{"id":27146,"date":"2015-03-11T11:48:38","date_gmt":"2015-03-11T04:48:38","guid":{"rendered":"http:\/\/www.forestsnews.org\/?p=27146"},"modified":"2015-10-13T14:04:36","modified_gmt":"2015-10-13T07:04:36","slug":"2015-tahun-untuk-berintegrasi","status":"publish","type":"post","link":"https:\/\/www.forestsnews.org\/id\/27146\/2015-tahun-untuk-berintegrasi","title":{"rendered":"2015: Tahun untuk berintegrasi"},"content":{"rendered":"<p>Sebagian orang di lingkaran pembangunan dan lingkungan bisa berharap di tahun ini akan melihat ada arah pernyatuan dalam pembuatan kesepakatan global.<\/p>\n<p>Melanjutkan perjalanan 43 tahun sejak<\/p>\n<p><a href=\"http:\/\/www.un-documents.net\/aconf48-14r1.pdf\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">Stockholm 1972<\/a>, <a href=\"https:\/\/sustainabledevelopment.un.org\/content\/documents\/Agenda21.pdf\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">Rio 1992<\/a> dan <a href=\"http:\/\/www.uncsd2012.org\/content\/documents\/814UNCSD%20REPORT%20final%20revs.pdf\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">Rio+20 di tahun  2012<\/a>, <a href=\"http:\/\/www.un.org\/en\/development\/desa\/development-beyond-2015.html\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">agenda pembangunan pasca-2015<\/a> semakin matang dan akan menjadi sorotan utama di Sidang Umum PBB bulan September tahun ini. Dan setelah perundingan 21 tahun, <a href=\"http:\/\/newsroom.unfccc.int\/\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">Konvensi Kerangka Kerja PBB mengenai Perubahan Iklim<\/a> mengarah pada pakta baru di COP21 di Paris, Desember 2015. Melalui dua kesepakan ini, dunia akan memiliki kerangka kerja segar untuk aksi, yang disepakati tingkat politik tertinggi.<\/p>\n<p>Dua refleksi langsung dalam proses tingkat-tinggi ini muncul:<\/p>\n<p>(1) Bagaimana dua jalur &#8211; utama ini melengkapi satu sama lain?<\/p>\n<p>(2) Bagaimana sektor ekonomi, seperti kehutanan, memobilisasi aksi menuju pencapaian tujuan-tujuan tersebut?<\/p>\n<p>Tampaknya kata kuncinya yaitu \u201cintegrasi\u201d<\/p>\n<p>Dimulai dengan pertanyaan pertama, bukanlah rahasia bahwa pembangunan berkelanjutan dan perubahan iklim ditangani agak terpisah dalam koridor antar &#8211; pemerintahan. Sejarah pembangunan berkelanjutan dipaparkan dengan baik di <a href=\"http:\/\/www.un.org\/wcm\/webdav\/site\/climatechange\/shared\/gsp\/docs\/GSP1-6_Background%20on%20Sustainable%20Devt.pdf\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">laporan latar belakang<\/a> Rio+20, menyatakan bahwa Agenda 21 tahun 1992 terlihat bias pada dimensi lingkungan pembangunan berkelanjutan, dan bahwa implementasi tujuannya diremehkan. Seperti kita ketahui, UNFCC terlahir dari Agenda 21 yang sama, dan <a href=\"http:\/\/unfccc.int\/timeline\/\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">dikembangkan menjadi proses negosiasi utama, independen dan rumit<\/a>.<\/p>\n<p>Dalam lebih dari dua dekade, dokumen kunci PBB seperti <a href=\"http:\/\/www.un.org\/esa\/sustdev\/documents\/WSSD_POI_PD\/English\/WSSD_PlanImpl.pdf\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">Rencana Implementasi KTT Dunia mengenai Pembangunan Berkelanjutan<\/a> Rio+10 pada 2012, merujuk pada UNFCC untuk masalah terkait perubahan iklim. \u201cPendelegasian\u201d ini menjadi hal utama dalam <a href=\"http:\/\/www.uncsd2012.org\/content\/documents\/814UNCSD%20REPORT%20final%20revs.pdf\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">laporan Rio+20<\/a> 2012. Dalam sebuah <a href=\"http:\/\/www.un.org\/ga\/search\/view_doc.asp?symbol=A\/68\/260&amp;Lang=E\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">laporan Sekretaris Jenderal PBB 2013<\/a>, UNFCCC dirujuk sebagai satu dari tiga \u201ckonvensi lingkungan\u201d dan sementara bagian mengenai CBD dan UNCCD dijadikan rujukan untuk proses pasca-2015, bagian UNFCC tidak.