dapat dilakukan untuk berbagai jenis kegiatan REDD+, seperti pengurangan deforestasi, degradasi, dan pengelolaan hutan berkelanjutan, ujar Verchot. Kelompok kerja ad-hoc ini akan membuat rekomendasi mengenai pembiayaan REDD+ berdasarkan informasi tersebut tahun depan.<\/p>\n<p>Walaupun tinjauan pembiayaan ini baik, &#8220;kita telah membahas REDD+ selama tujuh tahun dan sampai sekarang tetap membahas opsi apa yang tersedia. Kita tidak membuat keputusan-keputusan sulit&#8221; yang seharusnya dibuat. <a href=\"..\/5036\/asia-pacific-negotiators-hope-for-decision-on-redd-financing-in-durban\/\">Negosiator Asia Pasifik<\/a>, termasuk Cina, mengatakan mereka berharap mencapai kesepakatan tentang pembiayaan REDD+ di Durban.<\/p>\n<p>Inti permasalahan sekarang adalah tidak ada kepastian bahwa akan ada kesepakatan pengurangan emisi yang mengikat untuk menggantikan Protokol Kyoto, kata Verchot. \u201cREDD seperti sesuatu yang mengambang\u2026 diluncurkan ke dunia internasional, skema ini ada di luar sana, tetapi bagaimana REDD terkait dengan elemen-elemen lain tidaklah jelas.\u201d<\/p>\n<p><strong><em>Safeguards<\/em><\/strong><strong> yang sangat lemah<\/strong><\/p>\n<p>Rancangan final teks itu menyebutkan negara-negara hanya wajib menyerahkan informasi kualitatif tentang bagaimana <em>safeguards <\/em>dilaksanakan, kata Verchot. \u201cKita tidak bisa mengukur dampak&#8221; REDD+ di masyarakat, yang memerlukan data sebelum dan sesudah proyek berjalan, lanjut Verchot.<\/p>\n<p>Dilunakkannya teks <em>safeguards <\/em>ini kemungkinan dimaksudkan untuk mengakomodir rasa frustasi negara-negara berkembang akan persyaratan donor yang rumit, mahal dan bisa berbeda-beda antar lembaga, padahal sangat sedikit dana REDD+ yang sudah mengalir, kata Verchot. \u201cNegara berkembang merasa bahwa mereka perlu mulai mendapatkan sesuatu dari program tersebut dan sepatutnya semakin sedikit persyaratan untuk mendapatkan dukungan yang dijanjikan,&#8221; katanya.<\/p>\n<p>Teks yang ada sekarang secara signifikan meringankan beban negara-negara pemilik hutan. \u201cNamun, kita perlu memastikan bahwa masyarakat lokal tidak dirugikan,\u201d kata Verchot. Dengan bentuk yang sekarang, <em>safeguards<\/em> hanyalah prinsip acuan saja, katanya. \u201cApakah kinerja kita baik atau tidak, tidak akan menjadi masalah, karena kita tidak akan mengukurnya.\u201d<\/p>\n<p>Isu-isu lain, seperti REL (Reference Emissions Levels), tidak berubah banyak dari rancangan  sebelumnya (lihat tulisan CIFOR tentang hal ini <a href=\"..\/5491\/newly-released-draft-redd-text-is-robust-and-emphasises-transparency-but-fails-to-address-verification-says-cifor-scientist\/\">di sini<\/a>). SBSTA akan meminta IPCC (Intergovernmental Panel on Climate Change) untuk merumuskan ulang metode dan pedoman pengukuran, pelaporan dan verifikasi (MRV) yang ada sekarang guna mengakomodir kebutuhan REDD+.
