Artikel keseluruhan dapat dibaca <a href=\"http:\/\/www.forestsclimatechange.org\/forests-climate-change-debate-and-analysis\/special-report-crossroads-climate-negotiations-adaptation-mitigation-meet-bonn\/\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">di sini<\/a>. <\/em><\/p>\n<p>Berjalannya negosiasi iklim bulan Juni lalu dimulai dengan pengakuan yang luas antar pihak terkait kebutuhan penurunan sebanyak mungkin emisi gas rumah kaca (GRK) dan untuk mempercepat negosiasi berdasarkan hasil laporan <a href=\"http:\/\/www.ipcc.ch\/report\/ar5\/\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">5<sup>th<\/sup>Assessment Report<\/a> (AR5) yang dikeluarkan oleh Iklim <a href=\"http:\/\/www.ipcc.ch\/\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">Panel Antarpemerintah mengenai Perubahan<\/a> (IPCC) tahun ini.<\/p>\n<p>Sesi ini adalah kesempatan terakhir bagi para pihak untuk bertemu sebelum Pertemuan Tingkat Tinggi Iklim Sekretaris Jenderal PBB, yang akan diadakan di New York September mendatang \u2013 dimana untuk pertama kalinya para pemimpin dunia bertemu membicarakan tema ini setelah gagal pada konferensi Kopenhagen 2009. Ekspektasi tinggi terkait kondisi pendanaan diharapkan muncul dari pertemuan ini.<\/p>\n<p>Pertemuan <a href=\"https:\/\/unfccc.int\/essential_background\/convention\/convention_bodies\/items\/2629.php\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">UNFCCC Subsidiary Bodies<\/a> (SBs) dan <a href=\"http:\/\/unfccc.int\/bodies\/body\/6645.php\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">Ad Hoc Working Group on the Durban Platform<\/a> (ADP) di bulan Juni dilaksanakan berselang dengan pengumuman Presiden AS Barrack Obama mengenai 30% penurunan emisi pembangkit listrik pada tahun 2030 serta berakhirnya <a href=\"http:\/\/www.gcfund.org\/home.html\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">Green Climate Fund<\/a> (GCF) terkait elemen-elemen penting yang dibutuhkan untuk pengoperasian penuh dana tersebut.<\/p>\n<p>Pertemuan tingkat menteri dilakukan, dimana para pihak berharap memperoleh pencerahan. Ini dititikberatkan pada kekecewaan atas kesenjangan ratifikasi <a href=\"http:\/\/unfccc.int\/kyoto_protocol\/doha_amendment\/items\/7362.php\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">Amandemen Doha<\/a> terhadap Protokol Kyoto (KP) untuk memampukan periode komitmen kedua, sebuah stagnasi terhadap ambisi negara berkembang untuk menurunkan emisi gas rumah kaca dan kesenjangan komitmen keuangan yang masih terjadi. Banyak negara berbicara mengenai proses-proses nasional yang sedang berjalan agar ratifikasi dapat terlaksana, namun tak ada pernyataan utama yang dibuat.<\/p>\n<p>Tuan rumah <a href=\"http:\/\/www.cop20.pe\/en\/\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">UNFCCC 20<sup>th<\/sup> Conference of the Parties<\/a> (COP 20) \u2013 Peru \u2013 berhasil membuat kehadirannya diperhitungkan. Dengan banyak dukungan dari negara-negara kurang berkembang (LDCs) dan negara berkembang kepulauan kecil (SIDS), dalam setiap kesempatan Peru mengingatkan para pihak terkait akan pentingnya bertindak dan menurunkan ekspektasi yang tinggi terhadap pertemuan yang akan dilaksanakan pada bulan Desember di Lima. Presiden COP yang akan datang, Menteri Manuel Pulgar-Vidal menegaskan bahwa beliau berharap keputusan di Lima akan dibuat dengan memperhatikan mitigasi pre-2020, REDD+, kapitalisasi GCF, kontribusi harapan nasional yang diputuskan (INDCs) dan sebuah teks draft untuk sebuah kesepakatan iklim baru.<\/p>\n<p>Dapat dikatakan bahwa substantif negosiasi telah dilakukan.
