Penelitian ini mengutip kendala dan peluang pemantauan, verifikasi dan pelaporan (MRV) reduksi emisi di tiga negara dengan program REDD+.<\/p>\n<p><a href=\"http:\/\/www.un-redd.org\/aboutredd\/tabid\/102614\/default.aspx\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">REDD+<\/a> adalah \u201cpuzzle multi-tingkat\u201d yang memerlukan pendekatan terintegrasi dalam menstrukturisasikan level tata kelola internasional dan lokal jika akurasi dan akuntabilitas MRV ingin terjamin, kata penelitian.<\/p>\n<p>\u201cOrang seharusnya mengerti betapa kompleks dan multi-tingkat REDD+ ini, dari internasional hingga sangat lokal,\u201d <a href=\"\/\/www.cifor.org\/about-us\/cifor-scientific-staff-profiles\/detail-profile\/staff\/003434.html?_ga=1.79353751.2037507436.1376965167\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">kata Kaisa Korhonen-Kurki,<\/a> mitra riset Pusat Penelitian Kehutanan Internasional (CIFOR) yang memimpin penelitian \u201c<a href=\"http:\/\/www.thecommonsjournal.org\/index.php\/ijc\/article\/view\/372\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">Multiple levels and multiple challenges for measurement, reporting and verification of REDD+<\/a> (Ragam tingkat dan ragam tantangan dalam pengukuran, pelaporan dan verifikasi REDD+),\u201d bagian dari <a href=\"http:\/\/www.forestsclimatechange.org\/global-comparative-study-on-redd.html?_ga=1.83098261.2037507436.1376965167\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">Penelitian Komparatif Global REDD+<\/a> CIFOR.<\/p>\n<p>REDD+ memberi nilai finansial pada karbon yang disimpan dalam pohon, menawarkan pengelola lahan insentif bersyarat dalam menjaga tegakan hutan. Tujuan awal pembiayaan REDD+ berasal dari perdagangan emisi karbon tidak berbuah hasil ketika pemerintah nasional berkutat dengan tantangan multi-tingkat terkait MRV dalam sektor penggunaan lahan, kata laporan tersebut.<\/p>\n<p>\u201cREDD+ berbasis pada <a href=\"http:\/\/www.forestsnews.org\/10961\/emission-reduction-policies-must-be-based-on-accurate-carbon-measurements\">pengukuran karbon<\/a>. Tujuan MRV adalah memonitor dinamika perubahan hutan dan reduksi emisi terkait serta memahami jika ada kaitan tambahan aktivitas REDD+,\u201d kata Korhonen-Kurki. \u201cHal ini mencakup peta, data \u2026 banyak informasi perlu diintegrasikan dari tingkat lokal, nasional dan seterusnya.\u201d<\/p>\n<p>Sebagai tambahan, seperti yang biasanya didefinisikan, terjadi ketika terdapat reduksi terukur emisi sebagai hasil proyek yang didanai. Jika reduksi terjadi ketika tidak ada pembayaran atau proyek offset, contohnya, maka reduksi tidak menjadi \u201ctambahan.\u201d<\/p>\n<p>Tambahan terjadi ketika kredit karbon diklaim dan dihitung diluar skenario \u201cbusiness-as-usual\u201d, yang tidak lantas mudah ditentukan.<\/p>\n<p><strong>PARAMETER MRV<\/strong><\/p>\n<p>Laporan tersebut, terfokus pada Brasil, Vietnam dan Indonesia, menyatakan dalam banyak kasus, MRV di negara-negara tersebut menghadapi tantangan akibat dari konflik informasi, insitusi dan kepentingan.<\/p>\n<p>Di Indonesia, beragam tingkat pemerintah menggunakan rentang berbeda peta sumber daya hutan dan baru akhir-akhir ini mulai bergerak <a href=\"http:\/\/www.forestsnews.org\/13716\/mapping-indonesias-future-integrating-indigenous-claims-to-land\">menggunakan peta tunggal<\/a> dalam perencanaan penggunaan lahan, kata Korhonen-Kurki.