{"id":27960,"date":"2015-04-20T13:40:45","date_gmt":"2015-04-20T06:40:45","guid":{"rendered":"http:\/\/www.forestsnews.org\/?p=27960"},"modified":"2015-10-13T14:33:22","modified_gmt":"2015-10-13T07:33:22","slug":"fokus-di-masa-depan-untuk-forum-hutan","status":"publish","type":"post","link":"https:\/\/www.forestsnews.org\/id\/27960\/fokus-di-masa-depan-untuk-forum-hutan","title":{"rendered":"Fokus di masa depan untuk Forum Hutan"},"content":{"rendered":"<p>Di pertemuan <a href=\"http:\/\/www.un.org\/esa\/forests\/\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">Forum Hutan PBB (UNFF) <\/a>di New York <a href=\"http:\/\/www.un.org\/esa\/forests\/session.html\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">bulan depan<\/a>, fokus diskusi akan terpusat pada  F pertama dan berikutnya baru pada kata F kedua.<\/p>\n<p><a href=\"http:\/\/www.un.org\/esa\/forests\/pdf\/session_documents\/unff11\/UNFF11_OrgWork.pdf\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">Agenda<\/a> paling utama bagi negara anggota PBB dalam perundingan dua pekan adalah untuk menyepakati masa depan Forum itu sendiri, dan umumnya pada <a href=\"http:\/\/www.un.org\/esa\/forests\/pdf\/2000_35_E.pdf\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">Perjanjian hutan Internasional (IAF).<\/a><\/p>\n<p>Bagi F kedua, mencari kesepakatan, dan menentukan aksi untuk membalikkan kehilangan hutan dan meningkatkan manfaat hutan, akan mengambil peran di bangku belakang.<\/p>\n<p>Terdapat keterlibatan nyata dan mulia dalam IAF dari negara, organisasi internasional, pemerintah nasional, dan para pakar, untuk membuat perbedaan nyata di lapangan.<\/p>\n<p>Keterlibatan ini harus diakui dan dihargai \u2013 apalagi ini merupakan pengaturan yang mengelola semua jenis hutan, di mana saja.<\/p>\n<p>Oleh karena itu, pertanyaan tepatnya menjadi: apakah pengaturan ini menggambarkan pendekatan efektif dan inklusif terhadap masalah terkait hutan? Apa hasil negosiasi yang bisa kita harapkan dari UNFF? Dapatkah investasi waktu dan uang dalam IAF memberi imbal balik yang sesuai dalam hasil pembangunan berkelanjutan?<\/p>\n<p>Selama dua tahun terakhir, negara anggota mengkaji IAF dan efektivitasnya, termasuk <a href=\"http:\/\/www.un.org\/esa\/forests\/pdf\/iaf\/IAF-Assessement%20Report-Final-12%20Sep-2014.pdf\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">penilaian independen<\/a> yang menjadi dasar bagi perundingan Mei.<\/p>\n<p>Seraya umumnya sepakat perlunya IAF, laporan mengidentifikas beberapa wilayah yang perlu dipertimbangkan, terutama bahwa UNFF menderita akibat program yang terlalu kaku dan tidak bisa \u201cbereaksi secara baik terhadap beberapa masalah yang muncul, seperti perubahan iklim, tata kelola hutan, investasi perdagangan dan penilaian jasa lingkungan.\u201d<\/p>\n<p>Akibatnya, banyak masalah terkait hutan diatasi oleh kesepakatan lain, misalnya tiga konvensi Rio. Laporan juga menyoroti \u201c<a href=\"http:\/\/www.un.org\/esa\/forests\/pdf\/notes\/bali_081207_pc.pdf\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">Instrumen Ikatan Non-legal (NLBI, atau Instrumen Hutan)<\/a> yang sejak 2007 tidak diterapkan secara efektif. Malahan, laporan mencatat bahwa \u201chubungan sebab akibat langsung antara Instrumen Hutan sendiri dan aksi nasional tidak selalu jelas dan sulit dibuktikan.\u201d<\/p>\n<p>Penilaian juga memberi pilihan bagi arah masa depan UNFF dan IAF; semua menyarankan perlunya menjaga atau meningkatkan operasi untuk mendorong keberhasilan. Ini mencakup visi jelas bahwa UNFF dan IAF seharusnya menghubungkan hutan pada <a href=\"https:\/\/sustainabledevelopment.un.org\/topics\/sustainabledevelopmentgoals\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">Tujuan Pembangunan Berkelanjutan <\/a>(SDGs) dan oleh karena itu menggerakkan masalah hutan menjadi arus utama upaya pembangunan.<\/p>\n<p>Jadi di mana kita cocok? <a href=\"\/\/www.cifor.org\/\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">Pusat Penelitian Kehutanan Internasional (CIFOR)<\/a> adalah bagian dari IAF selaku anggota <a href=\"http:\/\/www.cpfweb.org\/en\/\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">Kerjasama Kemitraan Hutan (CPF)<\/a> bersama dengan 13 organisasi internasional lain yang misinya terkait atau fokus pada hutan.<\/p>\n<p>CPF memiliki dua tugas \u2013 pertama untuk mendukung proses UNFF, dan kedua untuk membangun sendiri aksi bersama. Ini merupakan kemitraan sukarela tanpa pendanaan langsung, jadi anggota sendiri menyiapkannya untuk melakukan aksi. Aksi dukungan CPF yang dipimpin CIFOR khususnya termasuk enam kali <a href=\"http:\/\/www.forestday.org\/\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">Hari Hutan <\/a>tahunan (2007\u20132012) dan kemudian <a href=\"http:\/\/www.landscapes.org\/\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">Forum Bentang Alam Global<\/a>, yang melibatkan banyak mitra di luar CPF dan sektor kehutanan. Dr. Holmgren has a PhD in Forestry and 26 years of experience in international forestry and agriculture. Prior to CIFOR, Dr. Holmgren worked at the Food and Agriculture Organization (FAO), where he led FAO\u2019s work on climate change and its contributions to the UNFCCC process. While at FAO he also coordinated the Global Forest Resources Assessment, played a leading role in establishing the UN-REDD program and led the development of the Climate Smart Agriculture concept. Dr. Holmgren is credited for leading the dialogue to enhance and broaden the role of forestry in the Global Development Agenda to address the major challenges of our time: poverty, food security, climate change and green economy.
