{"id":20501,"date":"2013-11-29T13:47:47","date_gmt":"2013-11-29T06:47:47","guid":{"rendered":"http:\/\/www.forestsnews.org\/?p=20501"},"modified":"2015-10-20T09:41:54","modified_gmt":"2015-10-20T02:41:54","slug":"menggabungkan-adaptasi-mitigasi-sebuah-pilihan-menang-menang","status":"publish","type":"post","link":"https:\/\/www.forestsnews.org\/id\/20501\/menggabungkan-adaptasi-mitigasi-sebuah-pilihan-menang-menang","title":{"rendered":"Menggabungkan adaptasi &#038; mitigasi: sebuah pilihan menang-menang"},"content":{"rendered":"<p>Turrialba, Kosta Rika (29 November 2013) \u2013 Meski bentang alam pedesaan dapat dikelola untuk mengoptimalkan baik itu mitigasi perubahan iklim maupun adaptasi, banyak proyek-proyek pembangunan berorientasi iklim yang gagal memanfaatkan keuntungan-keuntungan tersebut, menurut Bruno Locatelli, ilmuwan dari Pusat Penelitian Kehutanan Internasional (CIFOR) dan Agricultural Research for Development (CIRAD).<\/p>\n<p>Dengan perencanaan yang sungguh-sungguh, bentang alam dapat dikelola dengan menitikberatkan keseimbangan sinergi adaptasi dan mitigasi &#8212;<i>trade-off&#8211;<\/i>, <a href=\"http:\/\/catie.ac.cr\/index.php\/en\/\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">ujarnya<\/a> dalam konferensi Tropical Agriculture Research and Higher Education Center (<i>Centro Agron\u00f3mico Tropical de Investigaci\u00f3n y Ense\u00f1anza<\/i>, CATIE) di Kosta Rika pada bulan Oktober.<\/p>\n<p>\u201cTerdapat potensi besar untuk mengintegrasikan adaptasi dan mitigasi dalam 235 proyek yang kami tinjau di seluruh penjuru dunia, namun dokumen-dokumen proyek tersebut kerap tidak menuliskan alasan untuk melakukannya,\u201d ungkap Locatelli di <a href=\"http:\/\/web.catie.ac.cr\/wallace2013\/home_ing.htm\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">hadapan peserta<\/a> dalam Konferensi ke-7 Henry A. Wallace Inter-American Scientific, menandai 40 tahun berdirinya CATIE.<\/p>\n<p>Mitigasi, yang melibatkan pula pengurangan atau <i>offsetting<\/i> emisi GRK dan adaptasi, yang merujuk pada upaya untuk mengurangi dampak perubahan iklim, kerap dipisahkan dalam kotak, lanjutnya.<\/p>\n<p>Namun bentang alam pedesaan berkontribusi baik terhadap adaptasi maupun mitigasi, menyerap dan menyimpan karbon ketika menahan efek perubahan iklim dan memampukan petani untuk mendiversifikasi penghidupan mereka.<\/p>\n<p>Proyek-proyek pembangunan pedesaan yang berfokus pada adaptasi dapat dengan mudah menggabungkan strategi mitigasi, lanjut Locatelli.<\/p>\n<p>Sebagai contoh, sebuah proyek yang dirancang untuk membantu petani meningkatkan resiliensi terhadap perubahan iklim dan diversifikasi pendapatan mereka memungkinkan memasukkan restorasi DAS untuk perlindungan dari banjir. Karena setiap pohon yang ditanam sebagai semacam restorasi akan menambahkan manfaat mitigasi emisi GRK dengan menyimpan karbon, maka sebuah strategi mitigasi dapat ditambahkan dalam rencana adaptasi.<\/p>\n<p>Namun adaptasi dan mitigasi tidak selalu selaras satu sama lain, terang Locatelli.<\/p>\n<p>Jika pepohonan yang ditanam terdapat dalam perkebunan, ada kemungkinan akan timbul konsekuensi tak diharapkan. Contohnya, menurunnya ketersediaan air, peningkatan limpasan selama banjir atau penggunaan zat kimia untuk pertanian yang dapat memapar mereka yang tinggal di daerah hulu.<\/p>\n<p>Dan meski melindungi hutan mungkin memampukan masyarakat lokal untuk menerima kompensasi untuk mengurangi deforestasi di bawah skema REDD+ ((pengurangan emisi dari deforestasi dan degradasi hutan) yang didukung PBB, ini mungkin juga termasuk peraturan yang akan membatasi akses orang-orang terhadap produk hutan yang penting bagi penghidupan mereka dan untuk menghadapi variasi iklim, jelas Locatelli.<\/p>\n<p>\u201cAnda harus melihat, baik itu sinerginya ataupun &#8212;<i>trade-off<\/i> &#8212; nya,\u201d lanjutnya lagi.<\/p>\n<p>Masalah kompleks yang muncul adalah kekurangan data di waktu sebenarnya untuk memandu rancangan proyek dan pengambilan kebijakan. Saat Locatelli meninjau 139 tulisan mengenai perubahan iklim dan mitigasi, dia menemukan bahwa 64 diantaranya menyatakan alasan untuk mengintegrasikan mitigasi dan adaptasi ke dalam proyek, namun hanya 11 tulisan yang sungguh-sungguh mempelajari proyek-proyek perubahan iklim yang ada.<\/p>\n<p>Ini berarti banyak proyek yang mungkin dirancang dan diluncurkan tanpa dukungan bukti ilmiah yang kuat, ujarnya. Celah pengetahuan ini dapat dipenuhi jika pemimpin proyek memiliki sistem umum untuk mengumpulkan data di lapangan yang kemudian dibagikan, tambahnya.<\/p>\n<p>Beberapa langkah telah diambil menuju arah tersebut. <a href=\"http:\/\/www.climate-standards.org\/ccb-standards\/\" target=\"_blank\">Climate, Community and Biodiversity Standards<\/a> \u201cmengidentifikasi proyek yang secara simultan menangani perubahan iklim, membantu masyarakat lokal dan melindungi keanekaragaman hayati,\u201d berdasar organisasi tersebut.<\/p>\n<p>Masyarakat lokal khususnya, memilih untuk mengambil manfaat dari kombinasi upaya-upaya adaptasi dan mitigasi, ujar Locatelli.<\/p>\n<p>\u201cJika Anda menambahkan langkah adaptasi dalam proyek-proyek REDD+, Anda dapat mengarahkannya pada kesetaraan, meningkatkan partisipasi pemangku kepentingan dan membuat proyek lebih diterima masyarakat lokal. Menggabungkan adaptasi dan mitigasi menangani keberlanjutannya secara holistik.\u201d<\/p>\n<p><a href=\"http:\/\/unfccc.int\/meetings\/warsaw_nov_2013\/meeting\/7649.php\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">Langkah-langkah mitigasi dan adaptasi<\/a> ada dalam agenda pembicaraan iklim PBB di Warsawa.
