{"id":44982,"date":"2016-10-21T12:00:49","date_gmt":"2016-10-21T05:00:49","guid":{"rendered":"http:\/\/www.forestsnews.org\/?p=44982"},"modified":"2016-10-19T13:52:55","modified_gmt":"2016-10-19T06:52:55","slug":"penelitian-hutan-pohon-dan-agroforestri-melangkah-maju-satu-tahap","status":"publish","type":"post","link":"https:\/\/www.forestsnews.org\/id\/44982\/penelitian-hutan-pohon-dan-agroforestri-melangkah-maju-satu-tahap","title":{"rendered":"Penelitian Hutan, Pohon dan Agroforestri melangkah maju satu tahap"},"content":{"rendered":"<p>Dalam dunia yang oleh sebagian orang disebut sebagai masyarakat \u2018pasca-kebenaran\u2019, sangat disayangkan peran produk ilmu pengetahuan seringkali  <a href=\"https:\/\/www.theguardian.com\/environment\/climate-consensus-97-per-cent\/2016\/oct\/06\/pew-survey-republicans-are-rejecting-reality-on-climate-change\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">dipertanyakan<\/a> dalam <a href=\"http:\/\/www.economist.com\/news\/briefing\/21706498-dishonesty-politics-nothing-new-manner-which-some-politicians-now-lie-and?frsc=dg%7Ca\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">politik saat ini<\/a>. Perdebatan menyeruak di tengah langkanya investasi dana publik dalam karya akademis: Benarkan penelitian menjadi jalan efektif dalam memberi kemanfaatan di dunia nyata? Adakah jalan lebih bernilai untuk mencapai tujuan politik?<\/p>\n<p>Di saat seperti ini, kita perlu berdiri membela ilmu pengetahuan dan penelitian, serta dampak penting yang dapat \u2013 dan harus \u2013 diberikan dalam jangka pendek dan panjang. Terlalu banyak yang dipertaruhkan dalam oportunisme politik kontemporer. Dalam latar suram ini, dengan bangga saya menyampaikan kondisi terkini penelitian penting CIFOR dan para mitranya.<\/p>\n<p>Program Penelitian <a href=\"http:\/\/foreststreesagroforestry.org\/landscapes-livelihoods-governance-cgiar-research-program-on-forests-trees-and-agroforestry-annual-report-2015\/\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">Hutan, Pohon dan Agroforestri <\/a>(FTA) CGIAR merupakan program penelitian internasional terbesar di bidangnya. <a href=\"http:\/\/foreststreesagroforestry.org\/landscapes-livelihoods-governance-cgiar-research-program-on-forests-trees-and-agroforestry-annual-report-2015\/\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">Pada 2015, lebih dari 200 peneliti FTA menghasilkan lebih dari 600 publikasi FTA<\/a><u>,<\/u> dan sebanyak 80% dapat diakses secara terbuka. Lebih dari 50.000 orang dilatih. Masyarakat luas dijangkau melalui berbagai program kegiatan, situs-web dan media sosial. Sejak 2011, FTA menghasilkan penelitian dan menciptakan perbedaan bagi bentang alam, penghidupan dan tata kelola di seluruh wilayah.<\/p>\n<p>FTA bekerja dalam rentang lebar sistem berbasis pohon dan bentang alam wilayah tropis \u2013 dari agroforestri skala kecil hingga perlindungan dan pemanfaatan hutan hujan tersisa secara berkelanjutan, misalnya:<\/p>\n<ul>\n<li>Devolusi tata kelola hutan di Kenya;<\/li>\n<li><a href=\"http:\/\/foreststreesagroforestry.org\/multiple-ways-for-congo-basin-forests-to-flourish\/\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">Rekonsiliasi ragam pemanfaatan hutan di daerah aliran sungai Kongo<\/a>;<\/li>\n<li>Agroforestri dan kehutanan berkelanjutan di Sulawesi, Indonesia.;<\/li>\n<li>Data tepercaya untuk mengatasi perubahan iklim;<\/li>\n<li><a href=\"http:\/\/foreststreesagroforestry.org\/what-will-it-take-to-make-sustainable-palm-oil-the-norm\/\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">Rantai nilai berkelanjutan untuk sawit<\/a>; dan<\/li>\n<li>Integrasi aspek jender di seluruh penelitian.