Hanya sedikit jalan menghubungkan pemukiman-pemukiman yang tersebar. Akses internet hanya ada di sekolah dasar setempat.<\/p>\n<p>Di sini, hutan menjadi sumber kehidupan dan kekayaan \u2013 mulai dari buah-buahan, sayuran, kayu bakar dan aktivitas mendapatkan kayu, menyadap resin, sagu, serta berbagai rempah bernilai tinggi yang sempat membuat kepulauan Maluku menjadi pusat perhatian dunia.<\/p>\n<p>Hutan Honitetu dikelola sebagaimana telah berlangsung lama sebelumnya: oleh masyarakat lokal di bahwa otoritas \u2018Raja\u2019 \u2013 sebuah peran yang dimainkan lelaki dan perempuan \u2013 dengan bantuan <a href=\"https:\/\/www.forestsnews.org\/53575\/the-power-of-sas%E2%80%A6ustainable-taboo?fnl=en\">mitos dan tabu.<\/a><\/p>\n<p>\u201cSejak waktu belum dicatat, sudah ada hutan di Honitetu,\u201d kata Latu Pieter, mantan pemimpin desa. \u201cDi Honitetu, kami tidak mengenal istilah \u2018hutan milik pribadi\u2019. Hutan dimiliki masyarakat, dikelola di bawah kontrol adat.\u201d<\/p>\n<div class='short-image short-image--left'>\n\t\t\t\t<a class='fancybox-image GTMshortImage' href='' target='_self'>\n\t\t\t\t\t<div class='short-image__thumb'>\n\t\t\t\t\t\t<img src='' width='260'>\n\t\t\t\t\t<\/div>\n\t\t\t\t\t<div class='short-image__type'><h3><\/h3><\/div>\n\t\t\t\t\t<div class='short-image__title'><h4><\/h4><\/div>\n\t\t\t\t<\/a>\n\t\t\t<\/div>\n<p>Namun, seiring perubahan aturan tenurial, pengelolaan adat menghadapi tantangan dari kontrol pemerintah terpusat, masuknya industri swasta yang berbekal izin, makin terbatasnya hak masyarakat setempat, dan berkurangnya luas hutan tempat mereka mencari makanan dan bertani.<\/p>\n<p>Dalam sebuah langkah bersejarah, tahun lalu pemerintah Indonesia memberikan hak adat pada lahan seluas 13.000 hektare di seluruh negeri. Pada 2019, pemerintah menargetkan menyerahkan hak lahan seluas 12,7 juta hektare \u2013 atau setidaknya sebagian hak di bawah skema perhutanan sosial. Namun, kelompok adat menuntut hak penuh atas lahan adat mereka, dengan luas klaim tambahan mencapai lebih dari 8 juta hektare.<\/p>\n<p>Sebagai sebuah provinsi dengan tradisi pengelolaan hutan adat yang kuat, Maluku bergabung dalam menuntut hak penuh masyarakat lokal atas hutan. Sebagian masyarakat bersiap menjalani proses pemerintah dalam mencapai pengakuan legal atas hukum adat.<\/p>\n<p>Namun, tantangannya tidak hanya terletak pada pemenuhan syarat legal dari Jakarta, tetapi juga dalam menetapkan batas antar kerajaan berdekatan, dan menjamin distribusi hak yang berkeadilan.<\/p>\n\n<div style=\"aspect-ratio:16\/9;min-height:unset;\" class=\"wp-block-cover alignfull has-parallax has-custom-content-position is-position-bottom-center has-aspect-ratio\">\n\t\t\t\t<div class=\"wp-block-cover__image-background wp-image-53764 size-full has-parallax\" style=\"background-position:50% 50%;\n\t\t\t\tbackground-image:url(https:\/\/www.forestsnews.org\/wp-content\/uploads\/2018\/01\/36875081631_de501b105a_c-1.jpg)\">\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"wp-block-cover__inner-container is-layout-flow wp-block-cover-is-layout-flow\">\n\t\t\t\t\t<p class=\"has-text-align-center has-base-color has-text-color has-link-color has-small-font-size wp-elements-c7274f9a76ff948295c72066c2502b23\">Kepala