SAO PAOLO, Brasil _ Virgilio Viana, salah satu penggerak dan penggagas isu perubahan iklim dan hutan hujan tropis, mengatakan optimismenya bahwa Brasil akan menyepakati kerangka kerja hukum nasional di tahun ini sehingga memberikan jalan bagi aliran sejumlah dana yang signifikan dari luar negeri ke Amazon.<\/p>\n

Uang tersebut akan ditujukan untuk REDD+, sebuah mekanisme perubahan iklim global untuk mengurangi emisi gas rumah kaca dari deforestasi dan degradasi hutan sekaligus konservasi dan pengelolaan hutan secara lestari (REDD+).<\/p>\n

\u201cTantangan terbesar saat ini berkaitan dengan pengadaan kerangka kerja hukum. Saat ini kami belum memiliki hukum pada tingkat negara bagian yang mengatur konsep pembayaran untuk jasa lingkungan dan berhubungan dengan karbon, agar dapat memiliki kontrak dan program yang dikembangkan di bawah kerangka kerja tersebut,\u201d demikian dikatakan Viana dalam sebuah wawancara. \u201cSaya optimis bahwa perubahan akan terjadi dalam tahun ini dan akan diteruskan ke tingkat Kongres (parlemen Brasil).\u201d<\/p>\n

Viana adalah direktur jenderal dari Yayasan Amazonas Sustainable Foundation yang mengelola Program Bolsa Floresta, proyek REDD tervalidasi mandiri yang pertama di Amazon, di mana masyarakat setempat diberikan penghargaan untuk melindungi hutan dan mengurangi emisi karbon dalam prosesnya. Proyek ini mencakup lebih dari 19 juta hektar hutan di Amazon dan menjangkau 32.000 anggota masyarakat.<\/p>\n

Norwegia telah menjanjikan sebanyak USD 1 miliar untuk Brazil’s Amazon Fund, yang bertujuan untuk penerapan REDD+ di lapangan. Sejumlah dana lebih besar mungkin akan tersedia jika Brasil menetapkan peraturan yang akan memberikan jalan untuk membuka pendanaan dari pasar karbon, apabila REDD+ dimasukkan ke dalam skema ganti rugi karbon internasional di masa mendatang.<\/p>\n

Viana mengatakan bahwa salah satu tantangan dalam mengembangkan kerangka kerja yang efektif adalah karena Brasil merupakan negara yang sangat heterogen secara ekologis, dengan wilayah savana, lahan kering dan hutan hujan tropis yang luas sepanjang garis pantai Atlantik, selain Amazon.<\/p>\n

\u201cSalah satu tantangannya adalah merancang sebuah sistem REDD yang berlaku di semua situasi dan kondisi yang bervariasi ini,\u201d ujar Viana.<\/p>\n

Tantangan lain adalah untuk menetapkan peran pada tingkat pemerintah yang berbeda \u2013 pemerintah pusat, negara bagian dan kotamadya \u2013 dan juga peran dari sektor swasta.<\/p>\n

\u201cHukum pemerintah pusat mengatur konsep dan kerangka kerja yang memayungi. Banyak peraturan yang harus diselesaikan oleh lembaga pemerintah pada tingkat pusat ataupun negara bagian. Menurut saya, untuk memperoleh mekanisme pembagian keuntungan yang tepat, kita harus memiliki mekanisme yang fleksibel untuk menghadapi semua realita yang ada di Brasil,\u201d ujar Viana.<\/p>\n
