{"id":5109,"date":"2011-11-23T05:58:08","date_gmt":"2011-11-23T05:58:08","guid":{"rendered":"http:\/\/www.forestsnews.org\/?p=5109"},"modified":"2018-02-07T15:33:49","modified_gmt":"2018-02-07T08:33:49","slug":"negara-negara-asia-pasifik-harapkan-ada-keputusan-pembiayaan-redd-di-durban","status":"publish","type":"post","link":"https:\/\/www.forestsnews.org\/id\/5109\/negara-negara-asia-pasifik-harapkan-ada-keputusan-pembiayaan-redd-di-durban","title":{"rendered":"Negara-negara Asia Pasifik harapkan ada keputusan pembiayaan REDD+ di Durban"},"content":{"rendered":"<p>BOGOR, Indonesia (23 November 2011) _ Negara-negara di wilayah Asia Pasifik berharap akan mendapatkan keputusan mengenai pembiayaan mekanisme REDD+, yaitu pengurangan emisi dari deforestasi dan degradasi hutan, di konferensi perubahan iklim PBB di Durban, demikian dikatakan anggota tim negosiasi, walaupun kecil harapan akan tercapai perjanjian paying global di pertemuan tersebut.<\/p>\n<p>\u201cKami berharap pembiayaan jangka panjang yang menyokong pelaksanaan REDD+ dapat diputuskan secepat mungkin,\u201d ujar Dr. Chunfen Wang, kepala tim negosiasi urusan kehutanan yang mewakili Administrasi Kehutanan Negara Cina di U.N. Framework Convention on Climate Change (UNFCCC). Hasil-hasil konkret untuk REDD+ akan sulit dicapai di putaran negosiasi ini karena skema tersebut sangat terkait dengan isu-isu relevan lainnya, kata Dr. Wang dalam surel ke Forests blog yang dikelola Center for International Forestry Research (CIFOR).<\/p>\n<p>REDD+ memerlukan perjanjian internasional yang mengikat target pengurangan emisi untuk menciptakan permintaan kredit karbon hutan supaya dapat mengurangi deforestasi di negara-negara berkembang secara signifikan, menurut para ahli. Para juru runding perubahan iklim yang akan menghadiri pertemuan di Durban, Afrika Selatan dari tanggal 28 November sampai 9 Desember akan memusatkan diskusi untuk menentukan apa yang akan terjadi setelah Protokol Kyoto, yaitu kesepakatan global untuk membatasi emisi gas rumah kaca, berakhir di tahun 2012.<\/p>\n<p>Tantangan utama untuk kemajuan nyata di Durban adalah berkisar seputar pertanyaan \u201capakah negara maju bersedia untuk maju dengan komitmen kedua Protokol Kyoto,\u201d kata Dr. Wang. India juga menyebutkan dorongan menuju \u201cKyoto II\u201d sebagai kendala utama yang dapat menghambat negosiasi perubahan iklim, menurut Vitay R.S. Rawat, anggota tim negosiasi dari negara Asia Selatan tersebut.<\/p>\n<p>Meskipun status pembiayaan REDD+ saat ini \u201cmasih disandera\u201d oleh kerangka payung mitigasi perubahan iklim yang mengikat, ada pilihan-pilihan lain untuk terus melangkah, kata Antonio La Vi\u00f1a, fasilitator perundingan REDD+ di pertemuan UNFCCC (lihat video wawancara <a href=\"http:\/\/www.forestsnews.org\/4861\/3-sticking-points-to-tackle-on-redd-in-durban-says-facilitator\/\">di sini<\/a>). Hal ini mencakup pembiayaan multilateral dan bilateral serta partisipasi sektor swasta, misalnya sebagai bagian dari program tanggung jawab sosial mereka.<\/p>\n<p>Terlepas dari keputusan mengenai pembiayaan REDD+, India berharap pertemuan Durban dapat menghasilkan kemajuan di aspek-aspek metodologi, termasuk sistem pengaman, atau <em>safeguards<\/em>, kata Rawat. Perundingan perubahan iklim di Cancun tahun lalu memberikan mandat pembuatan mekanisme <em>safeguards<\/em> guna memastikan perlindungan hak-hak masyarakat lokal dan adat serta menjamin keterlibatan mereka dalam pengambilan keputusan terkait REDD+. Australia berharap dapat melihat kemajuan dalam sistem informasi <em>safeguards<\/em> dan tingkat referensi perhitungan karbon di Durban, ujar Louise Hand, duta besar perubahan iklim negara tersebut.<\/p>\n<p><strong>Menunda kesepakatan global untuk perubahan iklim?<\/strong><\/p>\n<p>Pemerintah negara-negara ekonomi terkaya di dunia \u201csecara pribadi mengakui bahwa tidak akan ada kesepakatan perubahan iklim global yang akan dicapai sebelum 2016,\u201d harian Inggris <a href=\"http:\/\/www.guardian.co.uk\/environment\/2011\/nov\/20\/rich-nations-give-up-climate-treaty?newsfeed=true\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">the Guardian<\/a> melaporkan, tanpa menyebutkan sumber informasi. Negara-negara termasuk Amerika Serikat, Jepang dan Rusia telah mengatakan bahwa mereka tidak akan menandatangani konsensus internasional dengan aturan serupa dengan Kyoto, yang membebaskan negara-negara berkembang dari ikatan target pengurangan emisi.