desa di Maluku dikenal sebagai &#039;Bapa Raja&#039; atau &#039;Ibu Raja&#039; - pria dan wanita &#039;Raja&#039;. Namun kemudian hal ini tumpang tindih dengan klaim pemerintah atas beragam kategori hutan di tempat yang sama,\u201d kata ilmuwan utama Esther Mwangi, yang memimpin penelitian global reformasi tenurial untuk <\/span><a href=\"http:\/\/www.cifor.org\/\" target=\"_blank\" rel=\"noopener noreferrer nofollow\"><span style=\"font-size: 13.5pt; color: #24a2b8;\">Pusat Penelitian Kehutanan Internasional<\/span><\/a><span style=\"font-size: 13.5pt; color: #333333;\"> (CIFOR).<\/span><\/p>\n<p style=\"background: white; margin: 11.25pt 0in 15.0pt 0in;\"><span style=\"font-size: 13.5pt; color: #333333;\">Meski terdapat pengakuan <em>de facto <\/em>atas hak hutan adat di Maluku, berdasarkan undang-undang, seluruh hutan di provinsi tersebut diklasifikasikan sebagai hutan negara atau hutan pribadi. Aturan ini menghalangi hak pemanfaatan bagi masyarakat lokal. Di hutan negara, memetik hasil hutan untuk kebutuhan pribadi diizinkan, namun tidak boleh dijual.<\/span><\/p>\n<p style=\"background: white; margin: 11.25pt 0in 15.0pt 0in;\"><span style=\"font-size: 13.5pt; color: #333333;\">Masyarakat lokal menentang larangan ini, dengan alasan bahwa hasil hutan merupakan kerja mereka selama beberapa generasi, dan hasil penjualannya berkontribusi penting bagi penghidupan mereka. <\/span><\/p>\n<p style=\"background: white; margin: 11.25pt 0in 15.0pt 0in;\"><span style=\"font-size: 13.5pt; color: #333333;\">Dalam hutan swasta, akses masyarakat atas produk hutan menjadi urusan pelaku usaha individual. Akses ini dapat dipotong untuk alasan keamanan, atau karena hutan telah digunduli untuk membangun perkebunan atau pembangunan lain.<\/span><\/p>\n<p style=\"background: white; margin: 11.25pt 0in 15.0pt 0in;\"><span style=\"font-size: 13.5pt; color: #333333;\">Dibandingkan dengan sulitnya proses mendapatkan pengakuan adat secara legal, izin hutan swasta relatif lebih cepat dan mudah didapat. Artinya bahwa ekspansi industri melampaui laju reformasi tenurial.<\/span><\/p>\n<p style=\"background: white; margin: 11.25pt 0in 15.0pt 0in;\"><span style=\"font-size: 13.5pt; color: #333333;\">\u201cYang membuat kami kecewa, perusahaan kayu bisa mendapatkan hak usaha secara legal dan dapat secara efektif melarang masyarakat menebang pohon,\u201d kata penduduk Honitetu, Sony Parakate.<\/span><\/p>\n<div class='short-image short-image--left'>\n\t\t\t\t<a class='fancybox-image GTMshortImage' href='' target='_self'>\n\t\t\t\t\t<div class='short-image__thumb'>\n\t\t\t\t\t\t<img src='' width='260'>\n\t\t\t\t\t<\/div>\n\t\t\t\t\t<div class='short-image__type'><h3><\/h3><\/div>\n\t\t\t\t\t<div class='short-image__title'><h4><\/h4><\/div>\n\t\t\t\t<\/a>\n\t\t\t<\/div>\n<p style=\"background: white; margin: 11.25pt 0in 15.0pt 0in;\"><span style=\"font-size: 13.5pt; color: #333333;\">\u201cMereka membayar sedikit kompensasi pada masyarakat, dan masyarakat menerima begitu saja, karena mereka tahu bahwa hak telah diberikan pemerintah pada perusahaan. Tetapi masyarakat tahu bahwa mereka lah yang merugi.