DURBAN, Afrika Selatan (30 November, 2011)_Organisasi pemantau lingkungan Environmental Investigation Agency (EIA) memperingatkan para delegasi untuk berhati-hati menyusun peraturan pengukuran emisi karbon terkait REDD+ bila tidak ingin negara berkembang mendapatkan keuntungan finansial untuk menegakkan hukum perlindungan hutan yang telah ada.<\/p>\n

Praktik-praktik yang sekarang ada, termasuk \u201cpenebangan liar sistematis\u201d, tidak dapat dianggap sebagai business-as-usual<\/em>, ujar Andrea Johnson, Direktur Kampanye Hutan EIA, di sela-sela acara UN Climate Summit di Durban kemarin. Ia mendesak para delegasi untuk lebih fokus pada isu penegakan hukum dan korupsi, yang diakuinya \u201csulit\u201d untuk didiskusikan karena dapat menimbulkan \u201cisu struktural tentang kekebalan hukum bagi pemegang kekuasaan\u201d.<\/p>\n

Di Konferensi Multi Pihak (COP) 17 yang berlangsung di Durban saat ini, negara-negara pemilik hutan berharap akan tercapainya konsensus mengenai sistem pengawasan, pelaporan dan verifikasi (MRV) emisi karbon di proyek-proyek REDD+ supaya skema ini dapat berkembang lebih jauh dari sebagai proyek percontohan. Konsensus ini termasuk acuan bagi penetapan dasar pengukuran pengurangan emisi \u2013 pertanyaan yang lebih politis daripada teknis, kata para ahli.<\/p>\n

REDD+ menghadapi tantangan yang sama seperti inisiatif-inisiatif untuk menahan laju penebangan liar sebelumnya, yaitu apakah skema ini dapat menyelesaikan kegagalan tata kelola yang mendasar di dalam sistem secara keseluruhan, atau tidak menyentuh pembaharuan fundamental yang sebenarnya dibutuhkan, menurut penelitian terbaru yang dikeluarkan oleh Center for International Forestry Research (CIFOR).<\/a> Hasil penelitian tersebut didasarkan pada kebijakan-kebijakan termasuk perjanjian kemitraan sukarela mengenai standar legalitas kayu antara Indonesia dan Uni Eropa dan operasi penegakan hukum gabungan.<\/p>\n

Desain REDD+ seharusnya mempertimbangkan segala kelemahan yang ada, termasuk kurangnya kemampuan untuk melaksanakan skema tersebut, ketimbang berasumsi bahwa sistem sudah berjalan dengan baik, menurut para penulis yang terlibat dalam penelitian tersebut. Pelajaran nyata yang dapat diambil dari upaya-upaya pengendalian penebangan liar adalah \u201ctidak disarankan mencari jalan pintas di dalam sebuah proses,\u201d menurut hasil studi.<\/p>\n

Desakan untuk menghindari titik kritis perubahan iklim \u201cmengancam akan menghalangi REDD+ untuk serius memperhatikan isu-isu utama dalam proses. Dalam hal ini, mungkin akan lebih bijaksana untuk mempertimbangkan kembali sejauh mana proses-proses REDD+ yang dilaksanakan dalam periode singkat akan berdampak secara fundamental pada tata kelola (hutan),\u201d saran studi penelitian lebih lanjut.<\/p>\n

REDD+ bergantung pada laju deforestasi yang didasarkan pada data tata ruang sebagai representasi penghitungan jumlah emisi karbon sebenarnya dari penebangan hutan. Di tahun 2008, Interpol memperkirakan 20 sampai 50 persen kayu di seluruh dunia dipanen secara ilegal, menurut laporan terbaru dari Global Witness.<\/p>\n

Negara-negara berkembang pemilik hutan sangat rentan akan korupsi. Sekitar 80 persen dari 59 negara penerima dana REDD+ berada di paruh bawah negara-negara yang dikaji pengendalian korupsinya oleh World Bank, kata Davyth Stewart dari Global Witness.
