Ini merupakan pertanyaan yang telah kami ajukan selama bertahun-tahun dalam riset CIFOR tentang <a href=\"http:\/\/www.cifor.org\/gcs\/\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">Studi Komparatif Global<\/a> REDD+ (GCS-REDD+).<\/p>\n<p><a href=\"http:\/\/www.unredd.net\/knowledge\/redd-plus-technical-issues\/safeguards.html\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">Kerangka perlindungan REDD+<\/a> yang ditekankan oleh Konvensi Kerangka Kerja Perserikatan Bangsa-Bangsa terkait dengan Perubahan Iklim membawa apa yang disebut &#8216;manfaat non-karbon&#8217; dari REDD+ ke garis depan, termasuk hak, partisipasi dan keuntungan sosial lainnya. Oleh karena itu, keberhasilan REDD+ bergantung pada pengurangan emisi karbon dan peningkatan, atau setidaknya perlindungan, hak dan kesejahteraan orang-orang yang bergantung pada hutan (dan seringkali pembukaan hutan) untuk penghidupan mereka.<\/p>\n<p>Sejak 2010, melalui GCS-REDD+, kami telah mengevaluasi dampak intervensi REDD+ di 22 lokasi subnasional di Brasil, Kamerun, Indonesia, Peru, Tanzania dan Vietnam. Kami menggabungkan analisis data Perubahan Hutan Global dengan survei sosio ekonomi di lintasan 150 komunitas dan kurang lebih 4.000 rumah tangga melalui pendekatan &#8216;Sebelum-Sesudah-Kontrol-Intervensi&#8217; Jangka waktu penilaian kami masih sangat singkat (2-3 tahun dalam periode &#8216;Sesudah&#8217;). Pendanaan untuk REDD+ belum berjalan dengan cara yang semula diimpikan, sehingga membatasi intensitas tindakan di lapangan.<\/p>\n<p>Juga bundelan intervensi REDD+ sangat beragam, mungkin hal in seharusnya berada pada tahap percontohan: kondisi pembayaran jasa lingkungan dengan prasyarat tata guna lahan kurang menonjol dibandingkan dengan investasi mata pencaharian berkelanjutan tanpa prasyarat, yang dikerjakan seiring dengan didorongnya kondisi yang menjadi pendorong seperti klarifikasi tenurial, menerapkan kebijakan yang tidak memberikan insentif <span style=\"text-decoration: line-through;\">s<\/span>eperti pembatasan akses hutan atau konversi. Kami masih harus lebih memahami bahan-bahan yang harus dimasukkan ke dalam bendelan ini &#8211; sejauh ini diterapkan pada tingkat yang terbatas &#8211; telah bekerja paling baik bagi hutan dan masyarakat.<\/p>\n<div class='short-image short-image--left'>\n\t\t\t\t<a class='fancybox-image GTMshortImage' href='' target='_self'>\n\t\t\t\t\t<div class='short-image__thumb'>\n\t\t\t\t\t\t<img src='' width='260'>\n\t\t\t\t\t<\/div>\n\t\t\t\t\t<div class='short-image__type'><h3><\/h3><\/div>\n\t\t\t\t\t<div class='short-image__title'><h4><\/h4><\/div>\n\t\t\t\t<\/a>\n\t\t\t<\/div>\n<p>Namun, kami juga memiliki bukti bahwa kerangka pengamanan sosial penting bagi REDD+ yaitu pengelolaan imbal balik antara manfaat karbon dan non-karbon.<\/p>\n<p><a href=\"http:\/\/www.cifor.org\/library\/6560\/balancing-carrots-and-sticks-in-redd-implications-for-social-safeguards\/\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">Temuan terbaru<\/a> <em>Ecology &amp; Society<\/em> menyoroti, meski saat ini pembatasan ketat terbukti paling efektif membatasi pembukaan hutan, dengan sendirinya mereka secara negatif mempengaruhi keamanan kepemilikan dan persepsi kesejahteraan lokal. Namun ketika insentif untuk meningkatkan pendapatan ditambahkan ke dalam mekanisme, efek yang berdampak negatif terhadap kesejahteraan dikurangi, memperkuat potensi insentif untuk meringankan beban dari pembatasan penggunaan lahan.<\/p>\n<p>Sementara petani kecil pada umumnya menyadari inisiatif lokal REDD+, artikel ini juga menyoroti partisipasi masyarakat yang terbatas tentang keputusan intervensi apa yang akan diterapkan, atau bagaimana caranya.<\/p>\n<p>Jadi, apakah REDD+ bisa bermanfaat bagi masyarakat miskin?<\/p>\n<p>Jawabannya &#8216;pada prinsipnya, ya&#8217;.