<\/li>\n<\/ul>\n<p>Itu semua hanyalah sebagian area kerja FTA, ketika penelitian memberi dampak pada penghidupan yang paling rentan dan tidak diuntungkan.<\/p>\n<div class='short-quote'>\n\t\t\t<blockquote>\n\t\t\t\t<p><\/p>\n\t\t\t\t<footer>\n\t\t\t\t\t<cite title='Source Title'><\/cite>\n\t\t\t\t<\/footer>\n\t\t\t<\/blockquote>\n\t\t<\/div>\n<p>Kami berkewajiban mengembalikan investasi publik dalam bentuk laporan program yang didanai terutama dari anggaran pembangunan internasional. Estimasi dampak nyata FTA sejauh ini meliputi:<\/p>\n<ul>\n<li>Sekitar 1,2 juta ha deforestasi terhindarkan dan 1 juta ha degradasi dapat dicegah;<\/li>\n<li><a href=\"http:\/\/foreststreesagroforestry.org\/infographic-cifor-and-cirad-making-a-difference\/\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">Lebih dari 20 juta ha<\/a>\u00a0hutan di Afrika dan Amerika Latin dikelola lebih baik;<\/li>\n<li>Definisi legal agroforesti di Peru berubah, dan secara positif mempengaruhi 2 juta orang dan 4,5 juta ha Amazon Peru; dan<\/li>\n<li>Di Sahel, hasil panen tanaman pangan meningkat 15-30 persen, dan penghasilan petani meningkat (?) 200$ per tahun.<\/li>\n<\/ul>\n<p>Pencapaian ini tidak mungkin terjadi tanpa kemitraan kokoh di antara organisasi penelitian kehutanan terkemuka.<\/p>\n<p><a href=\"\/\/www.cifor.org\/\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">Pusat Penelitian Kehutanan Internasional (CIFOR) <\/a>memimpin program dalam kemitraan bersama <a href=\"http:\/\/www.cirad.fr\/en\/\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">Pusat Penelitian Pertanian untuk Pembangunan <\/a>(CIRAD), <a href=\"http:\/\/www.bioversityinternational.org\/\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">Keragaman Hayati Internasional<\/a>, <a href=\"http:\/\/catie.ac.cr\/\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">Pusat Penelitian Pertanian Tropis, Pusat Penelitian Pendidikan Tinggi <\/a>(Centro Agron\u00f3mico Tropical de Investigaci\u00f3n y Ense\u00f1anza, CATIE), <a href=\"http:\/\/ciat.cgiar.org\/\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">Pusat Penelitian Pertanian Tropis<\/a><u> Internasional<\/u> (CIAT) dan <a href=\"http:\/\/worldagroforestry.org\/\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">Pusat Penelitian Agroforestri Dunia<\/a> (ICRAF). Pada tahap berikut, <a href=\"http:\/\/www.tropenbos.org\/\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">Tropenbos International<\/a> serta <a href=\"http:\/\/www.inbar.int\/\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">Jaringan Bambu dan Rotan Internasional<\/a> (INBAR) akan bergabung.<\/p>\n<p>Tidak kalah penting, <a href=\"http:\/\/foreststreesagroforestry.org\/landscapes-livelihoods-governance-cgiar-research-program-on-forests-trees-and-agroforestry-annual-report-2015\/\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">banyak donor mendukung kerja kami<\/a>.<\/p>\n<p>Lalu, ke mana tujuan berikut?