{"id":4679,"date":"2011-11-03T09:00:31","date_gmt":"2011-11-03T09:00:31","guid":{"rendered":"http:\/\/www.forestsnews.org\/?p=4679"},"modified":"2015-12-18T11:36:21","modified_gmt":"2015-12-18T04:36:21","slug":"kementerian-kehutanan-harapkan-selesaikan-pedoman-safeguards-redd-akhir-november-2011","status":"publish","type":"post","link":"https:\/\/www.forestsnews.org\/id\/4679\/kementerian-kehutanan-harapkan-selesaikan-pedoman-safeguards-redd-akhir-november-2011","title":{"rendered":"Kementerian Kehutanan harapkan selesaikan pedoman safeguards REDD+ akhir November 2011"},"content":{"rendered":"<p>BOGOR, Indonesia (3 November, 2011)_Kementerian Kehutanan akan menyelesaikan pedoman <em>safeguards<\/em> REDD+ untuk Indonesia pada akhir November untuk memastikan hak-hak komunitas lokal, termasuk masyarakat adat, terjamin dalam penerapan mekanisme global ini.<\/p>\n<p>\u201cProses pembuatan dimulai pada bulan Februari,\u201d kata  Nur Masripatin, Direktur Standarisasi dan Lingkungan Hidup Kementerian Kehutanan pada lokakarya Norwegian Agency for Development Cooperation (NORAD), badan kerja sama pembangunan Norwegia, dengan lembaga-lembaga swadaya masyarakat, Acara tersebut dilaksanakan pada tanggal 19-20 Oktober 2011 di kantor Center for International Forestry Research (CIFOR) di Bogor.<\/p>\n<p>Sistem Informasi REDD+ <em>Safeguards<\/em> (<em>Information System on REDD+ Safeguards<\/em> atau ISS-REDD+) penting untuk menerjemahkan panduan pelaksanaan mekanisme tersebut di tingkat global, yang dibuat oleh UNFCCC, ke tingkat nasional dengan memperhitungkan kebijakan masing-masing negara serta kearifan lokal. Pedoman <em>safeguards<\/em> atau pengaman untuk Indonesia ini dibuat untuk memenuhi salah satu keputusan negosiasi perubahan iklim COP16 tahun lalu di Cancun.<\/p>\n<p>\u201c<em>Safeguards<\/em> sifatnya unik karena adopsi dan implementasinya merupakan hasil dialog dan debat antara pelaku-pelaku yang berkepentingan di negara bersangkutan,\u201d kata Bernadinus Steni dari HuMa, sebuah perkumpulan untuk pembaharuan hukum berbasis masyarakat dan ekologis.<\/p>\n<p>Proses pembangunan sistem informasi ini dilakukan melalui konsultasi dan koordinasi dengan berbagai pihak di seluruh Indonesia agar pedoman yang dihasilkan dapat bersifat adaptif, kata Nur. \u201cKeanekaragaman suku dan kultur budaya, termasuk beragamnya hukum adat yang mengatur pengelolaan hutan, kami coba adopsi.\u201d<\/p>\n<p>Pedoman <em>safeguards<\/em> ini akan berlaku secara nasional, kata Nur.  Sistim ini mewajibkan para pelaksana proyek-proyek REDD+ untuk mendapatkan <em>Free, Prior and Informed Consent<\/em> (FPIC), yaitu persetujuan dari masyarakat tanpa paksaan dan dengan informasi yang cukup sebelum ada pengambilan keputusan penentuan yang mempengaruhi tanah dan sumber daya alam mereka. \u201cSistem ini dibuat jelas agar informasi dapat transparan bagi publik,\u201d tambah Nur.<\/p>\n<p>REDD+ adalah salah satu skema untuk mengurangi deforestasi dan degradasi hutan serta memperlambat laju perubahan iklim. Mekanisme ini adalah salah satu alat utama Indonesia untuk mengurangi emisi gas rumah kaca, yang sebagian besar berasal dari perubahan tata guna lahan dan sektor
