Dengan usia 89 tahun, kongres ini merupakan tradisi panjang masyarakat internasional.<\/p>\n<p><a href=\"https:\/\/en.wikipedia.org\/wiki\/World_Forestry_Congress#Early_Congresses\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">Kongres pertama<\/a> digelar di Roma tahun 1926, dan <a href=\"https:\/\/en.wikipedia.org\/wiki\/World_Forestry_Congress#8th_World_Forestry_Congress:_Djakarta.2C_Indonesia.2C_1978\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">Jakarta menjadi tuan rumah di tahun 1978<\/a>. Dan tahun ini, WFC diselenggarakan di Afrika untuk pertama kalinya.<\/p>\n<p>Pembaca blog mungkin menunggu apa pandangan saya mengenai kongres yang sangat khusus bagi sektor kehutanan.<\/p>\n<p>Apakah kongres akan berpotensi fokus pada pertimbangan internal sektor dengan mengorbankan prioritas pembangunan lebih luas? Akankan mengukuhkan adanya sekat kelembagaan hutan?<\/p>\n<p>Kongres-kongres sebelumnya memang berputar pada subjek spesifik profesi kehutanan. Tetapi sejak <a href=\"https:\/\/en.wikipedia.org\/wiki\/World_Forestry_Congress#7th_World_Forestry_Congress:_Buenos_Aires.2C_Argentina.2C_1972\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">konferensi 1972 di Buenos Aires<\/a>, tema dan aspirasi kongres membahas akan gambaran yang lebih besar, sejalan dengan kesepakatan internasional utama di Stockholm, Rio, New York dan (semoga) di Paris.<\/p>\n<p>Tema kongres meliputi integrase pembangunan, berkelanjutan dan \u201chutan bagi manusia dan bumi\u201d. Di Durban, konferensi bertema \u2013 \u201cHutan dan manusia: Berinvestasi bagi masa depan berkelanjutan\u201d \u2013 cukup sejalan.<\/p>\n<p><strong>LANDASAN KUAT<\/strong><\/p>\n<p>Bagian kunci dari <a href=\"http:\/\/www.fao.org\/docrep\/d4956e\/d4956e01.htm#declaration\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">Deklarasi WFC 1972<\/a> masih valid dan layak diulang (saya menekankan pada):<\/p>\n<p>\u201cKongres meyakini bahwa Rencana Aksi yang dirumuskan oleh Konferensi Lingkungan Hidup Manusia PBB di Stockholm pada 1972 akan mempengaruhi pembangunan kehutanan di seluruh dunia dalam tahun-tahun ke depan. Mengakui bahwa banyak negara mendeklarasikan kebijakan kehutanan yang tidak sejalan dengan pengetahuan baru, kesibukan baru dan aspirasi baru, sehingga kongres memandang saat ini penting untuk membuat definisi baru kebijakan kehutanan dalam pandangan kondisi yang baru. Kongres sangat yakin bahwa, apapun tujuan politik, apapun bentuk organisasi ekonomi, apapun pola terbaru tenurial lahan hutan, pemerintah bertanggungjawab merencanakan keberlanjutan aliran produktivitas, perlindungan serta barang dan jasa sosial dari hutan, <strong>menjamin bahwa hasil fisik dan manfaat lingkungan hutan tersedia untuk kesejahteraan umum masyaraka baik saat ini dan untuk sepanjang masa. <\/strong>Mengingat kita tinggal di satu dunia, dan karena sumber daya hutan tidak secara merata tersebar, kebijakan dan rencana nasional harus mempertimbangan konteks internasional.\u201d<\/p>\n<p>Jadi, di mana kita berdiri hari ini?<\/p>\n<p>WFC Durban akan berlangsung hanya beberapa pekan menjelang Sidang Umum PBB, di mana kita berharap kerangka kerja pembangunan global <a href=\"http:\/\/www.un.org\/sustainabledevelopment\/sustainable-development-goals\/\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">Tujuan Pembangunan Berkelanjutan<\/a> akan disepakati.<\/p>\n<p>Kita memiliki peluang unik untuk menegaskan kembali bahwa kehutanan harus secara tegas ditempatkan dalam agenda pembangunan, dan menjelaskan bagaimana kehutanan akan berkontribusi mencapai masa depan yang kita inginkan \u2013 dan yang layak diterima anak-anak kita.