Seri televisi BBC Planet<\/i> Earth<\/i><\/a> merupakan yang terdepan\u2014dengan biaya pembuatan 12 juta dolar AS<\/a>, menghasilkan 34 juta dolar AS pada tahun pertama dirilis<\/a> dan memecahkan rekor 100 juta penonton<\/a> di 100 negara<\/a>.<\/p>\n

Film tentang alam liar juga merupakan alat yang kuat<\/a> dalam meningkatkan kesadaran konservasi dan isu lingkungan. Tetapi nilai hiburan yang kita dapat dari melihat macan tutul, macan dan hiu di layar kita tidak secara langsung diterjemahkan menjadi nilai sesungguhnya aktivitas konservasi, yang sebagian besar secara umum minim-pendanaan<\/a>.<\/p>\n

Jadi dengan keuntungan besar dan dampak mendunia, apakah pembuat film memiliki tanggungjawab untuk membantu melindungi spesies dalam film mereka? Haruskah mereka membayar untuk keragaman hayati tempat mereka bergantung?<\/p>\n

Sebuah artikel dipublikasikan di Science<\/i> pada 2011<\/a> menyarankan bentuk baru pendanaan konservasi, dimana pemasukan dikembangkan dengan penjualan pembuatan program alam liar dan DVD untuk dapat digunakan membiayai konservasi keragaman hayati.<\/p>\n

Pembuat film sebaiknya tidak lagi menjadi \u201cpenumpang gratisan alam\u201d, kata penulis, tetapi wajib menjadi subjek dalam skema pembayaran jasa lingkungan (PJL) yang secara aktif berkontribusi terhadap perlindungan keragaman hayati dalam film mereka. Ini adalah solusi baru, dan menimbulkan debat menarik mengenai batasan PJL, tetapi apa tantangan dan implikasi jangka panjangnya?<\/p>\n

Ide ini menarik dan provokatif, tetapi dalam artikel terbaru di jurnal Oryx,<\/a> kami berpendapat bahwa terdapat sejumlah kelemahan dalam proposal ini, dimulai dari kesalahan pelabelan mekanisme \u201cPJL\u201d. Menurut Jepson et al. dalam bantahan mereka<\/a>, \u201ctujuan (sertifikasi) adalah untuk memperluas dan meningkatkan aliran finansial untuk perlindungan dan restorasi ekosistem\u2019. Hal ini berbeda dengan definisi konseptual PJL<\/a> saat ini, sebagai alat \u2018yang diarahkan untuk menciptakan insentif bagi keputusan penggunaan lahan individu dan\/atau kelompok dengan minat sosial dalam manajemen sumber daya alam\u2019.<\/p>\n

Agar makin jelas, PJL adalah mekanisme sukarela yang bergantung pada hubungan antara pengguna layanan (dalam hal ini pembuat film) dan penyedia layanan. Jika aturan yang disepakati dilanggar, pembayaran bisa dikurangi atau dihentikan. Ada hubungan langsung antara pembayaran yang dibebankan dengan insentif yang dibagikan sebagai inti dari PJL.<\/p>\n

Usulan dana perwalian PJL tidak menjelaskan secara spesifik penerima uang langsung, oleh karena itu tidak menyiapkan insentif apapun untuk perubahan perilaku<\/a> dalam manajemen sumber daya. Agar dana perwalian ini bisa bekerja sebagai mekanisme PJL, pembuat film seharusnya hanya membayar dengan syarat bahwa jasa lingkungan dijaga atau ditingkatkan. Pertanyaan tak terjawabnya kemudian adalah faktor apa yang menentukan standar \u201cprovisi jasa\u201d di lapangan, dan siapa yang perlu menerima insentif untuk meningkatkan performansi mereka.<\/p>\n

Buktinya cukup kuat untuk menyatakan bahwa kita seharusnya mendukung, mungkin bahkan mensubsidi produksi film dokumenter alam dibanding membuatnya lebih sulit dan lebih mahal.<\/p><\/blockquote>\n

Bahkan sebagai mekanisme pembiayaan murni, transaksi berbiaya besar perlu dibuatkan badan sertifikasi untuk menghindarkan terbuangnya bagian terbesar dana yang tersedia, dan kemudian menguntungkan calo daripada konservasi itu sendiri. Terdapat juga masalah keberlakuan\u2014siapa bertanggungjawab terhadap pembayaran yang tidak dilakukan? Siapa yang mengelola dana ini, dan bagaimana dana ini diatur?<\/p>\n

Jadi jika ini bukan PJL, maka jenis mekanisme apa yang kita bicarakan? Sebelumnya kami berpendapat bahwa pembayaran sertifikasi wajib<\/b> akan menimbulkan beban pajak atau pungutan terhadap film alam; walaupun dalam mekanisme sertifikasi sukarela<\/b>, seperti ditunjuk Jepson dan Jennings, sejenis \u201cbiaya\u201d tertentu bisa lebih cocok.<\/p>\n

Apapun namanya, dampaknya mengarah pada penurunan: dengan meningkatkan biaya produksi televisi, biaya itu akan jatuh pada konsumen melalui peningkatan harga DVD atau biaya langganan saluran, hasilnya mengurangi kebutuhan dan lebih sedikit program alam.<\/p>\n

Film dokumenter alam liar memainkan peran sangat penting dalam meningkatkan kesadaran terhadap isu lingkungan<\/a>, mendorong agenda konservasi, dan mendorong donasi pada LSM lingkungan. Sementara Jepson dan Jenning berpendapat bahwa isi advokasi program konservasi turunan baru menyusut, kita percaya bahwa mereka masih menjadi alat edukasi penting, memperkuat pengetahuan dan hubungan dengan alam, terutama anak-anak<\/a> dan masyarakat wilayah perkota<\/a>aan, yang sering terputus dari lingkungan alam sekitar mereka.<\/p>\n

Sementara lebih banyak riset perlu dilakukan untuk lebih memahami bagaimana penonton berinteraksi dengan program alam, bukti yang ada cukup kuat<\/a> untuk menyatakan bahwa kita seharusnya mendukung, bahkan mungkin mensubsidi, produksi film dokumenter alam daripada membuatnya lebih sulit dan lebih mahal.<\/p>\n

Daripada skema finansial berwawasan-sempit untuk meningkatkan pendanaan baru, diperlukan penekanan mengenai bagaimana membelanjakan sumber daya konservasi yang terbatas secara layak.<\/p>\n

Dorongan untuk mendapatkan uang konservasi tambahan dalam jangka pendek bisa melemahkan bukan hanya aktivitas pendanaan jangka panjang, tetapi juga kecintaan jangka panjang masyarakat terhadap alam.<\/p>\n

Jika diperlukan sebuah diskusi mengenai batasan PJL dan apakah profesional seharusnya membayar untuk lingkungan yang mereka manfaatkan, maka siapa yang bertanggungjawab? Haruskah kita, seperti ilmuwan, membayar untuk debat dan menulis artikel ini?<\/p>\n