<\/p>\n<p>Kini kami bersiap untuk memasuki <a href=\"http:\/\/foreststreesagroforestry.org\/forests-trees-and-agroforestry-landscapes-livelihoods-and-governance\/\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">FTA tahap 2<\/a> periode 2017-2022. <a href=\"http:\/\/www.cgiar.org\/about-us\/our-governance\/system-council\/\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">Dewan Penyantun CGIAR<\/a> telah <u>memasukkan<\/u> program enam tahun FTA dalam <a href=\"http:\/\/www.cgiar.org\/about-us\/our-programs\/\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">portofolio CGIAR<\/a> yaitu pada program penting keamanan pangan, tata kelola sumber daya alam dan pembangunan berkelanjutan. Hal ini berarti bahwa mitra dan donor meyakini FTA akan terus menghasilkan penelitian yang sangat relevan. Anggaran kami sekitar 80 juta dolar AS per tahun, dan akan dimanfaatkan agar FTA terus memberi dampak lebih baik bagi penghidupan dan bentang alam seluruh dunia.<\/p>\n<p>Mulai 2017, FTA akan memiliki lima proyek unggulan:<\/p>\n<ol>\n<li><strong>Sumber daya genetik pohon <\/strong>dalam rangka menjembatani celah produksi dan mendorong resiliensi;<\/li>\n<li>Meningkatkan kontribusi pohon dan hutan bagi\u00a0<strong>penghidupan petani;<\/strong><\/li>\n<li><strong>Rantai nilai dan investasi<\/strong>global berkelanjutan untuk mendukung konservasi hutan dan kesetaraan pembangunan;<\/li>\n<li><strong>Dinamika bentang alam<\/strong>, produktivitas dan resiliensi; serta<\/li>\n<li>Peluang mitigasi dan adaptasi hutan, pohon dan agroforestri terhadap <strong>perubahan iklim<\/strong>.<\/li>\n<\/ol>\n<p>Program tersebut dipandu tiga hipotesis besar:<\/p>\n<p><strong>Hipotesis tata kelola<\/strong>: Pengaturan tata kelola publik, swasta dan kelembagaan perlu ditransformasi dan diselaraskan dalam menciptakan lingkungan yang diperlukan agar sistem hutan, pohon dan agroforestri dapat berkontribusi sepenuhnya untuk mencapai Tujuan Pembangunan Berkelanjutan (SDG).<\/p>\n<p><strong>Hipotesis penghidupan<\/strong>: Terdapat lingkup investasi untuk mendorong peningkatan berarti bagi penghasilan, keamanan pangan dan nutrisi, serta resiliensi bagi sedikitnya 100 juta orang dalam menghadapi perubahan iklim. Hal ini mencakup akses lebih inklusif dan setara-jender, penyempurnaan tata kelola dan pemanfaatan lebih baik sistem hutan, pohon dan agroforestri.<\/p>\n<p><strong>Hipotesis timbal-balik<\/strong>: Memaksimalkan manfaat dalam keberagaman pemangku kepentingan pada tingkat pertanian hingga global membutuhkan pemahaman dan tata kelola timbal-balik aktif antara produksi pangan, serat, energi, air dan jasa lingkungan lain, regulasi iklim dan pemeliharaan keberagamaan hutan dan pohon dalam bentang alam.<\/p>\n<p>Nah, kini kita siap menghadapi tantangan FTA tahap berikutnya!<\/p>\n<p>Pada kesempatan ini, saya ingin memperkenalkan <a href=\"\/\/www.cifor.org\/press-releases\/dr-vincent-gitz-appointed-director-cgiar-research-program-forests-trees-agroforestry\/\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">Direktur baru kami, Dr. Vincent Gitz<\/a><u>,<\/u> yang akan bergabung dalam FTA dan CIFOR pada November 2016. Vincent membawa pengalaman mendalamnya bersama Komite Keamanan Pangan Dunia. Di organisasi tersebut ia mengkoordinasikan <a href=\"http:\/\/www.fao.org\/cfs\/cfs-hlpe\/en\/\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">Panel  Tingkat Tinggi Para Pakar Keamanan Pangan dan Nutrisi<\/a> \u2014 pengalaman yang sangat relevan untuk memimpin rumitnya koordinasi dalam FTA. Ia menggantikan <a href=\"\/\/www.cifor.org\/scientific-staff-detail\/984\/robert-nasi\/\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">Dr. Robert Nasi<\/a><u>,<\/u> yang memimpin FTA sejak kelahirannya dan kini memimpin seluruh penelitian CIFOR.<\/p>\n<p>Program Hutan, Pohon dan Agroforestri terlaksana berkat kesungguhan tim peneliti dan profesional, serta berbagai mitra pendana yang mempercayakan sumber daya mereka pada kami.
