Perjanjian tersebut menyebutkan bahwa pemerintah harus membuat strategi nasional dan strategi propinsi untuk propinsi yang terpilih sebagai percontohan.<\/p>\n<p>Kalimantan Tengah juga bermaksud membangun sebuah badan pelaksana REDD+ di tingkat lokal serta unit yang melakukan pengukuran, memverifikasi dan melaporkan, atau yang lebih dikenal sebagai MRV, menurut Dohong pada pelatihan yang dihadiri oleh dua puluh jurnalis yang kebanyakan berasal dari Kalimantan. Strategi daerah ini juga akan melihat kemungkinan adanya kegiatan REDD+ di area penggunaan lain, atau APL, tidak hanya pada daerah yang diklasifikasikan sebagai hutan.<\/p>\n<p>\u201cKonsentrasi kegiatan masyarakat adanya di APL,\u201d kata Dohong. \u201cKalau mau melibatkan komunitas, REDD+ harus bisa dijalankan juga di kawasan non-hutan.\u201d<\/p>\n<p>Propinsi ini merancang strategi daerah berdasarkan pada sebuah rencana nasional \u201cyang hampir selesai\u201d, kata Dohong. \u201c Kami berharap strategi daerah REDD+ itu bisa menjadi contoh bagi propinsi-propinsi lain.\u201d<\/p>\n<p>Kalimantan Tengah memiliki hutan dan lahan gambut ketiga terbesar di antara propinsi-propinsi di Indonesia dan merupakan produsen emisi kedua terbesar akibat deforestasi dan perubahan tata guna lahan. Pemerintah Indonesia telah menyatakan bahwa delapan propinsi kaya-hutan lain, yaitu Aceh, Jambi, Riau, Sumatera Selatan, Kalimantan Barat, Kalimantan Timur, Papua dan Papua Barat, juga akan dibantu dalam menerapkan REDD+.<\/p>\n<p>Deforestasi, termasuk kebakaran lahan gambut dan penggunaan lahan lain, menghasilkan lebih dari 60 persen emisi gas rumah kaca Indonesia.
