Membaca judul artikel ini, Anda pasti sudah tahu kebakaran di Provinsi Riau di Sumatera yang telah menyebabkan masalah asap hingga ke Singapura dan Kuala Lumpur. Tanpa ragu Anda juga tahu bahwa kebakaran ini mengindikasikan tingginya kecepatan deforestasi dan tingginya emisi CO2 lahan gambut. Tetapi Anda mungkin juga memiliki perhatian yang sama dengan saya mengenai kurangnya informasi dan ingin tahu lebih.<\/p>\n

Pekan lalu (28-30 Agustus), satu tim dari CIFOR berangkat ke Riau dengan misi menemukan-fakta untuk lebih memahami isu dari perspektif lokal dan lebih dalam. Kami juga ingin mengidentifikasi prioritas topik riset terkait tata kelola, penghidupan, lingkungan dan ekonomi dalam bentang lahan Riau.<\/p>\n

Kami memutuskan bahwa cagar biosfer Giam Siak Kecil-Bukit Batu<\/a> merupakan bentang lahan yang cocok untuk dieksaminasi lebih dekat. Area ini diakui sebagai cagar biosfer oleh UNESCO<\/a> pada 2009 dan meliputi 700.000 hektare\u2014hampir 10% provinsi Riau\u2014dalam area yang didominasi lahan gambut.<\/p>\n

Lebih jauh lagi, cagar ini meliputi rentang utuh penggunaan lahan yang menarik bagi kami: cagar hutan perawan; hutan tanaman skala-korporasi; perkebunan minyak sawit besar; dan tanah yang dikelola oleh masyarakat lokal dan pemangku kepentingan. Gambar 1 juga menunjukkan bahwa banyak kebakaran 2013 terjadi dalam cagar ini.<\/p>\n

Bentang lahan ini telah menjadi subjek perubahan penggunaan lahan secara masif, seperti digambarkan dalam asesmen ini pada 2013<\/a>. Hanya sepotong kecil hutan alami yang tersisa. Konversi yang kita lihat hari ini bukan fenomena baru\u2014pembangunan pertanian dan kehutanan komersial merupakan bagian dari kebijakan dan praktik selama beberapa dekade, yang merupakan perspektif penting untuk dipertimbangkan.<\/p>\n

Jadi apa yang kita bisa bilang mengenai kejadian terakhir dalam bentang lahan ini?<\/p>\n

Sebelum kunjungan lapangan, CIFOR menganalisis kebakaran dengan rinci menggunakan penginderaan jarak jauh dan peta data. Menggunakan citra resolusi lebih tinggi indikasi titik api, kami bisa mengkonfirmasi titik api dalam bentang lahan. Kesimpulan awal kami adalah bahwa kebakaran terutama terjadi di wilayah yang menunjukkan pola manajemen perkebunan. Kami juga menyimpulkan bahwa sebagian besar kebakaran terjadi di luar konsesi skala-korporasi dengan sekitar seperempat berada di dalam. Kami mengidentifikasi 140.000 hektare area terbakar dalam 3,5 juta hektare wilayah yang dikaji, merupakan 40% provinsi Riau, dengan proporsi tinggi cagar biosfer Giam Siak Kecil-Bukit batu (3%) menunjukkan karut akibat api.<\/p>\n

Penginderaan jarak jauh tentu saja tidak memberi tahu kita mengenai alasan utama dan tujuan pembakaran, tidak juga menyediakan informasi mengenai penghidupan, tata kelola, konflik atau dampak lingkungan mendalam. Kunjungan lapangan kami, bagaimanapun, menolong kami untuk lebih memahami masalah ini dan mengidentifikasi topik riset lanjutan.<\/p>\n

Terbang di atas bentang lahan Riau (Gambar 2), kami bisa menyimpulkan bahwa indikasi penginderaan jarak jauh akurat. Kami juga mengobservasi bahwa api tampaknya berkaitan dengan praktik pertanian umum, terutama konversi hutan menjadi perkebunan minyak sawit. Kami melihat beberapa kasus dimana perkebunan dan hutan tanaman dirusak api, tetapi hal ini merupakan kekecualian, dan mungkin tidak sengaja. Kami mengobservasi kebakaran dalam konsesi dan dalam hutan cagar, seperti juga lahan di luar rencana pemerintah.<\/p>\n

Informasi dari pemangku kepentingan lokal dan profesional menegaskan pola umum ini.<\/p>\n

Salah satu konklusi awal kami adalah seseorang tidak bisa berasumsi bahwa lahan dalam batas konsesi sepenuhnya berada dalam kontrol korporasi terkait. Dalam area seluas ini, hingga seperempatnya, katanya, dikelola oleh pemangku kepentingan lokal. Terdapat ketegangan antara manajemen skala besar dari alokasi pusat dan perkebunan lahan ini di satu pihak, dengan klaim terhadap lahan yang sama melalui praktik dan tradisi pertanian lokal di pihak lain.<\/p>\n

Situasi legal, oleh karena itu tidak sepenuhnya jelas, dan pembakaran atau konversi lahan di dalam konsesi bisa terkait dengan isu tata kelola ini. Oleh karena itu, seseorang perlu hati-hati dalam menarik kesimpulan bahwa korporasi adalah penyebab api di lahan mereka, berdasar hanya pada tumpang susun penginderaan jarak jauh terhadap peta konsesi umum. Perlu dinyatakan, seseorang seharusnya juga menghindari membuat kesimpulan siapa yang bertanggungjawab atas api mengingat adanya legislasi jelas yang mendefinisikan kewajiban pemilik konsesi.<\/p>\n

Observasi lain adalah bahwa investasi penanaman minyak sawit cukup menguntungkan untuk menarik modal dalam jumlah besar, mengarah pada konversi lahan substansial. Faktanya, kami tidak mengobservasi atau mendengar alasan apapun konversi lahan selain produksi minyak sawit. Sumber utama modal dan pola investasi tampaknya telah bergeser menjadi kewirausahaan yang bukan korporasi besar atau \u201cpemilik lahan kecil\u201d lokal, sejalan dengan observasi World Agroforestry Centre<\/a>. Jelas, kami tidak memiliki gambaran utuh tren investasi ini\u2014siapa di belakang mereka, sejauh mana investasi ini memiliki legitimasi, bagaimana mereka mempengaruhi pemangku kepentingan lokal dan lingkungan atau bagaimana rantai nilai minyak sawit bekerja dalam relasinya dengan isu hukum seperti penggunaan lahan dan korupsi.<\/p>\n

Ke mana dari sini? CIFOR melibatkan mitra untuk melakukan riset pendalaman lebih jauh bentang lahan Riau, termasuk isu tata kelola dan penghidupan. Satu tantangan yang kami miliki adalah rentang perhatian terhadap isu manajemen lahan ternyata sangat sedikit di tingkat kebijakan. Kami berharap kontribusi kami akan memperkaya pemahaman lebih luas dan menolong menjaga minat dialog kebijakan yang mengintegrasikan isu lintas bentang lahan dan lintas pelaku.<\/p>\n
