Pusat Penelitian Kehutanan Internasional (CIFOR) menyambut ratifikasi dan penerapan Perjanjian Paris. Hal ini merupakan langkah besar menuju aksi iklim global yang efektif. Kami turut menyambut langkah maju pembayaran berbasis hasil REDD+ di Dana Iklim Hijau.<\/p>\n

Sektor lahan akan menjadi kunci mencapai tujuan di bawah 2 atau 1,5 derajat yang disepakati di Paris. Hal ini jelas tercermin dalam tujuan jangka panjang emisi nol bersih, Pasal 5 dan Pembukaan Perjanjian. Peran ini tidak terbatas pada hutan atau pertanian secara terpisah, namun untuk seluruh bentang alam. Perwujudannya akan menjadi aksi di lapangan oleh para petani, masyarakat lokal, pelaku usaha kecil dan menengah, serta aktor Negara dalam mendorong pencapaian tujuan dan hasil terkait iklim. Mitigasi dan adaptasi iklim juga akan mendapat manfaat dari aksi yang dilakukan di seluruh bentang alam.<\/p>\n

Kami menyerukan kepada para pemimpin dunia untuk mengutamakan solusi terintegrasi dalam memetik berbagai jasa ekosistem dari bentang alam utuh, produktif dan adaptif, serta meninggalkan retorika klise business-as-usual<\/em> konversi hutan (atau ekosistem) untuk pembangunan. Integrasi tujuan-tujuan tersebut secara selaras dalam kompleksitas dunia memerlukan pendekatan berbasis ilmu pengetahuan yang bertanggungjawab secara sosial, kultural dan lingkungan, serta mempertimbangkan kebutuhan seluruh pemangku kepentingan melalui partisipasi terbuka, jujur dan adil, serta berakar pada pengakuan atas hak.<\/p>\n

Pengalaman kami meneliti REDD+ selama 6 tahun menunjukkan bahwa tidak ada solusi abadi terkait hutan tropis ketika penghidupan masyarakat dalam hutan tidak terjaga atau meningkat. Keberlanjutan lingkungan global memerlukan keberlanjutan ekonomi lokal. Aksi di tingkat internasional diperlukan, dan aksi iklim internasional tersebut harus bisa menjawab kebutuhan masyarakat bergantung hutan ketika diimplementasikan di lapangan.<\/p>\n

Menyoroti perundingan di Marrakesh, kami prihatin bahwa masyarakat iklim internasional tidak berhasil menyepakati langkah konkret terkait item agenda pertanian. Pendekatan yang mengatur pertanian sebagai penyebab utama deforestasi menjadi esensial sebagai bentuk langkah maju implementasi Perjanjian Paris dan mencapai perubahan transformasional, selain juga penting dalam menjamin keamanan pangan dan perlindungan hak pada tingkat internasional.<\/p>\n

Kami menyambut peta jalan yang telah disepakati di Marrakesh, sebagai sebuah langkah maju dalam menyusun buku-aturan implementasi Perjanjian Paris. Kami berharap bisa melihat upaya ini tuntas pada 2018, khususnya pada topik mengenai penghitungan komitmen kontribusi nasional (NDC), adaptasi dan komunikasi, transparansi dan kepatuhan. Kami berharap upaya ini akan mendorong para pihak menetapkan langkah-langkah untuk mempertinggi tujuan dan sasarannya. Dalam upaya ini, para pemimpin dunia perlu menekankan pentingnya pemanfaatan ilmu pengetahuan dan bukti sebagai kunci penilaian dan pemantauan performa NDC dalam kebijakan dan praktik, di berbagai sektor dan tingkat pemerintah.<\/p>\n

Kami mendorong negara-negara menyempurnakan NDC, meningkatkan target dan mengoperasionalkan tujuan iklim yang telah disepakati, serta mewujudkannya dalam kerangka multi-fungsi tujuan bentang alam, rencana strategi yang jelas dan peta jalan aplikatif, rancangan akuntabilitas dan partisipasi efektif seluruh sektor dan tingkat pemerintah. Semua ini memerlukan kolaborasi dengan aktor non-negara (mulai dari sektor swasta hingga masyarakat sipil) yang terlibat, diiringi dengan penyempurnaan pengaturan transparansi, seraya bersungguh-sungguh menghindari dampak sosial dan lingkungan, khususnya terhadap petani, masyarakat desa dan adat.<\/p>\n\n","protected":false},"excerpt":{"rendered":"

While at FAO he also coordinated the Global Forest Resources Assessment, played a leading role in establishing the UN-REDD program and led the development of the Climate Smart Agriculture concept.
