Hutan tanaman berskala industri memperluas cakupan produk, dari fokus tradisional pada kayu menuju bioenergi, hingga jasa lingkungan. Perubahan ini terjadi berbarengan dengan pesatnya ekspansi wilayah hutan tanaman industri. Meskipun masih sedikit diketahui seberapa berkembang kepentingan investor institusional dalam hal tanggungjawab sosial dan lingkungan. Tren ini juga didukung oleh berkembangnya Timberland Investment Management Organizations<\/em> yang mengelola asset perkebunan besar milik investor institusional.<\/p>\n

Perubahan ini menjadi penanda tumbuhnya rasa tanggungjawab investor \u2013 akan tetapi hal itu juga mungkin menunjukkan bahwa investor memahami sesuatu yang esensial: praktik lebih berkelanjutan dalam investasi berarti keuntungan lebih aman dan lebih lestari. Kesadaran ini menjadi penting sejalan dengan meningkatnya portofolio hutan tanaman karena performa kontra-siklikal dan pemasukan relatif stabil. Nilai aset hutan tanaman diperkirakan mencapai 80 milyar dolar AS, kini berada di bawah pengawasan investasi. Angka yang sulit diabaikan begitu saja.<\/p>\n

Tetapi prospek menggiurkan bisnis ini dapat menguap begitu saja jika misalnya terjadi konflik di lapangan, atau suplai air tercemar. Pertimbangan itu dan risiko-risiko lain, secara logis mengarah pada elaborasi sejumlah klausul dalam mekanisme Investasi Berkelanjutan dan Bertanggungjawab sektor kehutanan serta peluang aplikasinya pada hutan hutan tanaman berskala industri. Fungsi mekanisme tersebut adalah untuk membantu mempertimbangkan apakah operasi akan \u201cbebas-risiko\u201d, khususnya dalam bertumbuhnya ekonomi.<\/p>\n

Medan investasi lebih terlihat seperti belantara yang bertumbuh, dengan sepertiga aset yang terkelola secara profesional dikualifikasikan sebagai \u201cberkelanjutan dan bertanggungjawab\u201d berdasarkan pada penerapan mekanisme yang ada. Sementara, kualitas mekanisme tersebut terentang dari yang besar dan umum, seperti kode perilaku internal, hingga yang fokus dan tegas, seperti yang berbasis standar multi-pemangku kepentingan dengan sertifikasi pihak ketiga.<\/p>\n

Demi kejelasan, dan untuk mengidentifikasi area penyempurnaan utama, satu tim peneliti dari Universitas Padova dan Pusat Penelitian Kehutanan Internasional (CIFOR) melakukan kajian terhadap mekanisme yang ada.<\/p>\n

Mekanisme yang Tepat<\/strong><\/p>\n

Tim ini berbekal dua tujuan: pertama untuk menciptakan basis data mekanisme SRI, dan kedua, menawarkan kerangka evaluasi kapasitas mekanisme dalam memberi penilaian. Memaparkan keberagaman mekanisme yang ada, masalah yang dijawab, dan bagaimana mekanisme tersebut melakukannya, adalah langkah pertama yang baik. Langkah lebih baik lagi, adalah dengan lebih dalam memahami kekuatan mekanisme, dan kecocokan dengan tujuan. Tugas terakhir ini dilakukan dengan mempertimbangkan sejumlah masalah yang tercakup dalam mekanisme, dan tingkat kontrol yang dimiliki dalam menjamin bahwa masalah yang ada dikaji secara tepat sepanjang proses. Hal ini penting agar tidak terjebak membahas terlalu banyak masalah tanpa kedalaman, atau tidak cukup masalah meskipun dibahas secara detail.<\/p>\n

Pada akhirnya, analisis 121 investasi dalam bertumbuhnya ekonomi menghasilkan basis data 50 mekanisme SRI yang kuat. Basis data tersebut digabungkan dengan fokus pada sejumlah perbedaan mekanisme, termasuk bagaimana mereka bekerja, pemerintahan yang mengatur, dan tingkat kontrol aplikasinya pada investasi tertentu. Hal tersebut sangat penting. Memang, hal ini meliputi upaya membedakan tampilan mulai dari deklarasi partisipasi semata hingga pengukuran teliti yang melibatkan akreditasi pihak ketiga. Dan kita tidak dapat berasumsi bahwa seluruhnya memberi hasil yang sama.<\/p>\n

Terlihat bahwa standar manajemen, kebijakan investasi bank dan sistem peringkat investasi menjadi bangunan mekanisme SRI; meski hal ini tidak mengungkap kapasitas mereka dalam menjamin praktik keberlanjutan dan bertanggungjawab terkait dengan investasi hutan industri. Berita baiknya adalah bahwa performa umum tertinggi ditemukan di antara perwakilan kategori tersebut, seperti Dewan Pemangku Hutan dan Standar Emas (standar manajemen), Kebijakan Hutan dan Perkebunan ABN AMRO (kebijakan investasi perbankan) dan RepRisk (pemeringkat investasi).<\/p>\n

Berita buruknya adalah bahwa hanya sedikit dari besarnya sampel mekanisme SRI yang secara spesifik menangani hutan industri. Malah, mereka cenderung memiliki cakupan sektoral luas mengenai kehutanan, dengan sedikit perhatian pada spesifikasi bisnis hutan tanaman. Aspek problematik lain adalah masalah utama seperti pengurangan kemiskinan, wilayah lindung atau pencegahan perambahan \u2013 yang jelas menenukan keberlanjutan dan kebertanggungjawaban investasi, pada tingkat tertentu \u2013 tidak ditemukan secara tepat dinilai oleh sampel mekanisme.<\/p>\n

Diperlukan Penyempurnaan<\/strong><\/p>\n

Temuan penelitian menyoroti secara tegas dua pesan dan wilayah penyempurnaan. Harus diakui, banyak yang telah dilakukan dalam mengembangkan mekanisme yang bertujuan memandu investasi ke arah praktik berkelanjutan dan bertanggungjawab ini. Gerakan ini perlu didorong. Tetapi kita belum sampai di sana, dan harus menyadari kelemahan dalam upaya-upaya tersebut bisa menyesatkan investasi dan mengorbankan keberlanjutan.<\/p>\n

Meskipun begitu, beberapa keberhasilan tercipta dan dapat menjadi sumber inspirasi bagi yang lain dalam lomba menuju puncak.