<\/p>\n<p>\u201cTerdapat masalah teknis, tapi sebagian besarnya masalah pemerintah,\u201d kata Korhonen Kurki. \u201cBahkan di <a href=\"http:\/\/www.forestsnews.org\/tag\/brazil\/\">Brasil<\/a>, mereka menggunakan teknologi paling maju, ketika orang tidak berkomunikasi dan informasi tidak mengalir antar tingkat, ini tidak bekerja.\u201d<\/p>\n<p>Satu langkah krusial dalam proses REDD+ adalah menetapkan tingkat referensi untuk mengukur reduksi emisi. Kerjasama antara beragam tingkat pemerintah di wilayah ini memiliki \u201cimplikasi kritis penghitungan karbon,\u201d kata laporan penelitian tersebut.<\/p>\n<p>\u201cIni menjadi dasar pembayaran,\u201d kata Korhonen-Kurki. \u201cJika ada level yang tidak berpartisipasi, atau jika yang paling berkuasa memutuskan, ini bisa lebih menguntungkan daripada hal yang lain.\u201d<\/p>\n<p>Penulis laporan <a href=\"http:\/\/www.gcftaskforce.org\/documents\/acre%27s_progress_towards_jurisdictional_redd.pdf\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">mengutip riset<\/a> yang menunjukkan perbedaan antara deforestasi historis yang diukur oleh otoritas nasional dan peraturan Acre Brasil.<\/p>\n<p>Berdasar pada data yang digunakan sebagai rujukan, insentif (dan pendanaan terkait) untuk aktivitas REDD dalam Acre sedikit berbeda.<\/p>\n<p>Riset mengenai tantangan multi-tingkat MRV di <a href=\"http:\/\/www.forestsnews.org\/tag\/vietnam\/\">Vietnam<\/a> dan Indonesia menyatakan bahwa \u201ctidak adanya transparansi mekanisme pembagiaan manfaat (untuk mengatur bagaimana insentif finansial ditransfer dan dibagikan) berdasar pada sebuah sistem MRV nasional, persetujuan pendanaan masa depan REDD+ dan alokasi pendapatan bisa melibatkan negosiasi berkepanjangan di antara badan kabupaten, provinsi dan pusat, sehingga meningkatkan biaya transaksi dan membuka peluang korupsi,\u201d  kata laporan tersebut.<\/p>\n<p><strong>MENGHITUNG SOLUSI<\/strong><\/p>\n<p>Vietnam dan <a href=\"http:\/\/www.forestsnews.org\/19065\/indonesia-president-delivers-promised-redd-agency\">Indonesia<\/a> memulai inisiatif mengintegrasikan data terkait hutan di semua tingkat.<\/p>\n<p>\u201cBeberapa kemajuan REDD+ di Brasil pada tingkat subnasional dapat diatribusikan pada partisipasi aktif enam negara Amazon dalam <a href=\"http:\/\/www.gcftaskforce.org\/\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">Governors\u2019 Climate and Forests Task Force &#8211; GCF<\/a>, yang mengakui peran kunci negara dan pemerintah provinsi dalam membangun program REDD+,\u201d kata Amy Duchelle, peneliti CIFOR di Brasil dan penulis pendamping laporan.<\/p>\n<p>GCF mulai pada 2008 melalui kesepakatan antara pemerintah subnasional terpilih di AS, Brasil dan Indonesia, dan berkembang melibatkan 19 negara dan provinsi seluruh dunia.<\/p>\n<p>Opsi lain untuk meningkatkan kerjasama antar tingkat institusi adalah mendorong partisipasi masyarakat lokal dalam mengarahkan pemantauan emisi karbon, demikian menurut laporan.<\/p>\n<p>\u201cTerdapat juga contoh MRV berbasis masyarakat, atau bagaimana masyarakat lokal dapat melakukan pengukuran karbon sendiri,\u201d kata Korhonen-Kurki. \u201cSebagian bagus, sebagian lain ada masalah, tetapi ini adalah jalan yang harus dieksplorasi.
