noreferrer nofollow\">Mekanisme pembayaran<\/a> \u2013 diutarakan oleh Martijn Wilder AM, kepala <a href=\"https:\/\/www.bakermckenzie.com\/en\/expertise\/practices\/environment-and-climate-change\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">Global Environmental Market and Climate Change McKenzie<\/a> \u2013 merupakan sebuah komponen penting <a href=\"https:\/\/www.cifor.org\/gcs\/\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">REDD+<\/a>, ganjaran bagi negara yang berhasil menurunkan emisi gas rumah kaca.<\/p>\n<p>Namun, komponen ini dan berbagai komponen lain program PBB yang bertujuan melakukan reduksi emisi dari deforestasi dan degradasi hutan (disingkat REDD) menghadirkan kesulitan bagi negara implementasi.<\/p>\n<p>Berbagai tantangan tersebut didiskusikan dalam \u201cForests in NDCs: Operationalizing REDD+ in the region\u201d, sebuah panel tingkat tinggi <a href=\"https:\/\/www.cifor.org\/asia-pacific-rainforest-summit-2018\/\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">Asia-Pacific Rainforest Summit 2018<\/a> di Yogyakarta, Indonesia.<\/p>\n<div class='short-image short-image--left'>\n\t\t\t\t<a class='fancybox-image GTMshortImage' href='' target='_self'>\n\t\t\t\t\t<div class='short-image__thumb'>\n\t\t\t\t\t\t<img src='' width='260'>\n\t\t\t\t\t<\/div>\n\t\t\t\t\t<div class='short-image__type'><h3><\/h3><\/div>\n\t\t\t\t\t<div class='short-image__title'><h4><\/h4><\/div>\n\t\t\t\t<\/a>\n\t\t\t<\/div>\n<p>Satu dekade sejak kelahirannya di Bali, REDD memperluas misinya mencakup upaya konservasi, keberlanjutan dan stok karbon (dirangkum dalam tambahan \u2018+\u2019), dan kemudian dipandang sebagai cara bagi negara berkembang dalam mewujudkan NDC \u2013 komitmen kontribusi nasional berdasar pada Perjanjian Paris 2015.<\/p>\n<p>Para panelis menyatakan, pembayaran berbasis hasil merupakan salah satu tantangan terbesarnya.<\/p>\n<p>\u201cHanya segelintir negara REDD+ yang berhasil mengakses pembayaran berbasis hasil,\u201d kata moderator diskusi, Dr. Nur Masripatin, Penasihat Senior Perubahan Iklim dan Konvensi Internasional untuk Menteri Lingkungan Hidup dan Kehutanan Indonesia.<\/p>\n<p>\u201cSaat ini, kami dalam proses membangun lembaga keuangan untuk mengelola pembiayaan REDD+,\u201d kata Emma Rachmawaty, Direktur Mitigasi kementerian lingkungan hidup dan kehutanan.<\/p>\n<p>\u201cMengingat pembentukan lembaga ini belum selesai, kami belum bisa mengimplementasikan pembayaran berbasis hasil.\u201d<\/p>\n<p>Gwen Sissiou, Manajer Umum REDD+ dan Mitigasi pada Badan Perubahan Iklim dan Pembangunan Papua Nugini mengangkat tantangan berat dalam sistem pengukuran, pelaporan dan verifikasi (MRV), sebagai dokumen kemajuan sebagai acuan pembayaran.<\/p>\n<p>\u201cTantangannya banyak dan kompleks,\u201d katanya. \u201cDalam REDD+, kita perlu meningkatkan kapasitas dalam MRV.\u201d<\/p>\n\n<figure id=\"attachment_56060\" panel.<\/figcaption><\/figure>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<p style=\"text-align: left;\"><strong>INVESTASI BERNILAI<\/strong><\/p>\n<p>Menarik investasi swasta \u2013 yang dapat memberi dukungan besar bagi berbagai negara dalam mewujudkan NDC di negara masing-masing \u2013 merupakan argumen tambahan mengapa pemerintah perlu memiliki kerangka kerja yang solid untuk REDD+ dan berbagai upaya sejenis lain.<\/p>\n<p>Juan Chang, Spesialis Senior <a href=\"https:\/\/www.greenclimate.fund\/home\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">Green Climate Fund<\/a> (GCF) \u2013 lembaga yang berkomitmen mengucurkan dana 3,7 miliar dolar AS untuk proyek pengentasan perubahan iklim di dunia \u2013 menyatakan, untuk menarik investasi, pemerintah perlu memiliki regulasi yang jelas dan konsisten, agar dapat menopang program sebesar REDD+.