LIMA, Peru\u2014Konservasi dan restorasi lahan pesisir dan mangrove dunia\u2014 yang terancam oleh pengalian dan drainase pertambakan udang dan pembangunan\u2014 dapat mencegah pengaruh perubahan iklim, melindungi mata pencaharian dan menghindari pelepasan ribuan ton emisi gas rumah kaca setiap tahun.<\/p>\n

Tetapi manfaat itu akan tersapu dalam badai yang akan datang kecuali proyek tersebut direncanakan baik dan diterapkan secara efektif, kata para pakar.<\/p>\n

Mengambil contoh-contoh dari seluruh dunia, publikasi terbaru Pusat Penelitian Kehutanan Internasional (CIFOR) dan Program Lingkungan PBB (UNEP) memberi panduan keberhasilan proyek lahan basah atau \u201ckarbon biru pesisir\u201d<\/p>\n

\u201cPrinsip-prinsip panduan melakukan proyek karbon lahan basah pesisir<\/a>\u201d menawarkan informasi mulai dari ikhtisar simpanan karbon hingga peluang pembiayaan karbon ekosistem pesisir.<\/p>\n

Publikasi ini diluncurkan 9 Desember pada acara yang digelar pemerintah Indonesia di sela-sela pertemuan puncak iklim PBB di Lima, Peru.<\/p>\n

\u201cPublikasi ini sangat tepat waktu,\u201d kata Heru Prasetyo, kepala Badan Nasional REDD+ Indonesia<\/a>, pada peluncuran buku tersebut. \u201cDalam diskusi perubahan iklim, masalah karbon biru<\/a>, atau ekosistem di luar bentang alam dan bersatu dengan bentang laut, sangat penting.\u201d<\/p>\n

\u2018TAK ADA SOLUSI TUNGGAL\u2019<\/strong><\/p>\n

Lahan basah pesisir memberi nilai jasa ekosistem tertinggi dibanding semua sistem alam, kata Tim Christopherson, pejabat senior program UNEP untuk hutan dan perubahan iklim.<\/p>\n

Karena kawasan ini menyimpan sejumlah besar karbon dan juga memberikan jasa lain-lain\u2014termasuk perlindungan badai, peluang ekoturisme dan habitat ikan bertelur\u2014 mangroves dan lahan basah memitigasi emisi gas rumah kaca dan membantu masyarakat tinggal sepanjang pesisir beradaptasi terhadap perubahan iklim, kata Daniel Murdiyarso, peneliti utama CIFOR dan salah seorang penulis publikasi.<\/p>\n

\u201cPertanyaannya adalah bagaimana menemukan sinergi antara strategi mitigasi dan adaptasi,\u201d katanya. \u201cLahan basah pesisir bervariasi dari satu tempat ke tempat lain, dan tidak ada ukuran tunggal. Selalu harus ada pilihan.\u201d<\/p>\n

Walaupun inklusi ekosistem pesisir dalam pasar pembiayaan karbon adalah baru, pelajaran bisa diambil dari seluruh dunia, kata penulis lain Stephen Crooks, manajer program perubahan iklim Environmental Science Associates<\/a> (ESA).<\/p>\n

Kasus-kasus yang diperiksa oleh para penulis termasuk lahan basah di Abu Dhabi, China, Guyana, Kenya, AS dan Papua Barat.<\/p>\n

\u201cPesan mendasarnya adalah utamakan konservasi,\u201d kata Crooks, yang bekerja dengan sebuah kelompok yang telah merestorasi 1.500 lahan basah dalam empat dekade terakhir.<\/p>\n

Buruknya perencanaan proyek adalah satu faktor terpenting kegagalan proyek<\/em><\/p><\/blockquote>\n

Lahan basah yang rusak dapat direstorasi, sepanjang para disainer ingat bahwa mangroves harus ditanam di atas tinggi rata-rata ombak dan juga mempertimbangkan faktor-faktor seperti kenaikan suhu air dan memungkinkan tempat lahan basah bermigrasi ketika kondisi berubah, kata Crooks.<\/p>\n

Ini berarti berpikir skala bentang alam dan merencanakan masa depan, selain pertimbangan praktis, seperti menghadapi ketidakjelasan tenurial lahan dan merestorasi proses ekosistem alami, bukan sekadar memilah tanggul dan gorong-gorong.<\/p>\n

\u201cBuruknya perencanaan proyek adalah satu faktor terpenting kegagalan proyek,\u201d kata Crooks.<\/p>\n

BUKAN HANYA KARBON<\/strong><\/p>\n

Publikasi tersebut menawarkan panduan perencanaan proyek karbon biru, seperti memilih metode menghitung standar karbon dan gas rumah kaca serta mengevaluasi risiko kebocoran\u2014 kemungkinan konservasi atau restorasi lahan basah di satu tempat mengarah lebih banyak penggundulan untuk tambak udang di tempat lain.<\/p>\n

Para penulis juga menyoroti perlunya dukungan dari pemerintah lokal dengan memberikan perhatian lebih akan banyaknya jasa yang diberikan mangrove dan lahan basah pesisir lain.<\/p>\n

\u201cEkosistem tersebut tidak hanya penting untuk karbon,\u201d kata Crooks. Ekosistem juga penting untuk keragaman biologis, proteksi banjir dan badai, produk hutan, peluang ekoturisme, serta nilai kultural dan spiritual, katanya. \u201cDan mereka menyediakan banyak ikan.\u201d<\/p>\n
