Peran sektor bisnis sangatlah penting bagi suksesnya pelaksanaan REDD+ di Indonesia. \u00a9CIFOR\/Agus Andrianto<\/figcaption><\/figure>\n

Di balik semua peluang bisnis dan ekonomi hijau yang dijanjikan skema REDD+, ternyata masih banyak keresahan tentang dampak moratorium konsesi hutan dan lahan gambut yang dipandang sebagian pelaku usaha berpotensi menghambat perluasan bisnis, terutama yang terkait dengan kehutanan dan perkebunan.<\/p>\n

Salah satu sumber kekhawatiran tersebut adalah kurangnya komunikasi dan sosialisasi tentang konsekuensi pelaksanaan REDD+ bagi kegiatan bisnis, menurut Sofjan Wanandi<\/strong>, ketua Asosiasi Pengusaha Indonesia. \u201cPemerintah seharusnya membuat panduan tentang apa yang seharusnya dilakukan oleh sektor bisnis untuk membantu,\u201d kata Sofjan dalam sebuah jamuan makan siang yang diselenggarakan oleh Center for International Forestry Research dan WWF Indonesia baru-baru ini.<\/p>\n

Reducing Emissions from Deforestation and Forest Degradation<\/em>, atau REDD+, adalah sebuah skema internasional untuk memberikan kompensasi kepada negara-negara berkembang yang melindungi hutannya. Salah satu perwujudannya adalah melalui kebijakan moratorium konsesi hutan, bagian dari perjanjian senilai maksimum US$1 miliar antara Pemerintah Indonesia dan Pemerintah Norwegia yang ditandatangani bulan Mei 2010.<\/p>\n

Moratorium tersebut.masih terus digodok untuk dapat dituangkan dalam bentuk Instruksi Presiden Pemerintah sangat serius menindaklanjuti REDD+ karena skema ini dipandang tepat untuk mewujudkan strategi pembangunan yang berpihak pada pertumbuhan, orang miskin, lapangan kerja dan lingkungan hidup (pro-growth, pro-poor, pro-job, pro-environment<\/em>), terutama terkait dengan target Indonesia untuk mengurangi emisi sebanyak 26 persen dari tingkat business-as-usual<\/em> di tahun 2020.<\/p>\n

\u201cApakah ketika menetapkan target pengurangan emisi sebesar 26% dan menandatangani kesepakatan moratorium pemerintah telah memikirkan strategi bagi sektor bisnis?\u201d Dharsono Hartono<\/strong>, Direktur Utama PT Rimba Makmur Utama bertanya dalam acara bertajuk What Does REDD+ Mean to Business?<\/em> yang diselenggarakan bersamaan dengan acara Business for Environment (B4E).<\/p>\n

Keresahan ini juga dipengaruhi tidak jelasnya definisi hutan alam dan lahan gambut yang akan termasuk dalam moratorium, yang akan mempengaruhi di mana sektor bisnis, seperti perkebunan kelapa sawit dan pulp, akan diijinkan untuk memperluas usahanya. Semua keraguan ini tentu akan menghambat partisipasi dunia usaha dalam pelaksanaan REDD+, padahal sektor ini diharapkan dapat berperan aktif karena memiliki keahlian dalam melihat peluang bisnis perdagangan karbon dan akses kepada jejaring nasional dan global.<\/p>\n

Menanggapi ini, Hadi Dharyanto<\/strong>, Sekretaris Jenderal Kementerian Kehutanan, menjelaskan bahwa REDD+ tidaklah sama dengan moratorium konsesi hutan. Masih banyak peluang kreatif menjalankan bisnis terkait kehutanan dengan memanfaatkan lahan kosong dan lahan-lahan yang telah terdegradasi, atau dengan menerapkan Penebangan dengan Dampak Dikurangi (Reduced Impact Logging)<\/em>. \u201cDengan semua peluang yang ada, REDD+ tetaplah opsi potensial pembangunan ekonomi hijau bagi sektor bisnis,\u201dkatanya.<\/p>\n","protected":false},"excerpt":{"rendered":"