<\/p>\n<p>Lebih jauh, ia menyarankan agar pemerintah harus menyosialisasikan bagaimana mereka memanfaatkan uang investasi tersebut melalui berbagai instrumen finansial (pinjaman, saham, penjaminan dll.), menselaraskan upaya perubahan iklim di semua level pemerintah, dan memiliki sistem MRV.<\/p>\n<p>Para panelis menunjuk Kalimantan Timur sebagai salah satu provinsi di Indonesia yang membuktikan bahwa hal ini dimungkinkan. Sejak 1970, provinsi ini bergantung pada bahan bakar tak terbarukan dalam pembangunan. Ketergantungan ini mengarah pada penurunan laju pertumbuhan ekonomi.<\/p>\n<p>\u201cDengan ekstraksi sumber daya alam, Kalimantan Timur menjadi provinsi terbesar keenam dalam emisi karbon di Indonesia,\u201d kata Profesor Daddy Ruhiyat dari Dewan Perubahan Iklim Provinsi Kalimantan Timur. \u201cMayoritas emisi dihasilkan dari konversi hutan dan perubahan pemanfaatan lahan lain.\u201d<\/p>\n<p>Untuk membalikkan kondisi, provinsi ini mengembangkan konsep <a href=\"http:\/\/www.greengrowthknowledge.org\/project\/gggi-indonesia-green-growth-program-support-provincial-governments-central-and-east\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">Pertumbuhan Hijau<\/a>. Pada 2009, dimulai persiapan implementasi REDD+, melaksanakan program harmonisasi upaya reduksi emisi antara pemerintah kabupaten dan provinsi. Dibentuk dewan provinsi untuk mengkoordinasikan aktivitas perubahan iklim, membentuk unit pengelolaan hutan dan mengakselerasi program perhutanan sosial.<\/p>\n<p>\u201cPemerintah Kalimantan Timur melakukan langkah signifikan menuju transformasi ekonomi \u2013 mengubah ketergantungan ekonomi pada sumber daya alam tak terbarukan menjadi terbarukan, dalam bentuk pertanian dan pengolahan produk primer,\u201d kata Ruhiyat.<\/p>\n<p>Pada Oktober 2015, kementerian lingkungan hidup memilih Kalimantan Timur sebagai lokasi percontohan program reduksi emisi berbasis-performa, dan didukung oleh <a href=\"https:\/\/www.forestcarbonpartnership.org\/\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">Forest Carbon Partnership Facility Bank Dunia<\/a>. Sejak saat itu, Kalimantan Timur terus menselaraskan upaya REDD+ nya dengan agenda nasional dan kebijakan perubahan iklim.<\/p>\n\n<p><strong>KUASA UNTUK MASYARAKAT <\/strong><\/p>\n<p>Tidak seluruh masalah REDD+ berorientasi finansial. Para panelis menyatakan, keberhasilan REDD+ juga sangat bergantung pada pelibatan masyarakat lokal, kemauan dan kapasitas mereka untuk berkontribusi pada aktivitas reduksi-emisi.<\/p>\n<div class='short-image short-image--left'>\n\t\t\t\t<a class='fancybox-image GTMshortImage' href='' target='_self'>\n\t\t\t\t\t<div class='short-image__thumb'>\n\t\t\t\t\t\t<img src='' width='260'>\n\t\t\t\t\t<\/div>\n\t\t\t\t\t<div class='short-image__type'><h3><\/h3><\/div>\n\t\t\t\t\t<div class='short-image__title'><h4><\/h4><\/div>\n\t\t\t\t<\/a>\n\t\t\t<\/div>\n<p>Dahniar Andriani dari <a href=\"https:\/\/huma.or.id\/\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">HuMa Indonesia<\/a>, LSM yang berfokus memperkuat hak masyarakat adat, menyatakan bahwa undang-undang dan regulasi yang ada saat ini tidak cukup mengakui peran penting masyarakat adat dalam mitigasi perubahan iklim.<\/p>\n<p>Menyelesaikan masalah ini berarti harus memperkuat <a href=\"https:\/\/www.cifor.org\/gcs-tenure\/\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">hak tenurial lokal<\/a> atas hutan adat. Pada 2012, keputusan mahkamah konstitusi yang mencabut hutan adat dari kategori sebagai hutan negara merupakan lompatan besar dalam mengakui peran masyarakat lokal di Indonesia.
