Meningkatnya permukaan laut, kejadian cuaca ekstrim dan dampaknya pada keamanan pangan menjadi ancaman bagi negara-negara padat penduduk dengan pertumbuhan penduduk pesat di wilayah ini.<\/p>\n<p>Namun, Asia Pasifik juga memegang potensi terbesar mitigasi perubahan iklim dunia melalui reduksi emisi dari deforestasi dan degradasi hutan, serta konservasi dan tata kelola hutan berkelanjutan dan peningkatan stok karbon hutan. Sebuah inisiatif yang dikenal sebagai REDD+.<\/p>\n<p>Setelah <a href=\"http:\/\/unfccc.int\/paris_agreement\/items\/9485.php\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">Perjanjian Paris<\/a> menegaskan peran REDD+ dalam agenda perubahan iklim global, tantangan besar untuk bergerak maju adalah menemukan metoda akurat dan transparan dalam mengukur, melaporkan dan memverifikasi (MRV) kontribusi hutan dalam mengurangi emisi global.<\/p>\n<p>Pada <a href=\"\/\/www.cifor.org\/asia-pacific-rainforest-summit\/\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">Pertemuan Puncak Hutan Hujan Asia-Pasifik 2016<\/a> (APRS) di Brunei Darussalam, 3-4 Agustus lalu, para pemimpin negara sempat berbagi pengalaman perancangan sistem MRV.<\/p>\n<div class='short-image short-image--left'>\n\t\t\t\t<a class='fancybox-image GTMshortImage' href='' target='_self'>\n\t\t\t\t\t<div class='short-image__thumb'>\n\t\t\t\t\t\t<img src='' width='260'>\n\t\t\t\t\t<\/div>\n\t\t\t\t\t<div class='short-image__type'><h3><\/h3><\/div>\n\t\t\t\t\t<div class='short-image__title'><h4><\/h4><\/div>\n\t\t\t\t<\/a>\n\t\t\t<\/div>\n<p>Dalam sebuah sesi bertema \u2018<a href=\"\/\/www.cifor.org\/asia-pacific-rainforest-summit\/agenda-item\/day-1-wednesday-3-august-2016\/parallel-sessions\/keeping-track-of-forests-systems-for-monitoring-reporting-and-verification\/\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">Mencatat jejak hutan: sistem pengukuran, pelaporan dan verifikasi<\/a>\u2019, para pembicara berkesempatan membandingkan pengalaman dari Papua Nugini, Fiji, Indonesia dan Australia dalam mengembangkan sistem MRV nasional.<\/p>\n<p><strong>Pelopor Regional (dan Global) <\/strong><\/p>\n<p>Papua Nugini dan Kosta Rika merupakan pelopor global REDD+, diperkenalkan dengan konsep ini saat <a href=\"http:\/\/unfccc.int\/meetings\/montreal_nov_2005\/session\/6269.php\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">COP 11<\/a>, 2011. Sebagai pemilik hutan hujan tropis terluas ketiga dunia, setelah Amazon dan Basin Kongo, REDD+ sangat berpotensi dilaksanakan di Papua Nugini.<\/p>\n<p>Papua Nugini meluncurkan <a href=\"http:\/\/png-nfms.org\/portal\/\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">situs-web<\/a> publik untuk mendiseminasi informasi mengenai sistem pemantauan hutan nasional di tahun ini.<\/p>\n<p><a href=\"\/\/www.cifor.org\/asia-pacific-rainforest-summit\/speaker\/alfred-rungol\/\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">Alfred Rungol<\/a>, Manajer Pelaksana MRV Badan Pengembangan Perubahan Iklim Papua Nugini, berharap portal ini mendorong transparansi dan hasil lebih baik proses REDD+ di negaranya.<\/p>\n<p>\u201cPengembangan sistem pemantauan hutan nasional adalah elemen kunci REDD+,\u201d katanya saat <a href=\"http:\/\/www.slideshare.net\/CIFOR\/measurement-reporting-verification-system-in-papua-new-guinea-64725743\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">presentasi<\/a>. \u201cPNG perlu meningkatkan pemahaman mengenai hutan dan kapasitas pemantauan demi tata kelola berkelanjutan dan konservasi.\u201d<\/p>\n<p>Indonesia, pengadopsi awal sistem MRV di Asia Pasifik, menyusun sistem MRV terinci dengan mengembangkan informasi masa lalu, masa kini dan masa depan emisi dan serapan gas rumah kaca dari aktivitas berbasis lahan dalam <a href=\"http:\/\/www.incas-indonesia.org\/\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">Sistem Penghitungan Karbon Nasional Indonesia<\/a>, atau INCAS.