Beberapa lokasi riset CIFOR di Indonesia memberikan cerita menarik tentang ekosistem, masyarakat yang bergantung pada hutan sehingga perlu dijamin keamanannya hingga skema perhutanan sosial yang memudahkan masyarakat mendapatkan mata pencaharian dari hutan. Kepastian hak dan lahan merupakan hal penting dalam menerapkan manajemen hutan. Dengan keamanan tenurial masyarakat dapat dengan aman, tanpa was-was menerapkan skema perhutanan sosial sesuai dengan pilihan masyarakat dan disesuaikan dengan kondisi situasi wilayah.<\/p>\n<p>Hasil penelitian CIFOR mendukung bukti-bukti keberhasilan provinsi Lampung yang sedari awal didukung oleh berbagai pihak. Menurut hasil riset, perhutanan sosial di provinsi ini menghasilkan dampak positif dengan mendapatkan hak kelola lahan sebanyak 29.000 ha.<\/p>\n<p>Penelitian juga menunjukkan bahwa dengan adanya skema perhutanan sosial memiliki dampak terhadap keamanan tenurial bagi masyarakat sehingga mereka terjamin akses untuk pangan, pengelolaan sumber daya sampai meningkatnya penghasilan.<\/p>\n<p>Menurut Tuti Herawati, peneliti utama riset, melalui berbagai lokakarya PPA (analisis prospektif partisipatoris) berhasil diketahui enam kekuatan kunci pendorong yang akan memengaruhi implementasi perhutanan sosial dalam 10 tahun mendatang di Lampung. Faktor tersebut antara lain dinamika regulasi terkait perhutanan sosial, hak tenurial, penghidupan, dukungan anggaran pemerintah, kapasitas sumber daya manusia dan kesadaran masyarakat.<\/p>\n<p>Saat ini sudah ada rencana aksi untuk mempercepat strategi program perhutanan sosial di Lampung hingga 2025.<\/p>\n\n<div style=\"aspect-ratio:16\/9;min-height:unset;\" class=\"wp-block-cover alignfull has-parallax has-custom-content-position is-position-bottom-center has-aspect-ratio\">\n\t\t\t\t<div class=\"wp-block-cover__image-background wp-image-53472 size-full has-parallax\" style=\"background-position:50% 50%;\n\t\t\t\tbackground-image:url(https:\/\/www.forestsnews.org\/wp-content\/uploads\/2018\/01\/37015570195_fef8b65a0c_k.jpg)\">\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"wp-block-cover__inner-container is-layout-flow wp-block-cover-is-layout-flow\">\n\t\t\t\t\t<p class=\"has-text-align-center has-base-color has-text-color has-link-color has-small-font-size wp-elements-c7274f9a76ff948295c72066c2502b23\">Silas Matoko dan istrinya Yordana Yawate berada di tepi sungai Tuba untuk memanen sagu atau yang dikenal sebagai \u2018pangkur\u2019 di Desa Honitetu, Kabupaten Seram Barat, provinsi Maluku, Indonesia. <\/p>\n\t\t\t\t<\/div>\n\t\t\t<\/div>\n<p><strong>MASYARAKAT INGINKAN KOLABORASI DAN HUKUM ADAT<\/strong><\/p>\n<p>Maluku merupakan salah satu lokasi penelitian CIFOR yaitu Global Comparative Study on Forest Tenure atau Studi Komparatif Global tentang Reformasi Kepemilikan Hutan. Studi dilakukan untuk mendapatkan pemahaman komprehensif mengenai keamanan tenurial di Maluku karena sistem manajemen hutan adat yang kuat di wilayah itu. Termasuk dalam cakupan studi juga adalah peningkatan pemahaman mengenai faktor yang mempengaruhi keamanan tenurial masyarakat dalam rangka menyusun rencana aksi yang menjamin hak masyarakat lokal dan meningkatkan dampak penghidupan yang lebih baik.