Ketepatan waktu dalam diskusi ini menjadi penting, bersamaan dengan <a href=\"http:\/\/sustainabledevelopment.un.org\/index.php?menu=1549\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">Kelompok Kerja Terbuka PBB mengenai SDGs<\/a> yang akan mendiskusikan hutan dalam pertemuan akhir 3-7 Februari 2014. Setelah pertemuan ini, negara anggota kelompok kerja akan menyerahkan rekomendasi bagi perumusan kerangka kerja masa depan yang akan mengganti Tujuan Pembangunan Milenumum kepada Sekjen PBB dan Sidang Umum.<\/p>\n<p>Selanjutnya, saya mengeksplorasi beberapa pikiran lebih dalam mengenai indikator yang sesuai untuk kehutanan dan lanskap. Hal tersebut telah terkristalisasi melalu <a href=\"http:\/\/www.landscapes.org\/\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">dialog intensif<\/a> setahun terakhir mengenai perlunya kemitraan baru dan solusi lintas sektor yang tidak terkungkung ruang sektoral, lapisan tata kelola atau batasan politik.<\/p>\n<p><a href=\"http:\/\/sustainabledevelopment.un.org\/index.php?menu=1300\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">Proses SDG<\/a> telah, dengan dan secara luas, meletakkan ambisi tersebut, dan tanda-tandanya cukup kuat untuk mengkonstruksi kerangka SDG yang terintegrasi secara terencana. Hal ini memberi tekanan bagi sektor-sektor yang secara tradisional mendefinisikan tujuan-tujuan mereka dalam lanskap institusional mapan. Sektor kehutanan bukan kekecualian soal ini, dan menjadi tantangan untuk menjauh dari penggunaan batasan tradisional sektoral dalam mendefinisikan target dan indikator. Proses SDG memberi kesempatan melangkah maju dan meningkatkan batas kontribusi sektor dengan mengambil pandangan lebih luas isu-isu yang ada. Hal ini dimungkinkan melalui pendekatan lanskap.<\/p>\n<p>Intinya, mengapa kita perlu mengekplorasi \u201cLanskap berkelanjutan\u201d sebagai sebuah SDG, yang tidak dikuasai sektor manapun, tetapi peluang untuk memperkuat kontribusi bagi pembangunan berkelanjutan oleh kehutanan, pertanian dan sektor lain.<\/p>\n<p>Upaya untuk mendefinisikan lanskap bisa <a href=\"http:\/\/www.forestsnews.org\/19791\/on-landscapes-part-2-what-are-landscapes#.UuzbEHkaUuM\">dilihat di sini.<\/a> Dengan pendekatan ini, lanskap diterapkan di semua tingkat. Hal ini berarti bahwa negara secara utuh (atau tingkat yurisdiksi lain) juga adalah lanskap, yang relevan bagi kerangka SDG, karena kemajuan perlu dilaporkan oleh negara.<\/p>\n<p>Tetapi apa indikator bagi \u201cLanskap berkelanjutan\u201d?<\/p>\n<p>Sejalan dengan langkah PBB masuk ke negosiasi konstruksi SDGs, berikut beberapa kemungkinan indikator untuk dipertimbangkan:<\/p>\n<p><b>A.    <\/b><b><span style=\"text-decoration: underline;\">Indikator dasar lanskap yang dapat diterapkan di semua skala<\/span><\/b><\/p>\n<ol>\n<li><b>Meningkatnya penghidupan lanskap<\/b>, diukur dari pemasukan atau aset petani\/produsen<\/li>\n<li><b>Meningkatnya jasa lingkungkan<\/b>, diukur dari stok biomassa di lanskap (termasuk hutan dan tanah)<\/li>\n<li><b>Meningkatnya efisiensi sumber daya dalam penggunaan lahan<\/b>, diukur dari emisi gas rumah kaca dari sektor berbasis lahan<\/li>\n<li><b>Meningkatnya suplai pangan dan produk lain dari penggunaan lahan<\/b>, diukur dari kuantitas atau nilai berdasar kategori (di sini nilai produk hutan dapat menjadi sub-indikator sektoral)<\/li>\n<li><b>Meningkatnya potensi keragaman hayati<\/b>, diukur, misalnya, tipe ekologi area hutan<\/li>\n<\/ol>\n<p>Setiap usulan lima indikator ini bisa diukur dan dibuatkan skala pada berbagai jenis atau ukuran lanskap. Mereka dapat diterapkan secara universal di negara maju dan berkembang<\/p>\n<p><b>B.     <\/b><b><span style=\"text-decoration: underline;\">Indikator terkait tata kelola lanskap<\/span><\/b><\/p>\n<ol>\n<li><b>Kemajuan implementasi, atau kesetaraan dengan, <\/b><b><a href=\"http:\/\/www.fao.org\/nr\/tenure\/voluntary-guidelines\/en\/\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">Voluntary Guidelines on Responsible Governance of Tenure<\/a><\/b> (diajukan oleh Komite Keamanan Pangan Dunia 2012), pengukuran ditentukan kemudian.<\/li>\n<li><b>Eksistensi\/implementasi keranga kerja legak yang kondusif terhadap kolaborasi lintas sektor dan kebijakan pada tingkat lanskap<\/b>, pengukuran akan ditentukan kemudian<\/li>\n<li><b>Kemajuan implementasi kesepakatan internasional mengenai perburuhan dan ketenagakerjaan sektor kehutanan dan pertanian<\/b>, dengan rujukan khusus gender dan buruh anak, pengukuran akan ditentukan kemudian<\/li>\n<li><b>Tingkat investasi yang ditargetkan untuk pemanfaatan lahan berkelanjutan<\/b>, diukur dari sisi keuangan.<\/li>\n<\/ol>\n<p><a href=\"http:\/\/unsdsn.org\/files\/2013\/12\/Issue-Brief-Goals-Targets-and-Indicators-for-Sustainable-Agriculture.pdf\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">Jaringan Solusi Pembangunan Berkelanjutan<\/a>, sebuah inisiatif PBB, mengungkap gagasan yang sama dengan usulan indikator terkait pertanian berkelanjutan. Secara khusus, tujuan 6 dan 9 <a href=\"http:\/\/www.landscapes.org\/new-policy-brief-sustainable-agriculture-land-uses-major-crosscutting-issue-sustainable-development-goals\/\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">ringkasan SDSN<\/a> sejalan dengan pemikiran lanskap, yang menjawab fungsi lingkungan, sosial dan ekonomi lintas sektor.<\/p>\n<p>Di luar indikator-indikator ini, diskusi penting lain adalah mengenai target universal. Target dapat membantu mengukur kemajuan dan memberi panduan ke arah pencapaian Tujuan Pembangunan Berkelanjutan. Hal ini termasuk pertanyaan yang paling masuk akal \u2013 target absolut atau target relatif.<\/p>\n<p>Tidak hanya melihat hanya lanskap semata, terdapat faktor tambahan yang mempengaruhi lanskap dan planet bumi secara tidak langsung, seperti perdagangan dan pola konsumsi. Lebih jauh, isu utama pembangunan yaitu kemiskinan, keamanan pangan dan nutrisi (lebih dari sekadar produksi pertanian) dan kesehatan tentu saja sangat fundamental bagi masyarakat dalam lanskap dunia. Dr. Holmgren has a PhD in Forestry and 26 years of experience in international forestry and agriculture. Prior to CIFOR, Dr. Holmgren worked at the Food and Agriculture Organization (FAO), where he led FAO\u2019s work on climate change and its contributions to the UNFCCC process. While at FAO he also coordinated the Global Forest Resources Assessment, played a leading role in establishing the UN-REDD program and led the development of the Climate Smart Agriculture concept. Dr. Holmgren is credited for leading the dialogue to enhance and broaden the role of forestry in the Global Development Agenda to address the major challenges of our time: poverty, food security, climate change and green economy.
