Keseluruhan artikel tersebut dapat dibaca di<\/em> <a href=\"http:\/\/www.forestsclimatechange.org\/forests-climate-change-finance\/forests-land-use-green-climate-fund\/\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">sini<\/a><em>.<\/em><\/p>\n<p><a href=\"http:\/\/www.gcfund.org\/home.html\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">Dana Iklim Hijau (GCF)<\/a> menyelesaikan satu langkah besar pada pertemuan Dewan ke-7 di Songdo, Songdo, Korea Selatan pada Mei.<\/p>\n<p>Seluruh 24 anggota Dewan telah menyepakati enam poin penting yang memungkinkan kapitalisasi keuangan dan menetapkan jadwal pertemuan pada Juni dan November 2014 untuk mengkoordinasikan kontribusi finansial.<\/p>\n<p>Negara industri berkomitmen untuk <a href=\"http:\/\/cancun.unfccc.int\/financial-technology-and-capacity-building-support\/new-long-term-funding-arrangements\/\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">menyiapkan pengumpulan dana<\/a> hingga 100 miliar dolar AS per tahun pada 2020 dalam mendukung aksi adaptasi dan mitigasi negara berkembang. Dana ini diharapkan datang dari gabungan sumber daya publik dan swasta.<\/p>\n<p>Walaupun UNFCCC telah meminta mobilisasi modal awal pada GCF sedikitnya 10 miliar dolar AS, banyak yang mengupayakan jumlah lebih hingga 30 juta dolar AS agar bisa melakukan awal lebih cepat antara 2010-2012. Poin yang dibuat bahwa Dewan GCF seharusnya tidak merendahkan ambisinya sendiri.<\/p>\n<p>GCF semakin penting dalam kaitannya dengan prioritisasi pendanaan pemanfaatan lahan dan sektor kehutanan. <a href=\"\/\/www.cifor.org\/online-library\/browse\/view-publication\/publication\/4491.html?_ga=1.37327523.2037507436.1376965167\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">Penelitian terbaru CIFOR di 23 proyek REDD+ di enam negara<\/a> menunjukkan bahwa keuangan dan ketidakamanan kepemilikan adalah penghalang utama implementasi REDD+. Jika REDD+ diharapkan berlanjut, resolusi kebutuhan pendanaan adalah masalah yang menjadi urgensi.<\/p>\n<p>Kelemahan ketersediaan pendanaan untuk adaptasi dan mitigasi perubahan iklim di sektor kehutanan dan pemanfaatan lahan perlu dipertimbangkan dalam konteks tanggapan pada Konferensi Tingkat Tinggi Hutan Asia di Jakarta, oleh Mark Burrows, Direktur Pelaksana dan Wakil Presiden Credit Suisse. <a href=\"http:\/\/www.forestsclimatechange.org\/forests-climate-change-finance\/green-growth-capital-locked-lackluster-governments-credit-suisse\/?_ga=1.111277703.2037507436.1376965167\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">Burrows mengungkapkan pandangan<\/a> bahwa investasi politik dan kebijakan publik dibutuhkan untuk memungkinkan sekitar 224 triliun dolar AS modal sektor swasta mengalir ke ekonomi hijau.<\/p>\n<p>Ia menggambarkan sektor swasta sebagai \u2018<em>tak sabar untuk melompat masuk ke investasi hijau\u2019<\/em>.<\/p>\n<p><strong>Kerangka Akreditasi GCF<\/strong><\/p>\n<p>Langkah pertama untuk mendapatkan pendanaan dari GCF, entitas dan perantara implementasi (IEs) membutuhkan akreditasi. Kerangka akreditasi yang bisa diterapkan baik pada entitas (IEs) dan perantara implementasi sektor publik dan swasta, nasional, regional dan internasional. Pendanaan akan mengalir dari IEs dan perantara untuk mengeksekusi entitas (EEs).<\/p>\n<p>Sebuah Komite Akreditasi beranggotakan 4 anggota Dewan dibentuk dan ditugasi berperan memilih Panel Akreditasi \u2018independen\u2019 untuk memberi masukan kepada  Dewan dan bertanggungjawab melaksanakan proses akreditasi. Panel akan beranggotakan 6 ahli dengan keseimbangan representasi negara maju\/berkembang.<\/p>\n<p>Semua entitas yang membutuhkan akreditasi diharuskan memenuhi Standar Fidusiari dan Sosial serta Pengamanan Lingkungan yang disepakati Dewan.<\/p>\n<p>Namun, Pengaman GCF yang spesifik belum diadopsi. Dewan sepakat untuk pendekatan \u2018menurunkan standar\u2019 dan mengadopsi <a href=\"http:\/\/www.ifc.org\/wps\/wcm\/connect\/topics_ext_content\/ifc_external_corporate_site\/ifc+sustainability\/publications\/publications_handbook_pps\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">Standar Kinerja Korporasi Keuangan Internasional (IFC)<\/a> yang bertentangan dengan Pengamanan menuai kritik organisasi masyarakat sipil (CSOs) dalam keputusan tersebut.<\/p>\n<p>Banyak CSOs berpendapat bahwa standar IFC bukanlah \u2018praktik terbaik\u2019 dan terlalu lemah untuk pendanaan dalam soal ini. Posisi ini mendapat dukungan dalam Dewan GCP, dengan satu anggota Dewan menyatakan bahwa Dana Adaptasi lebih kuat dalam hal hak asasi manusia dan <a href=\"http:\/\/www.adb.org\/\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">Bank Pembangunan Asia<\/a> lebih kuat dalam hal konsultasi.<\/p>\n<p>Kelompok dan Pengamat berpengalaman dalam REDD+ juga mengkhawatirkan hal terkait konsistensi dengan <a href=\"http:\/\/reddplussafeguards.com\/\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">Pengaman REDD+ Cancun<\/a>, yang mungkin membutuhkan pertimbangan lebih jauh dan panduan dari <a href=\"https:\/\/unfccc.int\/meetings\/lima_dec_2014\/meeting\/8141.php\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">Konferensi Para Pihak UNFCCC ke-20 (COP 20)<\/a> di Lima pada Desember.<\/p>\n<p>Menyadari berbagai tantangan ini, Dewan sepakat bahwa standar IFC ditetapkan sebagai basis <em>interim<\/em> dan diharapkan untuk mengembangkan Pengaman GCF dalam 3 tahun dengan partisipasi beragam pemangku kepentingan dan pembelajaran dari pengalaman termasuk melalui Unit Evaluasi Independen dan Mekanisme Penyempurnaan Independen.<\/p>\n<p>Diharapkan harmonisasi ke atas dari standar IFC akan terjadi melalui pengembangan pengaman GCF. Namun, masih tidak jelas apakah sebuah proses yang ditempatkan akan membutuhkan aplikasi baru untuk akreditasi dari akreditas entitas sebelumnya, dan sampai mana sebuah kajian kelayakan untuk tetap diakreditasi akan dilakukan.