<\/p>\n<p><strong>KESEPAKATAN KONSISTEN SECARA GLOBAL<\/strong><\/p>\n<p>Menghadapi 2015, COP20 <a href=\"http:\/\/unfccc.int\/files\/meetings\/lima_dec_2014\/application\/pdf\/auv_cop20_lima_call_for_climate_action.pdf\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">Lima yang menyerukan untuk aksi<\/a> tetap merujuk pembangunan berkelanjutan sebagai \u201cmanfaat lain-lain,\u201d tetapi rujukan &#8211; silang pada pembangunan berkelanjutan sering tampil dalam teks rancangan perundingan. Lebih signifikan lagi, Sidang Umum PBB 2014 dikelola bersamaan dengan <a href=\"http:\/\/www.un.org\/climatechange\/summit\/\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">KTT iklim<\/a>. Lebih jauh, Kelompok Kerja Terbuka PBB Pasca-2015 secara jelas menyebutkan, memerangi perubahan iklim sebagai salah satu <a href=\"https:\/\/sustainabledevelopment.un.org\/focussdgs.html\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">usulan Tujuan Pembangunan Berkelanjutan<\/a> (bahkan jika sebuah catatan kaki, menjadi unik di antara 17 tujuan, masih menunjuk pada UNFCCC sebagai forum spesifik perundingan respon global terhadap perubahan iklim).<\/p>\n<p>Tanpa menyelam terlalu dalam menganalisa struktur politik dan kelembagaan yang membuat proses pembangunan berkelanjutan dan perubahan iklim terpisah, jelas bahwa beberapa penyatuan kini terjadi. Mungkin kita bahkan bisa berbicara mengenai integrasi, setidaknya pada tingkat aksi.<\/p>\n<p>Satu observasi tambahan penting adalah bahwa kedua proses kita mengarah pada kesepakatan konsisten secara global. SDG diarahkan menjadi global, dimana MDG sebelumnya fokus pada negara \u201cberkembang\u201d. Selaras, ketika kesepakatan iklim sebelumnya \u2014 Protokol Kyoto \u2014 terutama fokus pada negara-negara OECD, pakta Paris akan mengarah untuk memiliki relevansi global. Perspektif global ini tampaknya akan memiliki dampak besar pada bagaimana kesepakatan dipersepsi dan diimplementasi.<\/p>\n<p>Saya mendengar Laurent Fabius, Menteri Luar Negeri dan Pembangunan Internasional Prancis, secara tegas menyatakan bahwa pembangunan dan iklim harus  ditangani bersama, dalam <a href=\"http:\/\/www.ambafrance-in.org\/Speech-by-Laurent-Fabius-at-DSDS\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">pidatonya<\/a> di KTT Pembangunan Berkelanjutan Delhi. Hal ini, benar-benar pertanda bagus, dan saya bersama yang lain mendoakan keberhasilan Prancis menjadi tuan rumah COP21 dan dalam mendukung ambisi pembangunan dan iklim secara simultan.<\/p>\n<p>Kini kita bahas pertanyaan kedua:<\/p>\n<p>Setiap sektor ekonomi menghadapi tantangan dan peluang baru, beberapa diekspresikan dalam kesepakatan 2015 akan datang. Salah satu tantangan adalah bagaimana menghubungkan sektor spesifik hasil ke ambisi politik luas SDG. Misalnya, bisakah secara adil sektor kecil seperti kehutanan mengatur diri sendiri untuk <a href=\"http:\/\/www.slideshare.net\/CIFOR\/un-owg-daju-040214-anphsc\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">memberi kontribusi keseluruhan terbaik<\/a> (atau, sebaliknya, sekecil mungkin menyebabkan kerugian).