<\/p>\n<div class='short-image short-image--left'>\n\t\t\t\t<a class='fancybox-image GTMshortImage' href='' target='_self'>\n\t\t\t\t\t<div class='short-image__thumb'>\n\t\t\t\t\t\t<img src='' width='260'>\n\t\t\t\t\t<\/div>\n\t\t\t\t\t<div class='short-image__type'><h3><\/h3><\/div>\n\t\t\t\t\t<div class='short-image__title'><h4><\/h4><\/div>\n\t\t\t\t<\/a>\n\t\t\t<\/div>\n<p><a href=\"\/\/www.cifor.org\/asia-pacific-rainforest-summit\/speaker\/haruni-krisnawati\/\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">Haruni Krisnawati<\/a> adalah pimpinan pengembangan teknis INCAS dan peneliti senior di Badan Penelitian, Pengembangan dan Inovasi Kementerian Lingkungan Hidup dan Kehutanan.<\/p>\n<p>Ia berbagi pengalaman bagaimana Indonesia mengembangkan INCAS sebagai langkah awal penting dalam mencapai target besar reduksi emisi gas rumah kaca (GRK) nasional.<\/p>\n<p>Dalam <a href=\"http:\/\/www.slideshare.net\/CIFOR\/keeping-track-of-forests-systems-for-measurement-reporting-and-verification-mrv-experience-from-the-indonesian-national-carbon-accounting-system\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">presentasinya<\/a>, Haruni menjelaskan, INCAS dirancang sebagai sistem penghitungan GRK \u2018tier 3\u2019. Artinya, INCAS diarahkan untuk mampu menerapkan metoda paling canggih merujuk pada <a href=\"http:\/\/www.ipcc-nggip.iges.or.jp\/public\/2006gl\/pdf\/0_Overview\/V0_1_Overview.pdf\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">panduan 2006<\/a> dari Panel Antar Pemerintah mengenai Perubahan Iklim, IPCC.<\/p>\n<p>Hal ini berarti bahwa INCAS menggunakan \u201cdata terukur dan terbaik yang tersedia,\u201d katanya. Termasuk data faktor emisi berbasis teknologi spesifik Indonesia.<\/p>\n<p><strong>Adakah Aplikasi Web untuk MRV? <\/strong><\/p>\n<p>Sementara itu, negara lain menghadapi tantangan lebih berat menetapkan sistem MRV Nasional.<\/p>\n<p><a href=\"\/\/www.cifor.org\/asia-pacific-rainforest-summit\/speaker\/samuela-lagataki\/\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">Samuela Lagataki<\/a>, Sekretaris Kementerian Perikanan dan Kehutanan Fiji, mengakui negaranya menghadapi tantangan serius dalam mendapatkan data dasar, selain pengukuran dan pengelolaan data.<\/p>\n<p>\u201cKami memiliki celah besar akibat kurangnya kapasitas,\u201d katanya.<\/p>\n<p>Tetapi, bantuan tersedia untuk Fiji dan negara lain dalam mencoba menandai kerumitan prosedur penetapan sistem MRV.IP<\/p>\n<div class='short-image short-image--left'>\n\t\t\t\t<a class='fancybox-image GTMshortImage' href='' target='_self'>\n\t\t\t\t\t<div class='short-image__thumb'>\n\t\t\t\t\t\t<img src='' width='260'>\n\t\t\t\t\t<\/div>\n\t\t\t\t\t<div class='short-image__type'><h3><\/h3><\/div>\n\t\t\t\t\t<div class='short-image__title'><h4><\/h4><\/div>\n\t\t\t\t<\/a>\n\t\t\t<\/div>\n<p>Inisiatif Observasi Hutan Global yang bermarkas di Australia telah merancang sebuah aplikasi bernama <a href=\"https:\/\/www.reddcompass.org\/frontpage\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">REDDcompass<\/a>. Aplikasi yang diluncurkan April tahun ini bertujuan memandu pengguna menjalani proses merancang sistem MRV sesuai kebutuhan spesifik nasional.<\/p>\n<p>Pada hari kedua Pertemuan, <a href=\"\/\/www.cifor.org\/asia-pacific-rainforest-summit\/speaker\/carly-green\/\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">Carly Green<\/a>, Manajer Metoda dan Panduan GFOI, memberi sedikit demonstrasi REDDcompass. Ia mengajak para pimpinan regional menjalani proses \u201cmendaki gunung MRV\u201d. Dimulai dari dasar penataan kelembagaan dan kebijakan, kemudian bergerak ke pengukuran dan estimasi, hingga mencapai tahap pelaporan dan verifikasi.<\/p>\n<p>Kini, GFOI bekerja sama dengan konsultan mengembangkan kerangka REDD+ di Laos. Diharapkan aplikasi REDDcompass dapat membantu menilai kemajuan dan mengidentifikasi prioritas pengembangan.<\/p>\n<p>\u201cSudah banyak negara mampu menggunakan data yang banyak tersedia.
