Keinginan ini muncul pada saat selama berlangsungnya konferensi dua hari jejaring <em>social forestry<\/em> ASEAN atau <em>ASEAN social forestry network<\/em> di Brunei Darussalam, 21-22 Juni lalu.<\/p>\n<p>Menurut Gladi Hardiyanto, <em>community forest officer<\/em> dari Lembaga Ekolabel Indonesia, \u201cKonsep REDD+ saat ini harusnya mendahulukan SFM dalam pelaksanaan kegiatan. Jangan terbalik. SFM harusnya adalah payung dari REDD+.\u201d Manajemen hutan lestari merupakan konsep pengelolaan hutan lestari yang menjalankan fungsi ekologis dan fungsi ekonomis hutan dengan pelibatan masyarakat didalamnya. Saat ini SFM sukses dalam pelaksanaanya di bidang bisnis, yakni sebagai usaha untuk menunjukkan pelaksanaan bisnis yang sesuai kaidah lestari seperti model <em>reduced impact logging<\/em> (pembalakan berdampak rendah mengurangi dampak penebangan hutan) di perusahaan HPH. Akibatnya, konsep SFM bagi masyarakat hutan belum terkenal dan masih harus terus berjuang untuk membuktikan keberhasilan konsep ini.<\/p>\n<p>Bernadus Steni dari HUMA menyatakan bahwa SFM penting karena adanya perhatian akan unsur hak-hak masyarakat di dalam konsepnya. \u201cIndonesia sudah cukup responsif dalam menempatkan social forestry. Menteri kehutanan pernah berkata bahwa konsep REDD bukanlah ijin baru di Kemenhut, hal ini berarti adanya sikap pemerintah untuk mendukung manfaat REDD bagi masyarakat melalui perluasan ijin SF antara lain lewat ijin pengelolaan hutan oleh masyarakat seperti hutan kemasyarakatan (HKM), hutan desa, dan lain-lain meskipun di sisi lain pemerintah juga kepayahan dalam soal land tenure bagi masyarakat.\u201d<\/p>\n<p>Bagi Indonesia, hakekat pelaksanaan REDD+ sebenarnya sudah dilaksanakan di dalam pengelolaan SFM yang lama melekat dalam pengelolaan hutan Indonesia sejak tahun 1990.<\/p>\n<p>Terkait dengan <em>social forestry<\/em>, Dr. Moira Moeliono, peneliti senior asosiasi dari CIFOR menyatakan, \u201c<em>Social forestry<\/em> dapat merupakan salah satu opsi untuk mendukung keberhasilan REDD+.\u201d Hal ini dapat berarti, <em>social forestry<\/em> sebagai  jembatan bagi praktik SFM menuju keberhasilan REDD+. Dapat dianalogikan, <em>social forestry<\/em> adalah gagang payung tempat dimana pegas penggerak payung berada, REDD+ adalah gagang dan jari jari payung, SFM adalah lembaran penutup payung yang menjadikan bentuk payung menjadi sempurna.<\/p>\n<p><strong>Hakikat REDD+<\/strong><\/p>\n<p>REDD+ sepatutnya dilihat bukan hanya sekedar \u2018karbon.\u2019 Menurut Steni, \u201cBila tidak diarahkan, kebanyakan orang akan berpikir mengenai perdagangan, keuntungan dan hasil yang akan diperoleh dari REDD+.\u201d  Menurut Dr. Moira, \u201cMasyarakat masih jauh dari pemahaman REDD+ yang sebenarnya. Mengerti apa itu karbon saja susah. Jadi bila diterangkan dengan hal-hal yang sudah ada di konsep tradisional mereka, hal itu dapat membantu \u201d ujarnya.<\/p>\n<p>Pernyataan diatas dapat menjadi alasan bahwa sudah sepatutnya pengertian REDD+ didudukkan kepada hakikat dasar dan diterangkan secara sederhana. REDD+ sepatutnya merupakan elemen untuk pengelolaan hutan lestari, yang mampu mencegah kerusakan hutan secara intensif dan dapat membantu mengurangi emisi.<\/p>\n<p>Dalam pelaksanaan REDD+, banyak pihak mensyarakatkan bahwa REDD+ tidak berbenturan dengan pembangunan kehutanan serta menghormati hak <em>indigenous people<\/em> dan masyarakat lokal.