<\/p>\n<p>Sama halnya dengan di provinsi Lampung, riset dilakukan dengan menggunakan pendekatan analisis prospektif partisipatoris (PPA). Diyakini metode ini merupakan metode yang tepat untuk memfasilitasi interaksi berbagai pemangku kepentingan. Terdapat lima tahap dalam PPA hingga terbentuk suatu skenario sesuai dengan keputusan masyarakat terkait dengan keamanan tenurial masyarakat lokal.<\/p>\n<p>Riset menunjukkan bahwa masyarakat memilih skema hutan adat sebagai skenario terbaik dalam reformasi tenurial. Kesimpulan masyarakat  karena skenario ini menekankan tata kelola yang baik, kolaborasi antar berbagai pihak, penghargaan bagi masyarakat dan pengakuan akan hak dan lembaga adat. Sehingga diperoleh kesimpulan bahwa masyarakat menginginkan reformasi tenurial dalam skema hutan adat.<\/p>\n<p>Menurut Nining Liswanti, peneliti CIFOR, kesatuan pemangku hutan sebagai tulang punggung reformasi tenurial di tingkat dasar perlu lebih terlibat dengan masyarakat untuk mewujudkan keamanan tenurial di masa depan yang lebih baik. Sehingga pemangku kepentingan dapat sepakat untuk mengintegrasikan rencana aksi ke dalam implementasi program pemerintah.<\/p>\n\n<div style=\"aspect-ratio:16\/9;min-height:unset;\" class=\"wp-block-cover alignfull has-parallax has-custom-content-position is-position-bottom-center has-aspect-ratio\">\n\t\t\t\t<div class=\"wp-block-cover__image-background wp-image-53473 size-full has-parallax\" style=\"background-position:50% 50%;\n\t\t\t\tbackground-image:url(https:\/\/www.forestsnews.org\/wp-content\/uploads\/2018\/01\/38377855716_d9cac77312_k.jpg)\">\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"wp-block-cover__inner-container is-layout-flow wp-block-cover-is-layout-flow\">\n\t\t\t\t\t<p class=\"has-text-align-center has-base-color has-text-color has-link-color has-small-font-size wp-elements-c7274f9a76ff948295c72066c2502b23\">Padi di Desa Tri Budi Syukur, Kabupaten Lampung Barat, Provinsi Lampung, Indonesia. <\/p>\n\t\t\t\t<\/div>\n\t\t\t<\/div>\n<p><strong>PERAN VITAL HUTAN BAGI KEAMANAN PANGAN GLOBAL<\/strong><\/p>\n<p>Hutan, pohon dan agroforestri berperan penting dalam keamanan pangan dan nutrisi, meski masih belum secara umum tercermin dalam pembangunan nasional dan strategi keamanan pangan.<\/p>\n<p>Dalam forum EAT di Jakarta dijelaskan bahwa menurut laporan PBB, 815 juta orang mengalami kelaparan setiap harinya dan akan terus bertambah apabila produktivitas pertanian global tidak meningkat untuk memenuhi kebutuhan pangan.<\/p>\n<p>Terry Sunderland, peneliti CIFOR memaparkan bahwa perlu adanya pengubahan sistem pangan global dan membuatnya lebih berkelanjutan, lebih ramah lingkungan, terfokus pada nutrisi dan mendorong keragaman diet.<\/p>\n<p>Menurut FAO, 60-80% makanan di wilayah tropis dikembangkan oleh petani kecil. Keragaman diet dan vitamin justru hadir dari sistem tanaman yang bervariasi. Tetapi, petani kecil lebih rentan terhadap guncangan iklim maupun ekonomi sehingga perlu adanya dukungan terhadap mereka.<\/p>\n<p>Amy Ickowitz peneliti CIFOR juga menjelaskan bahwa kerentanan petani tersebut seringkali disebabkan hasil kebijakan pemerintah, pemanfaatan lahan atau pengaturan tenurial yang tidak jelas. Sehingga mereka seringkali mengkonversi lahan mereka untuk ditanami sawit. Tetapi pada akhirnya mereka menyesali keputusannya karena kehilangan akses atas lahan dan akses atas sumber daya.<\/p>\n<p>Partisipasi di berbagai level diperlukan untuk membangun kesadaran mengenai pentingnya isu pangan ini.
