{"id":20463,"date":"2013-11-26T16:26:12","date_gmt":"2013-11-26T09:26:12","guid":{"rendered":"http:\/\/www.forestsnews.org\/?p=20463"},"modified":"2015-10-20T09:41:34","modified_gmt":"2015-10-20T02:41:34","slug":"pertukaran-ide-ide-di-oslo-menciptakan-kemajuan-bagi-redd-di-warsawa","status":"publish","type":"post","link":"https:\/\/www.forestsnews.org\/id\/20463\/pertukaran-ide-ide-di-oslo-menciptakan-kemajuan-bagi-redd-di-warsawa","title":{"rendered":"Pertukaran ide-ide di Oslo menciptakan kemajuan bagi REDD+ di Warsawa"},"content":{"rendered":"<p>Warsawa, Polandia (26 November 2013) \u2013 Para delegasi telah berkumpul di Stadion Nasional Warsawa awal November lalu,  mengerucutkan poin-poin mengikat seputar program REDD+ dukungan PBB yang melandasi negosiasi internasional di Doha, Qatar tahun lalu.<\/p>\n<p>Sebagian dari mereka mengharapkan terobosan penting terkait kesepakatan iklim di COP-19, namun banyak pula yang mengantisipasi bahwa para negosiator akan bergerak untuk memerinci detil terkait situasi standar untuk komponen-komponen rawan, semisal pendanaan serta pemantauan, pelaporan dan verifikasi (MRV) emisi gas rumah kaca.<\/p>\n<p>Sejak dimulai pada tahun 2008, REDD+ telah berkembang dari sekedar prinsip untuk memberi renumerasi pendanaan terhadap negara-negara untuk mempertahankan hutan \u2013 seperti yang disediakan oleh jasa ekologis \u2013 dengan membiarkan tegakan pohon menghasilkan daun, menjadi kerangka kerja yang lebih kompleks dan matang.<\/p>\n<p>Para negosiator  berada dalam posisi dilematis mengingat adanya kebutuhan mengatasi beragam kesulitan sosial dan ekonomi jika mekanisme REDD+ hendak berhasil. Jika dunia serius mengenai memampukan peran hutan dalam mitigasi perubahan iklim, mekanisme yang harus dikembangkan lewat hubungan internasional adalah model baru dari kolaborasi internasional dengan cara yang transparan dan demokratis.<\/p>\n<p>Banyak negara-negara yang terlibat dan perwakilan pemerintahan yang sangat beragam serta sektor masyarakat sipil yang memiliki tingkat kekuatan, pengaruh, pengertian dan saling percaya yang berbeda. Namun, kemajuan yang lambat terjadi di tingkat nasional dalam arena kebijakan negara-negara yang terlibat untuk membuat REDD+ bisa berjalan. Di tingkat global, kunci dari kerangka kerja REDD+ dan pendanaan masih belum terjamin.<\/p>\n<p>Di bulan Oktober lalu, kurang lebih 500 pakar REDD+ berkumpul di konferensi kedua <a href=\"http:\/\/www.norad.no\/en\/oslo-redd-exchange-2013\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">Oslo REDD Exchange 2013<\/a>,  dengan sponsor <a href=\"http:\/\/www.norad.no\/en\/support\/climate-and-forest-initiative-support-scheme\" target=\"_blank\">Norwegian Agency for Development Cooperation<\/a> (NORAD). Acara ini memberi kesempatan kebangkitan kembali agenda REDD+ dan memotivasi banyak negara untuk terlibat dalam REDD+ dalam pertemuan iklim internasional ke-19, Konferensi para Pihak mengenai Konvensi Kerangka Kerja PBB mengenai Perubahan Iklim (UNFCCC), November awal di ibukota Polandia.<\/p>\n<p>Format pertukaran yang tidak umum adalah sebuah diversi baru dari gaya konferensi yang lazim. Hampir semua panel terdiri atas pembicaraan yang diatur untuk empat tema dan sekitarnya yaitu lanskap, komoditi, analisis, dan konsensus \u2013 area yang membentuk  portofolio penelitian NORAD.<\/p>\n<p>Pihak penyelenggara memulai dari format tipe konferensi ilmiah \u201cperlihatkan dan jelaskan\u201d dengan melibatkan pembicara dari negara-negara berkembang dan masyarakat sipil yang aktif untuk mewujudkan REDD+ menjadi kenyataan. Hal ini mampu menghidupkan dan membuat acara yang mencerahkan.<\/p>\n<p>Sebuah \u201cjajaran hasil\u201d memberi kesempatan kepada 15 organisasi yang terpilih dari 41 lainnya yang didanai oleh NORAD dan pemerintah Norwegia untuk Iklim Internasional dan Inisiatif Hutan untuk menampilkan hasil proyek mereka.<\/p>\n<p>Beberapa ilmuwan dari Studi Komparatif Global CIFOR juga tampil dalam jajaran hasil dan bergabung dalam diskusi tentang apakah REDD+ adalah ancaman atau tantangan terhadap hak-hak masyarakat lokal, peran pembayaran untuk performa, dan peningkatan sistem nasional untuk MRV.<\/p>\n<p>Pada tahun 2012, CIFOR mempublikasikan <a href=\"\/\/www.cifor.org\/online-library\/browse\/view-publication\/publication\/3805.html\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">\u201cAnalysing REDD+\u201d,<\/a> sebuah buku yang merangkum Studi Komparatif Global dengan menitikberatkan pada pentingnya isu pemeringkatan dalam REDD+.<\/p>\n<p>Contohnya, salah satu topik buku adalah mengenai bagaimana mempertahankan arus informasi dan koordinasi di antara tingkatan pemerintah internasional, nasional dan subnasional yang sangat penting bagi tata kelola REDD+.<\/p>\n<p>Isu tenurial lahan sangat penting bagi warga desa untuk pengimplementasian skema REDD+. Meski upaya-upaya yang dibuat untuk menjawab pertanyaan-pertanyaan tentang tenurial lahan ada di tingkat lokal, hukum nasional harus menanganinya secara jelas dan transparan.<\/p>\n<p>Menentukan tingkat karbon dan pengukuran emisi GRK juga sangat penting bagi REDD+, namun banyak negara yang masih berjuang untuk meningkatkan kapasitas nasional mereka untuk mengukur dan menangani data-data yang kompleks.<\/p>\n<p>Penting untuk mengembangkan pendekatan langkah demi langkah pada MRV untuk memampukan negara-negara dengan tingkat kapasitas yang beragam agar partisipasinya bisa bermanfaat bagi REDD+.
