WARSAWA, Polandia (25 November 2013) \u2013 Timbulnya tantangan di sertifikasi jasa ekosistem hutan, delegasi di pertemuan puncak iklim PBB di Warsawa berusaha mengantisipasi pengetahuan baru dari pertemuan organisasi sertifikasi awal November yang lalu.<\/p>\n

Terbangun dari aliansi berusia setahun, The Gold Standard Foundation<\/a> dan Forest Stewardship Council<\/a> (FSC) menggabungkan kekuatan dengan Fairtrade International<\/a> untuk menggali tantangan sertifikasi jasa ekosistem hutan di Forum Bentang Alam Global (GLF),<\/a> 16 dan 17 November yang lalu.<\/p>\n

Organisasi tersebut telah berpartisipasi dalam \u201cSertifikasi jasa ekosistem di hutan dan pertanian: Menjamin keaslian MRV serta integritas sosial dan lingkungan pada tingkat bentang alam<\/a>,\u201d satu dari 17 sesi teknis dan jejaring di dalam Forum GLF.<\/p>\n

FSC dan Gold Standard didirikan oleh World Wide Fund for Nature (WWF). Sejak 1993, FSC berpromosi bahwa manajemen hutan yang didanainya telah layak secara lingkungan, menguntungkan secara sosial dan dapat berlangsung secara ekonomi. Gold Standard, dibangun tahun 2003, memiliki spesialisasi yaitu projek sertifikasi energi terbarukan dan efisiensi energi, memberi jaminan pengurangan reduksi emisi gas rumah kaca (GHG), juga mendorong manfaat pembangunan berkelanjutan di tingkat lokal yang dapat diukur, dilaporkan dan diverifikasi (MRV).<\/p>\n

Di tahun 2012, FSC dan Gold Standard menjalin kemitraan dan bersama-sama mengakui pendekatan terhadap pengamanan sosio-lingkungan dan pendekatan Gold Standard untuk sertifikasi karbon. Model kolaborasi masa depan ini memperkirakan, Gold Standard akan menggunakan Prinsip dan Kriteria FSC global dan untuk manajemen hutan bertanggungjawab. Kebalikannya, FSC akan bergantung pada pendekatan Gold Standard untuk menghitung karbon dan pembagian manfaat ketika operasi hutan tersertifikasi FSC.<\/p>\n

\u201cSaat kami dengar Gold Standard masuk dalam sertifikasi penggunaan lahan, kami pikir bahwa dua organisasi bersaudara dengan kepentingan lingkungan dan sosial yang sama bisa menawarkan paket ke pasar,\u201d kata Gregory Jean, manajer kebijakan di FSC yang bersama-sama memfasilitiasi sesi di Warsawa.<\/p>\n

ENERGI VERSUS PENGGUNAAN LAHAN<\/b><\/p>\n

Sertifikasi melibatkan MRV penjaminan hasil sesuai yang dijanjikan \u2013 misalnya reduksi satu ton emisi \u2013 benar-benar tercapai. Sementara sertifikasi untuk produk –– tangible <\/i>— seperti perdagangan kopi secara adil dan kayu terbukti dan teruji, pergeseran ke arah sertifikasi jasa ekosistem yang kurang — tangible<\/i> — relatif baru.<\/p>\n

Awalnya, Gold Standard dan FSC akan fokus pada projek afforestasi dan reforestasi. Dalam kerjasama dengan para pemangku kepentingan, kedua mitra akan lebih jauh menjalin sistem mereka untuk mencakup projek manajemen hutan lebih maju, demikian pula jasa ekosistem hutan tambahan seperti air atau keragaman hayati melalui projek REDD+.<\/p>\n

\u201cAda perbedaan besar antara sertifikasi projek energi dan projek penggunaan lahan,\u201d ujar fasilitator pendamping, Pieter van Midwoud, direktur pengembangan bisnis, penggunaan lahan dan hutan dari Gold Standard. Sebuah projek energi terbarukan, seperti tungku masak lebih efisien yang mengurangi penggunaan kayu bakar, memberi dampak tidak langsung pada bentang alam, katanya. Sebaliknya, inisiatif penggunaan lahan diterapkan secara langsung pada tanah, lebih membutuhkan perhatian pada dampak \u2013 baik positif maupun negatif \u2013 terhadap keragaman hayati dan ekosistem.<\/p>\n

\u201cMelalui citra satelit, kita bisa mendapat gambar rinci apa yang terjadi,\u201d katanya. \u201cIni kompleks dan menantang, tetapi orang bekerja setiap hari untuk mendapatkan teknik baru dan lebih baik.\u201d<\/p>\n

KERJA TENGAH BERLANGSUNG<\/b><\/p>\n

FSC tengah mengembangkan indikator untuk menyediakan kebutuhan spesifik terkait jasa ekositem. Sementara, FSC dan Pusat Penelitian Kehutanan Internasional (CIFOR) bekerja sama untuk mengukur dampak sertifikasi setelah beberapa waktu, meninjau khususnya pada keragaman hayati, karbon dan dampak sosial. Mereka berencana untuk mengukur dampak manajemen pada jasa ekosistem spesifik di 10 tempat percontohan di empat negara.<\/p>\n

CIFOR dan FSC juga mengerjakan analisis pasar dunia, kata Alison von Ketteler, manajer program Sertifikasi Hutan untuk Jasa Ekosistem (ForCES) FSC. Sebagai bagian proses ini, mereka menentukan apakah pemegang sertifikat saat ini bersedia untuk meningkatkan sertifikasi mereka termasuk jasa ekosistem hutan. Mereka telah meminta badan sertifikasi dan \u201cpendukung\u201d \u2013 LSM dan badan pembangunan mengerjakan sertifikasi \u2013 untuk menyalurkan kapasitas untuk menawarkan pelatihan dan sertifikasi terkait jasa ekosistem hutan.<\/p>\n

\u201cKami tahu terdapat beberapa pasar potensial, baik itu publik atau swasta,\u201d katanya. \u201cKami bekerja untuk menentukan pasar mana yang terbaik.\u201d<\/p>\n

\u201cKami tidak harus takut akan tantangan yang rumit,\u201d kata Van Midwoud. \u201cAda kekecewaan di luar sana dengan semua standar sertifikasi dan lebih atau kurangnya sama, tetapi tidak benar-benar sama.
