Tetapi dalam realitasnya, bagaimana ambisi besar ini dapat terwujud?<\/p>\n<p>Dalam praktiknya, aksi iklim menciptakan daya tarik di tingkat lapangan \u2013 seperti dalam istilah <a href=\"http:\/\/www.landscapes.org\/rubber-hits-road-achieving-climate-goals-glf-2016-marrakesh\/\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">\u2018di mana karet menyentuh aspal\u2019<\/a>, \u2014 dan upaya ini mengharuskan adanya kolaborasi berbagai pemangku kepentingan.<\/p>\n<p>Pemerintah pusat dan daerah makin terlibat dalam aksi perubahan iklim terutama pada sektor pemanfaatan lahan dan kehutanan. Sementara peran aktor non-negara, termasuk kelompok adat (yang seringkali memiliki dan mengelola wilayah penting), organisasi non-pemerintah dan sektor swasta, juga makin besar.<\/p>\n<p>Bagaimana upaya berbagai kelompok ini dikoordinasikan dengan baik dalam mencapai ikrar nasional dan internasional, sebagai bentuk aksi nyata untuk perubahan iklim?<\/p>\n<div class='short-image short-image--left'>\n\t\t\t\t<a class='fancybox-image GTMshortImage' href='' target='_self'>\n\t\t\t\t\t<div class='short-image__thumb'>\n\t\t\t\t\t\t<img src='' width='260'>\n\t\t\t\t\t<\/div>\n\t\t\t\t\t<div class='short-image__type'><h3><\/h3><\/div>\n\t\t\t\t\t<div class='short-image__title'><h4><\/h4><\/div>\n\t\t\t\t<\/a>\n\t\t\t<\/div>\n<p><strong>Dunia yang politis<\/strong><\/p>\n<p>Anne Larson, Ilmuwan Utama <a href=\"\/\/www.cifor.org\/\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">Pusat Penelitian Kehutanan Internasional <\/a> (CIFOR) juga berperan sebagai kepala tim penelitian mengenai masalah ini di lima negara yang merupakan bagian <a href=\"\/\/www.cifor.org\/gcs\/\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">Penelitian Komparatif REDD+ Global<\/a>, termasuk dua penelitian nasional mengenai pemantauan, pelaporan dan verifikasi (MRV).<\/p>\n<p>Ia menyatakan, bahkan terkait masalah teknis seperti MRV, ketegangan politik antar para pemangku kepentingan muncul secara horisontal maupun vertikal, ketika mencoba mewujudkan gagasan menjadi kenyataan. Memang tidak seharusnya menjadi hambatan, namun menunjukkan bahwa kita perlu melakukan pendekatan berbeda.<\/p>\n<p>\u201cKita tidak dapat mengabaikan realitas politik,\u201d katanya. \u201cKita punya banyak gagasan besar, meski seringkali terdengar bagus secara teknis, kita selalu terbentur kenyataan ketika turun ke lapangan dan mulai mencoba mengimplementasikannya.\u201d<\/p>\n<p>\u201cPolitik bisa baik atau buruk, ini fakta. Kita perlu menerimanya dan belajar bekerja dalam realitas ini.\u201d<\/p>\n<p>Pham Thu Thuy, ilmuwan CIFOR lain yang terlibat dalam penelitian ini, menyatakan bahwa penelitiannya di Vietnam menemukan bahwa politik tidak hanya mempengaruhi koordinasi, tetapi juga membentuk persepsi tujuan dan tantangan di berbagai tingkat pemerintahan.<\/p>\n\n<p>\u201cBeda tingkat mempersepsi masalah secara berbeda. Mereka juga mendefinisikan masalah berdasar persepsi dan kepentingan politik mereka,\u201d kata Thuy.<\/p>\n<p>Jawaban untuk mengkoordinasikan perbedaan tersebut, katanya, adalah dengan pendekatan bentang alam.<\/p>\n<p>\u201cKita perlu menyadari kondisi politik seperri ini dan berpikir bagaimana menyatukan setiap informasi dan setiap kelompok aktif agar kebijakan bisa berjalan,\u201d katanya.<\/p>\n<p>\u201cDan untuk sistem pemanfaatan lahan, saya pikir, jika kita ingin ini berjalan, seharusnya berada pada tingkat bentang alam.\u201d<\/p>\n<p><strong>Melihat dari persepsi bentang alam<\/strong><\/p>\n<p>Pada <a href=\"http:\/\/www.landscapes.org\/glf-marrakesh\/\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">Forum Bentang Alam Global di Marrakesh<\/a>, aktor subnasional dan non-pemerintah diundang untuk berbagi pandangan menyoal katalisasi aksi di lapangan.<\/p>\n<p>\u2018Aktor non-negara\u2019 termasuk peneliti, masyarakat sipil dan kelompok masyarakat lain, meskipun melalui perundingan iklim global akhir-akhir ini lebih mengarah pada sektor swasta.<\/p>\n<div class='short-image short-image--left'>\n\t\t\t\t<a class='fancybox-image GTMshortImage' href='' target='_self'>\n\t\t\t\t\t<div class='short-image__thumb'>\n\t\t\t\t\t\t<img src='' width='260'>\n\t\t\t\t\t<\/div>\n\t\t\t\t\t<div class='short-image__type'><h3><\/h3><\/div>\n\t\t\t\t\t<div class='short-image__title'><h4><\/h4><\/div>\n\t\t\t\t<\/a>\n\t\t\t<\/div>\n<p>Dalam diskusi di GLF, Bruce Cabarle, Ketua Tim <a href=\"https:\/\/partnershipsforforests.com\/\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">Kemitraan Hutan<\/a>, sebuah inisiatif investasi pemanfaatan lahan dan hutan berkelanjutan, menyatakan bahwa kemitraan pemerintah-swasta-masyarakat adalah kunci penerapan pembelajaran di masa depan.<\/p>\n<p>\u201cPertanyaan lebih menarik adalah: Bagaimana kita membangun sinergi dan saling melengkapi antara skema sertifikasi sukarela dan regulasi pemerintah agar ini semua bisa saling memperkuat?\u201d tanyanya.<\/p>\n<p>Christoph Thies, aktivis hutan <a href=\"http:\/\/www.greenpeace.org\/international\/en\/\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">Greenpeace<\/a>, menyambut upaya kerjasama antar sektor, meski menekankan bahwa pemerintah harus menjadi pemimpinnya.<\/p>\n<p>\u201cSektor swasta tidak boleh menggantikan peran dan tanggungjawab pemerintah,\u201d katanya.<\/p>\n<p>Bagi Thies, jawaban terletak pada kemampuan memahami faktor politik sebagai tantangan maupun peluang perubahan.<\/p>\n<p>\u201cHambatan teknis bisa diatasi,\u201d katanya. \u201cUntuk benar-benar mengelola bentang alam, diperlukan kemauan politik.\u201d<\/p>\n\n<p><strong>Praktik Lapangan<\/strong><\/p>\n<p>Dari perspektif pemerintah daerah, Fernando Sampaio, Direktur Eksekutif Komite Strategi PCI (Produksi, Konservasi  dan Pelibatan) Pemerintah di Mato Grosso, Brasil, mengakui pentingnya pelibatan sektor-swasta dan masyarakat sipil dalam aksi di tingkat lapangan.<\/p>\n<p>\u201cSektor swasta merupakan bagian penting proses ini, tetapi kita juga perlu melibatkan pemangku kepentingan lain yang terasingkan dari proses tersebut,\u201d katanya.<\/p>\n<p>Kelompok terasingkan seringkali mencakup masyarakat adat, yang hak lahannya tidak selalu diakui.