\u201d<\/span><\/p>\n<p style=\"background: white; margin: 11.25pt 0in 15.0pt 0in;\"><span style=\"font-size: 13.5pt; color: #333333;\">Tumpang tindih klaim atas hutan tidak hanya menjadi masalah antara masyarakat, pemerintah dan sektor swasta, tetapi juga antar-desa, dan di dalam masyarakat dan keluarga itu sendiri.<\/span><\/p>\n<p style=\"background: white; margin: 11.25pt 0in 15.0pt 0in;\"><span style=\"font-size: 13.5pt; color: #333333;\">Tidak jelasnya batas geografis wilayah adat memunculkan potensi konflik, selain itu sistem pewarisan patriarkat dapat merugikan perempuan, dan lebih jauh memarjinalkan keluarga dan individu yang kurang memiliki akses atas lahan.<\/span><\/p>\n<p style=\"background: white; margin: 11.25pt 0in 15.0pt 0in;\"><span style=\"font-size: 13.5pt; color: #333333;\">\u201cMasalah utama dalam masyarakat di sini adalah tidak adanya kesepakatan mengenai batas wilayah,\u201d kata Nining Liswanti, ilmuwan CIFOR yang menjadi ketua komponen Indonesia pada <\/span><a href=\"http:\/\/www.cifor.org\/gcs-tenure\/\" target=\"_blank\" rel=\"noopener noreferrer nofollow\"><span style=\"font-size: 13.5pt; color: #24a2b8;\">Studi Komparatif Global mengenai Reformasi Tenurial Hutan<\/span><\/a><span style=\"font-size: 13.5pt; color: #333333;\"> (GCS-Tenure). Studi simultan mengenai tenurial yang dilakukan di bagian lain Indonesia, serta juga Peru dan Uganda.<\/span><\/p>\n<p style=\"background: white; margin: 11.25pt 0in 15.0pt 0in;\"><span style=\"font-size: 13.5pt; color: #333333;\">Liswanti dan rekan-rekannya bekerja sama dengan masyarakat di Honitetu serta desa sekitar untuk memetakan dan menyepakati batas wilayah.<\/span><\/p>\n<p style=\"background: white; margin: 11.25pt 0in 15.0pt 0in;\"><span style=\"font-size: 13.5pt; color: #333333;\">\u201cKami menggunakan teknik pemetaan partisipatoris, dengan mengundang masyarakat untuk duduk bersama dan memetakan seluruh sumber daya alam dalam hutan adat mereka,\u201d katanya.<\/span><\/p>\n<p style=\"background: white; margin: 11.25pt 0in 15.0pt 0in;\"><span style=\"font-size: 13.5pt; color: #333333;\">Pendekatan ini melibatkan seluruh kelompok masyarakat, dari berbagai usia, gender dan tingkat penghasilan. Pada 2017, para pemimpin dari wilayah Seram Barat berkumpul untuk membandingkan peta buatan masyarakat.<\/span><\/p>\n<p style=\"background: white; margin: 11.25pt 0in 15.0pt 0in;\"><span style=\"font-size: 13.5pt; color: #333333;\">\u201cDari peta ini kita dapat melihat batas wilayah kami,\u201d kata Latu Pieter dari Honitetu.<\/span><\/p>\n<p style=\"background: white; margin: 11.25pt 0in 15.0pt 0in;\"><span style=\"font-size: 13.5pt; color: #333333;\">\u201cNamun, sebagai anggota masyarakat atau pemimpin masyarakat, kami belum puas. margin: 11.25pt 0in 15.0pt 0in;\"><span style=\"font-size: 13.5pt; color: #333333;\">Dari lima skenario yang dikembangkan melalui pendekatan ini, salah satunya dirujuk oleh seluruh partisipan adalah bentuk pengakuan formal hak adat dalam kerangka pemerintahan yang baik \u2013 berdasar pada transparansi, akuntabilitas, kerja sama dan koordinasi \u2013 dan didukung alokasi anggaran pemerintah untuk reformasi tenurial.<\/span><\/p>\n<div class='short-quote'>\n\t\t\t<blockquote>\n\t\t\t\t<p><\/p>\n\t\t\t\t<footer>\n\t\t\t\t\t<cite title='Source Title'><\/cite>\n\t\t\t\t<\/footer>\n\t\t\t<\/blockquote>\n\t\t<\/div>\n<p style=\"background: white;
