Topik ini ditampilkan pada Kongres Konservasi Dunia IUCN di Hawai, Amerika Serikat 1-10 September lalu.<\/em><\/p>\n<p><em>Pusat Penelitian Kehutanan Internasional (CIFOR) tampil dalam beberapa panel dan sesi dalam kongres tersebut. Partisipasi CIFOR merupakan bagian dari kemitraan KNOWFOR dengan Program Hutan Bank Dunia (PROFOR) dan International Union for Conservation of Nature (IUCN). Kemitraan ini didanai Departemen Pembangunan Internasional Inggris (DFID).<\/em><\/p>\n<p><em>Habtemariam Kassa, peneliti CIFOR bertanya jawab dengan Kabar Hutan mengenai restorasi bentang alam hutan:<\/em><\/p>\n<p><strong>Penelitian apa yang dilakukan CIFOR terkait restorasi bentang alam hutan di Ethiopia?<\/strong><\/p>\n<p>Ethiopia menargetkan restorasi 15 juta hektare lahan dan hutan terdegradasi dalam 10 tahun ke depan. Ini mengharuskan peningkatan program restorasi yang telah dilakukan negara ini selama 20 tahun.<\/p>\n<p>Di Ethiopia ada dua jenis restorasi bentang alam besar: \u2018Eksklusi area\u2019 yaitu mengeluarkan orang dan ternak dari area terdeforestasi, agar bentang alam terehabilitasi, dan \u2018pengelolaan hutan partisipatoris\u2019 dengan melibatkan masyarakat mengelola hutan alam terdegradasi.<\/p>\n<div class='short-quote'>\n\t\t\t<blockquote>\n\t\t\t\t<p><\/p>\n\t\t\t\t<footer>\n\t\t\t\t\t<cite title='Source Title'><\/cite>\n\t\t\t\t<\/footer>\n\t\t\t<\/blockquote>\n\t\t<\/div>\n<p>Kami telah mengevaluasi pelaksanaan dua pendekatan selama dua dekade ini. Mengidentifikasi kekuatan dan keterbatasannya, serta memberi saran penyempurnaan yang menjadi pertimbangan serius pemerintah. Temuan penelitian kami juga dimanfaatkan memberi masukan informasi upaya pemerintah merevisi undang-undang kehutanan nasional \u2013 undang-undang yang belum diberlakukan. Dan kita berharap bisa segera dilakukan. Dalam UU baru, terjadi pergeseran besar dari tata kelola hutan terfokus proteksi menuju pengakuan terhadap hak masyarakat, tanpa mengorbankan jasa lingkungan.<\/p>\n<p><strong>Pelajaran apa yang ditawarkan Ethiopia untuk negara lain yang hendak menerapkan program restorasi bentang alam?<\/strong><\/p>\n<p>Ethiopia memiliki pengalaman khusus memobilisasi dan melibatkan masyarakat dalam restorasi bentang alam. Delapan puluh persen warga Ethiopia tinggal di desa dan bergantung pada bentang alam. Dalam beberapa tahun terakhir, selama musim kering setelah panen, petani kecil meluangkan 20 hingga 30 hari kerja untuk merestorasi lahan pertanian atau hutan.<\/p>\n<p>Masyarakat berpartisipasi dalam restorasi, meski fokusnya pada konservasi, dengan sedikit fokus pada opsi menjaga dan meningkatkan penghidupan masyarakat di bentang alam terestorasi. Sebagian besar biaya restorasi berasal dari masyarakat dalam hal tenaga mereka. Kini masyarakat menuntut manfaat ekonomi lebih dan kendali atas lahan terestorasi.<\/p>\n<div class='short-image short-image--left'>\n\t\t\t\t<a class='fancybox-image GTMshortImage' href='' target='_self'>\n\t\t\t\t\t<div class='short-image__thumb'>\n\t\t\t\t\t\t<img src='' width='260'>\n\t\t\t\t\t<\/div>\n\t\t\t\t\t<div class='short-image__type'><h3><\/h3><\/div>\n\t\t\t\t\t<div class='short-image__title'><h4><\/h4><\/div>\n\t\t\t\t<\/a>\n\t\t\t<\/div>\n<p>Jika ini tidak berubah, ada risiko masyarakat tak mau lagi terlibat dan degradasi berlanjut. Jika pemerintah ingin mendorong program ini ke tingkat nasional, kami menyarankan perlunya konsultasi serius dengan masyarakat. Selain itu perlu pelibatan alami dalam hal mengartikulasikan tujuan memaksimalkan manfaat bentang alam bagi masyarakat dan menyeimbangkan perolehan ekonomi dengan hasil konservasi.