<\/p>\n<p>Sektor ekonomi cenderung, dari definisinya, terpisah dari satu sama lain, dan biasanya solusi dicari dari internal, yaitu, dalam ruang tersebut. Institusi, masyarakat profesional, ilmu pengetahuan, pendidikan, rantai nilai, persepsi tradisi dan publik dapat berkontribusi pada fokus sektor yang kuat, yang sering mendorong inovasi internal, efisiensi dan keuntungan ekonomi. Efek samping spesialisasi seperti itu, adalah bahwa interaksi dengan sektor lain bisa terhalang, seperti terminologi, praktik, masyarakat dan tawaran nilainya terdorong menjauh. Batasan sektoral antara, misalnya, pertanian, kehutanan dan perikanan dapat dinyatakan juga dalam kelembagaan seperti <a href=\"http:\/\/www.fao.org\/\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">FAO<\/a> and <a href=\"http:\/\/www.cgiar.org\/\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">CGIAR<\/a>, yang seharusnya menangani \u201csektor pertanian\u201d secara komprehensif. Jelas bahwa kontribusi bersama dari sektor pertanian akan memainkan peran besar dalam mencapai SDG dan menangani perubahan iklim. Bersama proposisi ini, <a href=\"http:\/\/www.landscapes.org\/\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">Forum Bentang Alam Global<\/a> berevolusi menjadi wahana kuat mengeksplorasi integrasi dan kolaborasi horisontal, dan dirancang untuk terkait dengan SDG dan kesepakatan iklim.<\/p>\n<p><strong>MELIHAT LEBIH DARI LAHAN<\/strong><\/p>\n<p>Tetapi ini tidak berhenti di situ saja. Tinjauan terhadap usulan SDG mengindikasikan bahwa sektor pertanian harus juga terhubung dengan masalah pokok lebih dari masalah tradisional berbasis-lahan. Keadilan, kesehatan, energi, air, infrastruktur, produksi dan pola konsumsi, pertumbuhan ekonomi dan keuangan semuanya tercakup dalam rancangan SDG, dan akan menjadi kurang bertanggungjawab untuk mengabaikan semua itu ketika kita mempertimbangkan <a href=\"http:\/\/www.forestsnews.org\/21481\/sdg-focus-areas-document-released-with-great-opportunities-for-forestry#.VO2JJ0Jyiss\">bagaimana kehutanan dan pertanian berkontribusi<\/a>. Jadi kita juga menghadapi integrasi vertikal antar sektor. Contohnya, dapatkah kita menghubungkan sektor finansial dengan produsen kecil pertanian dan kehutanan serta meningkatkan investasi dalam penggunaan lahan berkelanjutan.<\/p>\n<p>Tiap sektor ditantang untuk melihat lebih dari batasan tradisionalnya dan menjawab relasi terhadap SDG serta aksi perubahan iklim. Bagi kehutanan, hal ini berarti melangkah lebih dari SDG #15 dan melihat gambaran lebih besar: kemisikinan, kesehatan, keadilan, kesejahteraan, selain melindungi planet bumi. Mari kita hindari permainan imitasi-MDG yang akan mengerdilkan kehutanan dalam beberapa sebutan marjinal, dan membangun narasi yang <a href=\"http:\/\/www.forestsnews.org\/21481\/sdg-focus-areas-document-released-with-great-opportunities-for-forestry\">menunjukkan kontribusi nyata bagi pembangunan berkelanjutan<\/a>.<\/p>\n<p>Kemajuan dalam proses pasca-2015 diimpulkan dalam laporan sintesis terbaru oleh Sekjen PBB: \u201c<a href=\"http:\/\/www.un.org\/disabilities\/documents\/reports\/SG_Synthesis_Report_Road_to_Dignity_by_2030.pdf\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">Jalan bermartabat 2030: mengakhiri kemisikinan, mentransformasi semua kehidupan dan melindungi planet<\/a>.\u201d Ketika membaca ini, Saya terdorong untuk melihat seringnya rujukan-silang mengatasi tantangan perubahan iklim.
