BONN, Jerman (20 Juni 2013) \u2013 Kekhawatiran negara berkembang akan \u201cbantuan bersyarat\u201d dari REDD+, sebagai bantuan pembangunan yang dibayar berdasarkan jumlah pencapaian penurunan emisi gas rumah kaca tertentu\u2014menciptakan halangan dalam negosiasi iklim internasional, demikian menurut sebuah laporan terbaru.<\/p>\n

Suatu Penilaian Efektivitas REDD+ seharusnya dibuat untuk memverifikasi penurunan emisi pada tingkat nasional, sehingga target menjadi transparan dan terukur, kata Michael Dutscke, direktur konsultasi biokarbon<\/a>, sebuah jaringan internasional pengelolaan bentang alam, iklim, dan keragaman hayati, dalam laporan terbarunya, \u201cKey issues in REDD+ verification (Isu-isu kunci dalam verifikasi REDD+)\u201d.<\/a><\/p>\n

\u201cBanyak pekerjaan teknis yang berhubungan dengan sistem pemantauan dan pelaporan emisi menjadi berisiko akibat ketidaksepakatan terkait kepercayaan pendanaan bagi negara-negara REDD+ dan pada verifikasinya\u2014isu-isu yang secara intrinsik saling terhubung,\u201d katanya.<\/p>\n

Perdebatan mengenai pendanaan REDD+ -skema dukungan PBB guna menurunkan emisi akibat deforestasi dan degradasi hutan\u2014 dan bagaimana mengukur, melaporkan dan memverifikasi emisi karbon (MRV), mencuat dalam negosiasi \u2013 negosiasi perubahan iklim.<\/p>\n

Tujuan awal di tahun 2007 sebagai pendanaan program REDD+ dari jual-beli emisi karbon<\/a>, namun melemahnya permintaan di pasar karbon, sebagian besar pendanaan skema ini, yang masih dalam tahap awal, dianggarkan dari dana bantuan pembangunan. Hal ini mengkaitkan dana bantuan dengan aksi berbasis-hasil, yang harus membuktikan bahwa peningkatan terukur telah dilakukan, kata Dutscke.<\/p>\n

Verifikasi sudah menjadi hambatan dalam proses negosiasi karena hal itu mengingatkan para negosiator dari negara-negara penerima dana tentang persyaratan bantuan, yang biasanya berarti bantuan dikaitkan dengan akusisi barang dan jasa dari negara donor, lanjutnya.<\/p>\n

Kerumitan lain pendanaan REDD+ akan terjadi jika tidak ada aturan prosedur verifikasi, membatasi potensi pendanaan terduga jangka panjang untuk membantu negara berkembang, menurut makalah riset.<\/p>\n

Deforestasi dan degradasi hutan\u2014utamanya disebabkan oleh perluasan pertanian, perubahan hutan menjadi lahan peternakan, pembangunan infrastruktur dan kebakaran\u2014mencapai 10 hingga 15 persen<\/a> dari seluruh emisi GRK, lebih dari seluruh (emisi dari) sektor transportasi global dan kedua di bawah sektor energi.<\/p>\n

Pasar karbon bertujuan membuka pintu bagi investasi penurunan emisi di negara berkembang. Walaupun, sebagian besar dari pendanaan 17,2 miliar dolar AS<\/a> diberikan untuk projek melindungi hutan telah dikontribusikan kepada negara berkembang melalui bantuan.<\/p>\n

Dana tersebut dimaksudkan guna menciptakan dan mendukung strategi-strategi bagi REDD+ dan upaya mitigasi perubahan iklim berdasarkan penyebab spesifik deforestasi dari masing-masing negara, kata Dutschke.<\/p>\n

Di bawah U.N. Framework Convention on Climate Change <\/a>(UNFCCC), negara berkembang memberikan laporan tentang emisi atmosferik dan penurunannya dari aktivitas terkait penggunaan lahan dan kehutanan. Untuk kepentingan mereka sendiri, negara berkembang diharapkan mengikuti sebuah sistem pemantauan emisi MRV dan penurunannya, lanjut Dutscke. Pendanaan bilateral dan multilateral REDD+ menjadi subjek perjanjian hukum antar pihak terkait dan biasanya memasukkan prosedur MRV, lanjutnya, seperti juga pendanaan internasional di bawah UNFCC akan diatur oleh mekanisme yang mengikat secara internasional.<\/p>\n

Kecuali jika verifikasi dan prinsip penghitungan yang kuat lain disepakati, pendanaan bagi REDD+ berisiko makin terpecah.<\/p>\n