<\/p>\n<p>Kejelasan mengenai kepemilikan lahan juga penting. Pada saat ini, lahan terestorasi tetap milik negara. Negara dapat merealokasikan pada pengguna lain, katakanlah setelah 15 hingga 20 tahun upaya restorasi masyarakat tertentu. Hal ini menciptakan ketidakjelasan tenurial, dan masyarakat tidak mau lagi berinvestasi dalam restorasi bentang alam karena mereka khawatir lahan direnggut dari mereka setiap saat.<\/p>\n<p>Jadi ketika kita merehabilitasi hutan masyarakat, hak dan tenurial masyarakat perlu diletakkan secara jelas. Hingga saat ini, hanya ada dua jenis kepemilikan lahan yang diakui di Ethiopia \u2013 hutan swasta dan hutan negara. Berita baiknya adalah rancangan undang-undang hutan mengakui jenis ketiga \u2013 kepemilikan hutan masyarakat. Kami memiliki hubungan kerja yang bagus dengan pemerintah dan gembira bisa berkontribusi dalam revisi undang-undang hutan. Jika UU ini disetujui, beberapa keterbatasan yang tadi saya ungkapkan berpotensi teratasi.<\/p>\n<p>Pada akhirnya, Ethiopia menawarkan peringatan mengenai pentingnya perencanaan yang baik. Meski menanam jutaan dan jutaan pohon setiap tahun melalui mobilisasi masyarakat di bawah inisiatif restorasi bentang alam, tindakan lanjutannya masih lemah. Jadi saya pikir, pelajaran pentingnya adalah bagaimana penanaman pohon lebih sistematis, berbasis pengetahuan.<\/p>\n<div class='short-image short-image--left'>\n\t\t\t\t<a class='fancybox-image GTMshortImage' href='' target='_self'>\n\t\t\t\t\t<div class='short-image__thumb'>\n\t\t\t\t\t\t<img src='' width='260'>\n\t\t\t\t\t<\/div>\n\t\t\t\t\t<div class='short-image__type'><h3><\/h3><\/div>\n\t\t\t\t\t<div class='short-image__title'><h4><\/h4><\/div>\n\t\t\t\t<\/a>\n\t\t\t<\/div>\n<p>Setiap tahun pohon ditanam, tetapi tidak seorang pun datang dan memeriksa tingkat hidupnya. Asesmen kami menunjukkan bahwa pohon ditanam oleh petani kecil di lahan mereka memiliki tingkat hidup lebih tinggi, sementara penanaman pohon yang dikelola pemerintah menunjukkan tingkat hidup sangat rendah. Setiap tahun pemerintah melaporkan miliaran bibit ditanam di lahan masyarakat. Tetapi karena tenurial tidak jelas, pohon itu tidak dimiliki siapapun! Jadi baru saja ditanami, seringkali terlihat ternak makan di lahan tersebut.<\/p>\n<p>Oleh karena itu perlu sekali berhati-hati merencanakan dalam identifikasi jenis pohon, tujuan, hingga siapa yang bertanggungjawab menjaga bibit mendapat perawatan lanjutan, agar tingkat hidup meningkat dan bibit menjadi pohon. Upaya ini membutuhkan kejelasan tenurial dan pengaturan pembagian manfaat bersih antara negara dan aktor lain, khususnya masyarakat yang mengelola dan memanfaatkan lahan tempat pohon ditanam. Inilah masalah-masalah yang kami coba angkat bersama kementerian.<\/p>\n<p>Saya merasa ini peluang besar yang hilang, karena tidak mudah selama bertahun-tahun memobilisasi masyarakat, namun dengan tingkat keberhasilan yang rendah.<\/p>\n<p>Ethiopia memberi pelajaran berharga untuk disebarkan dalam hal meyakinkan masyarakat menginvestasikan tenaga kerja mengelola bentang alam mereka dan sepakat untuk melakukannya secara gotong-royong.
