Membantu petani kelapa sawit skala kecil untuk mengarap lahannya secara lestari dirasakan krusial, karena akan membantu mencarikan solusi perbedaan antara pemerintah dan eksporter kelapa sawit guna memenuhi komitmen nol derofestasi, demikian suara dari para peserta Forum Bentang Alam Global<\/a>, 5 Desember di Paris.<\/p>\n

Dengan total 188 perusahaan kelapa sawit beroperasi di Indonesia <\/a> – merupakan yang terbesar di dunia \u2013 bergabung membentuk komitmen keberlanjutan, termasuk 61 perjanjian untuk mengambil bahan baku dari perkebunan bersih dari deforestasi, kata Pablo Pacheco, ilmuwan senior dari Pusat Penelitian Kehutanan Internasional (CIFOR).<\/p>\n

Bergabung dalam format ini lima perusahaan perdagangan kelapa sawit menjadi bagian dari Indonesian Palm Oil Pledge (IPOP).<\/a><\/p>\n

Namun, di akhir Agustus 2015 lalu, pemerintah secara terbuka menyatakan keberatan<\/a> terhadap komitmen industri tersebut.<\/p>\n

\u201cKami telah mendengarkan suara keberatan dari pemerintah beberapa bulan terhadap komitmen nol deforestasi<\/a>, sementara peluang ini dibangun atas dasar perspektif kedaulatan nasional dan kesetaraan,\u201d kata Pablo Pacheco.<\/p>\n\n

Sementara badan-badan pemerintahan tengah bekerja mencegah dampak negatif produksi kelapa sawit, dan moratorium baru tentang pengurangan kerusakan hutan primer dan lahan gambut bergerak di tempat, Pablo Pacheco mencatat bahwa badan-badan publik lainnya tengah berusaha mengembangkan industri membuat perangkat-perangkat baru seperti Crude Palm Oil (CPO) Supporting Fund.<\/p>\n

\u201cAda beberapa pemikiran bahwa komitmen nol deforestasi ini akan mengancam mata pencaharian petani kecil<\/a> yang ingin melibatkan CPO baru ini ke dalam pasar,\u201d katanya.<\/p>\n

CERITA POSITIF<\/strong><\/p>\n

Jeff Seabright, Chief Sustainability Officer dari Unilver mengatakan bahwa perusahaannya, produsen produk pangan dan kebutuhan rumah tangga di seluruh dunia, telah lama peka terhadap permintaan konsumen untuk lebih terlibat dalam isu keberlanjutan. Ia memberikan contoh proposal referensi pelarangan pengunaan kelapa sawit di Perancis.<\/p>\n

\u201cNamun kami belum dapat memenuhi permintaan tersebut karena kami tidak tahu bagaimana mengatasinya dari kesamaan sisi penawaran,\u201d ujarnya.<\/p>\n\n

Meski komitmen multinasional untuk memasok pasar konsumen di negara-negara maju dipandang sebagai pemaksaan negara Barat terhadap kedaulatan Indonesia, Unilever melihat bahwa bekerja sama dengan petani skala kecil merupakan suatu solusi.<\/p>\n

\u201cMenurut narasi saat ini, upaya untuk lebih lestari dalam rangka upaya kami mendekati sektor kelapa sawit akan menjadi negatif bagi petani kecil,\u201d katanya. \u201cIni bukan kepentingan nasional untuk melanjutkan ke arah itu.\u201d<\/p>\n

Sebaliknya, ia menambahkan, saat ini tergantung terhadap industri “bagaimana memberikan narasi yang lebih positif tentang pendekatan berbeda dan berkelanjutan serta lebih inklusif yang akan dapat meningkatkan pendapatan, hasil panen, namun tidak mengorbankan lagi hutan primer tropis.”<\/p>\n

PERBEDAAN PENDEKATAN<\/strong><\/p>\n

Kemiripan cara pendekatan disarankan oleh Petra Meekers, Direktur CSR dan Pembangunan Berkelanjutan Musim Mas, salah satu perusahaan yang bergabung dengan IPOP.<\/p>\n

\u201cJelas ada diskusi untuk bertindak lebih jauh, menghubungkan dengan pemerintah, tentang bagaimana dapat menyakinkan bahwa kita semua sedari awal mengiatkan sebidang lahan yang kita miliki, dan juga bagaimana kita bisa membantu pengaturan lain-lain, terutama bagi petani skala kecil, untuk mengunakan cara terbaik untuk tumbuh,\u201d katanya.<\/p>\n

Muncul juga di dalam diskusi akan perlunya perusahaan memberikan bantuan bagi para petani di sekitar lingkungan pabrik, karena semakin banyak petani kecil hidup dan bekerja di dalam hutan \u2013 yang artinya hanya intervensi pemerintah dalam skala besar yang dapat memberikan dampak atas kegiatan-kegiatan petani.<\/p>\n

Pemerintah dan sektor swasta kelihatannya tidak mempunyai pilihan selain bekerja sama jika kedua belah pihak ingin mencapai produksi kelapa sawit lestari serta tidak mengabaikan petani kecil di dalam proses.<\/p>\n

Pemerintah cenderung kurang memperhatikan perspektif pasar, menurut Tiur Rumondang, Direktur Eksekutif dari Indonesia Business Council for Sustainable Development. Secara kontras, tambahnya, perusahaan terfokus seluruhnya pada pemenuhan permintaan konsumen.<\/p>\n