<\/p>\n<p><strong>DAMPAK SEBENARNYA<\/strong><\/p>\n<p>Hasil utama dari WFC yang saya tunggu adalah kita semua yang terlibat dalam komitmen kehutanan untuk membuat perbedaan nyata di lapangan \u2013 dalam seluruh SDG dan seluruh dunia.<\/p>\n<p>Tetapi bagaimana kita membuat perbedaan itu?<\/p>\n<p>Kelembagaan kehutanan dipandang telah diperlemah, pendanaan publik untuk kehutanan tradisional mengkerut dan, kecuali untuk agenda mitigasi hutan dan perubahan iklim, atensi politik anjlok.<\/p>\n<p>Bagaimana kita berkontribusi terhadap pertumbuhan, air, energi, makanan dan kesehatan dari basis kekuatan yang relatif kecil?<\/p>\n<p>Jawabannya, tentu saja, adalah bekerjasama dengan semua sektor \u2013 termasuk menemukan jalan meningkatkan pembiayaan dan investasi umum untuk sektor berbasis lahan.<\/p>\n<p>Kita perlu menghindari pemilahan menjadi banyak sekali indikator dan kebijakan terpisah, dan malah perlu merangkul keberagaman situasi dunia nyata.<\/p>\n<p>Ini adalah intisari <a href=\"\/\/www.cifor.org\/youtube\/terry-sunderland-on-the-landscape-approach\/?utm_source=\/29228\/monty-python-and-tropical-forests-really&amp;utm_medium=Further+reading&amp;utm_campaign=Blog+feature\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">pendekatan bentang alam<\/a>.<\/p>\n<p>Dan bertentangan dengan beberapa persepsi, pendekatan bentang alam dapat menjadi kunci untuk <a href=\"http:\/\/www.forestsnews.org\/25318\/is-the-landscape-approach-good-for-forests\">memperkuat peran kehutanan<\/a> dalam pembangunan.<\/p>\n<p><strong>LEBIH DARI POHON<\/strong><\/p>\n<p>Posisi kedua dalam daftar harapan saya untuk Durban adalah menyebarkan pendekatan bentang alam sebagai jalan maju kehutanan, dan meningkatkan antusiasme untuk <a href=\"http:\/\/www.forestsnews.org\/11009\/scaling-up-sustainability-time-for-forestry-to-come-out-of-the-forest\">mengeluarkan kehutanan dari hutan<\/a>.<\/p>\n<p>Kita harus mengambil pandangan realistis bagaimana perbedaan itu dicapai \u2013 dan oleh siapa.<\/p>\n<p>Perhatian media dan bagian besar masyarakat internasional meningkat pada proses besar perubahan iklim, keragaman hayati, desertifikasi, pembangunan berkelanjutan dll.<\/p>\n<p>Pesan bahwa ikatan kesepakatan internasional akan mengatasi masalah kita diulang dan diulang seperti mantra.<\/p>\n<p>Tetapi apa yang dapat  benar-benar kita harapkan dari proses itu, macet ketika berada dalam perjuangan politik, dan ketika pemilihan pemimpin di negara kunci bisa menulis ulang keseluruhan agenda?<\/p>\n<p>Tidak, pada masyarakat lah kita harus meletakkan harapan.<\/p>\n<p>Walaupun bukan seorang Katolik yang taat, saya temukan dalam  \u201c<a href=\"http:\/\/w2.vatican.va\/content\/francesco\/en\/encyclicals\/documents\/papa-francesco_20150524_enciclica-laudato-si.html\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">Encyclical letter on care for our common home<\/a>\u201d oleh Paus Francis memberi inspirasi pikiran dan nasihat dalam tujuan ini. Dr. Holmgren has a PhD in Forestry and 26 years of experience in international forestry and agriculture. Prior to CIFOR, Dr. Holmgren worked at the Food and Agriculture Organization (FAO), where he led FAO\u2019s work on climate change and its contributions to the UNFCCC process. While at FAO he also coordinated the Global Forest Resources Assessment, played a leading role in establishing the UN-REDD program and led the development of the Climate Smart Agriculture concept. Dr. Holmgren is credited for leading the dialogue to enhance and broaden the role of forestry in the Global Development Agenda to address the major challenges of our time: poverty, food security, climate change and green economy.
